The Deputies are invited to designate thirty members of the Advisory Council of the EYC and EYF, as listed in CM(99)22, for a period of two years, subject to a possible modification of the Advisory Council's terms of reference in 2000.
In accordance with its terms of reference, the Advisory Council of the European Youth Centre and European Youth Foundation is to be composed of thirty members designated for a period of two years:
- thirteen representatives of International Non-Governmental Youth Organisations designated by the Committee of Ministers on the proposal of the European Youth Forum (Part A of CM(99)22);

- five representatives of international non-governmental youth organisations or networks, not members of the European Youth Forum, designated by the Committee of Ministers on the proposal of the Secretary General (Part D of CM(99)22).The organisations, networks and structures proposed by the Secretary General (Parts C and D) were selected with a view to reflecting as much as possible the present priorities of the Council of Europe's youth policy as well as the reality and variety of youth work in Europe.There are also organisations which work with young people and those representing an expertise on certain youth issues.
It should also be recalled that at their 650th meeting (24-25 November 1998, A level, item 8.1), when approving the specific terms of reference of a number of the youth sector statutory bodies, including the Advisory Council, the Deputies decided that these terms of reference would be reviewed on an annual basis. Thus, the Deputies are invited to designate thirty members of the Advisory Council of the EYC and EYF for a period of two years, as they appear in CM(99)22, subject to a possible modification of the Advisory Council's terms of reference in 2000.
