Welcome to the thirteenth edition of the ECCD Newsletter!

The Economic Crime and Cooperation Division (ECCD) is responsible for the Council of Europe's cooperation and technical assistance activities concerning the implementation of international standards against corruption, money laundering and terrorist financing. In the March 2024 Edition of the ECCD Newsletter you will find interesting updates on our recent activities and useful publications, as well as key developments from the Council of Europe monitoring bodies GRECO and MONEYVAL.

Eastern Partnership countries exchange experience on corruption risk assessment and management

22-23 JANUARY 2024

The workshop brought together practitioners from anti-corruption and policy making institutions from the five Eastern Partnership countries with the aim of exchanging and sharing good comparative practices related to the identification and assessment of corruption risks in the public and private sectors. Moreover, the event provided an opportunity to present the Council of Europe’s approach to national corruption risk assessment.

Joint Council of Europe and Egmont Group Training of Trainers on Strategic Analysis

30-31 JANUARY 2024

The Training of Trainers on Strategic Analysis for Financial Intelligence Units' analysts has been organised with the aim of creating a pool of trainers that would act as a multiplication factor in providing capacity building on this subject at national but also international level, by delivering the Egmont Group’s Strategic Analysis Course.

Albanian Customs Directorate and State Police launch awareness campaign against cash smuggling

Albanian Customs Directorate and State Police, with the support of the European Union, Council of Europe and German Government, launched a new awareness campaign to inform travellers about the rules on transporting money into and out of Albania.

Council of Europe special event on judicial specialisation in the fight against corruption

On the occasion of the tenth session of the Conference of the States Parties to the United Nations Convention against Corruption, the Council of Europe hosted a special event on “Judicial specialisation in the fight against corruption” on 15 December 2023, in Atlanta, USA.

Workshop on FIUs' needs and challenges in the area of decentralised finance and virtual assets

29 FEBRUARY 2024

The event gathered Financial Intelligence Units’ representatives from Belgium, France, Germany, Ireland, Luxembourg, Malta, Norway and Spain to share experience on current needs and challenges in terms of capacities required for addressing risks related to virtual assets and decentralised fiannce products and services.

Supporting Bosnia and Herzegovina in reviewing the Law on the Financing of Political Parties

30-31 JANUARY 2024

On 30-31 January 2024, the ECCD presented the results of the conducted review of the draft addenda and amendments to the Law on Political Party Financing as set forth by the Central Election Commission of Bosnia and Herzegovina, which looked into the regulations of political party and campaign finance.

The Register of Damage Caused by the Aggression of the Russian Federation against Ukraine (RD4U) is proud to announce that as of 2 April 2024 it will officially open the claims submission process for compensation of damage, loss or injury caused by Russian aggression against Ukraine. In Case You Missed it: Toolkit for drafting codes of conduct for members of parliament

This toolkit was developed for the purpose of assisting parliaments in drafting codes of conduct for members of parliaments (MPs) by adapting the provided advice to their specific circumstances. It is supplemented with a proposed guidance on conflict of interest for MPs.
Moreover, the document takes the European Code of Conduct for all Persons Involved in Local and Regional
Governance (European Code) of 2018 as a basic framework to provide guidance on drafting a code.
