Elena Mihajlova Stratilati is a Professor at the Department of International Pulic Law at the Faculty of Law "Iustinianus Primus", University “Ss Cyril and Methodius”, Skopje.

Miss Mihajlova Stratilati graduated at the Faculty of Law, University “Ss Cyril and Methodius”, Skopje. She obtained her Masters’ Degree in International Law in 2009 (master thesis on Hate Speech and Cultural Differences) and a Doctoral Degree in Law (International Law studies) in 2012 (doctoral thesis on Hate Crimes and Cultural Identity), both at the Faculty of Law “Iustinianus Primus” in Skopje.

She teaches several courses at the primary, postgraduate and doctoral level: International Public Law, International Human Rights Law, International Humanitarian Law, Transitional Justice, etc. She also teaches at the Legal Clinic on Refugee Law, which started in 2018 as a joint project of the Faculty of Law and the UNHCR Office in Skopje.

Miss Mihajlova Stratilati has been participating as a national expert in several international projects and OSCE activities in the field of combating racism, xenophobia and intolerance, with a particular emphasis on hate speech and hate crimes and is a co-author of the OSCE publication on freedom of expression and hate speech intended for Judges, Public Prosecutors and Journalists.

She has published a series of articles and monographs that, besides the classic themes of international public law, cover her particular areas of interest: human rights, hate speech and hate crimes, transitional justice and democracy.
