Council of Europe justice ministers call for a more robust criminal justice response to financial crime

An Informal Conference of Ministers of Justice "From rules to results: a judicial agenda for the fight against financial crime" was held under the Monegasque Presidency of the Committee of Ministers of the Council of Europe.
The ministers reaffirmed their commitment to strengthening the fight against money laundering and terrorist financing (ML/TF), recognising them as serious threats to democratic security, the rule of law, and the integrity of economic and financial systems.
In their declaration, they called for stronger investigations and prosecutions, enhanced institutional capacity and cooperation, improved asset recovery, effective public-private partnerships, and responses to emerging risks such as crypto-assets and artificial intelligence, while ensuring full respect for human rights.

European prosecutors exchange on asset recovery and victims-centered justice in Yerevan
1-2 July 2026

Prosecutors, justice officials and experts from more than ten countries gathered in Yerevan within the Armenian Platform of the European Prosecutors’ Dialogue to exchange good practices on asset recovery and strengthening victims’ rights. Discussions focused on tracing, freezing, managing and confiscating illicit assets, as well as human rights considerations and international cooperation in combating financial crime.

Raising private sector awareness of environmental crime risks in the Western Balkans
18-19 March 2026

More than 70 professionals from financial institutions and non-financial businesses and professions strengthened their understanding of money laundering and terrorist financing risks linked to environmental crime through dedicated webinars. The sessions covered laundering methods, red flag indicators, customer due diligence and the use of suspicious activity reports to help the private sector identify and address related risks.

North Macedonia develops a roadmap to mitigate ML/TF risks associated with virtual assets
19 June 2026

Following Council of Europe support, the Financial Intelligence Office has finalised a roadmap to address ML/TF risks related to virtual assets and virtual asset service providers. Based on the national risk assessment and MONEYVAL recommendations, the roadmap sets out measures to mitigate identified risks and will be submitted to the National Anti-Money Laundering and Terrorist Financing Council for adoption and implementation.

Promoting international cooperation in the management of seized and confiscated assets
22-23 June 2026

At the initiative of the Cypriot authorities, a workshop in Strasbourg brought together European and international experts to discuss the management of seized and confiscated assets, as Cyprus prepares to establish its Asset Management Office. Discussions focused on legal frameworks, cross-border cooperation, asset-sharing arrangements and good practices to strengthen the effective management of recovered assets.

Strengthening Slovenia's economic and financial crime legal framework

Prosecutors from Slovenia and several EU countries gathered in Ljubljana to exchange experiences on strengthening legal frameworks for investigating and prosecuting economic and financial crimes. The roundtable explored criminalisation approaches, prosecutors’ powers, sanctions and asset recovery mechanisms. Discussions supported recommendations to further align Slovenia’s framework with European standards.

Tunisian Court of Auditors develops an anti-corruption strategy

The Council of Europe supported the Tunisian Court of Auditors in organising a high-level exchange with Supreme Audit Institutions (SAIs) from more than 35 jurisdictions to inform the development of its anti-corruption strategy. Discussions focused on strengthening integrity frameworks, internal anti-corruption measures and the role of SAIs in promoting public integrity, providing valuable international perspectives to support the Court’s efforts.

Moldovan authorities strengthen capacity to investigate crypto-related financial crime
23-25 June 2026

The Council of Europe organised a specialised training in Chisinau to strengthen law enforcement authorities, prosecutors, judges and financial investigators’ capacity to investigate and prosecute economic crimes involving crypto-assets.  Participants gained practical skills in blockchain analytics, digital evidence gathering and tracing illicit financial flows, supporting Moldova’s response to evolving forms of financial crime.

Serbia pilots methodology to assess corruption risks in healthcare law
22-23 June 2026

The Council of Europe supported Serbia’s Agency for Prevention of Corruption in piloting a new methodology to assess corruption risks in existing legislation, using the Law on Healthcare as a first case study. The assessment identified areas for improvement related to transparency, conflicts of interest and accountability, while discussions helped refine the methodology for future use across other sectors.

Council of Europe adopts the Additional Protocol to the Warsaw Convention

On 15 May 2026, at its 135th Session in Chişinău, Republic of Moldova, the Committee of Ministers of the Council of Europe adopted an Additional Protocol to the Convention on Laundering, Search, Seizure, and Confiscation of the Proceeds from Crime and on the Financing of Terrorism (CETS No. 198; Warsaw Convention).

The Additional Protocol modernises the legal and institutional frameworks for asset recovery, in response to increasingly sophisticated, transnational and technologically advanced criminal networks. It enhances the authorities’ capacities to monitor and suspend suspicious transactions and to confiscate assets, including crypto-assets, obtained through criminal conduct.

The Protocol will be opened for signature on 14 October 2026, in Strasbourg, on the occasion of the Octopus Conference. The states are invited to take this opportunity to affirm their commitment to advancing legal and institutional frameworks for criminal asset recovery by signing this important instrument.
