Deputies GT-BC-2001(2000)1 It is recalled that at their 729th meeting (15 November 2000, item 1.7), the Deputies decided to set up an ad hoc Working Party to conduct, in co-operation with the Secretary General, an examination of the additional budgetary requests by the Court for 2001 (GT-BC 2001), and to report back to the Deputies prior to their 734th meeting (13‑14 December 2000). The report of the meetings of 27 and 30 November 2000 is reproduced in document GT-BC-2001(2000)1. The Vice-Chairman of the Ministers Deputies wrote to his colleagues on 11 December 2000 with a proposal for meeting the additional requirements of the Court for 2001. In the light of the responses received, he addressed a further letter to all delegations on 12 December 2000. It is further recalled that the Secretary General has informed the Ministers' Deputies of his intention to ask the Internal Auditor to conduct an operational audit of the Registry of the Court. It is anticipated that the preliminary findings would be available before the Deputies were called upon to fix the budget ceiling for 2002. Furthermore, an evaluation group will examine the action required in the medium term to guarantee the continued effectiveness of the Court. The Vice-Chairman proposed that the structural element of the requirements of the Court for 2001 would be covered by the unspent balance from Vote IV of the Ordinary Budget for 2000. However, only € 61,000 of the backlog element can be covered in the same way. The Vice-Chairman proposed that the remaining € 1,730,200 of the backlog element be financed by contributions from member states using Resolution 94(31) as a guideline. needs of the European Court of Human Rights (CM/Del/Dec(2000)734/1.5, 733/1.6 and 731/1.5, GT-BC-2001(2000)1) Decisions The Deputies, recalling the obligation of the Council of Europe under Article 50 of the European Convention on Human Rights, exceptionally and without prejudice to future decisions, 1. approved the additional budgetary resources for the European Court of Human Rights for 2001, as set out in document GT-BC-2001(2000)1; 2. requested their Chairman to issue the necessary call for contributions from member states to help clear the backlog of cases before the European Court of Human Rights (currently costed at € 1,730,200); 3. agreed to resume consideration of the financing of the additional requirements of the European Court of Human Rights at their 736th meeting (10 January 2001). Appendix Model Letter Strasbourg, 14 December 2000 Dear Colleague, Further to the decisions adopted under item 1.5 at the 735th meeting of the Ministers' Deputies, I hereby request your contribution to deal with the backlog of cases before the European Court of Human Rights.
