MEETING REPORT

INTRODUCTION

1.     The Working Group on the evaluation of judicial systems (CEPEJ-GT-EVAL) of the European Commission for the Efficiency of Justice (CEPEJ) held a second ad hoc meeting on 22 April 2020 by videoconference due to the sanitary crisis of COVID-19, in the framework of the preparation of the next CEPEJ Evaluation report (2018-2020 cycle). This meeting followed the ad hoc meeting held on 15 April, in order for the members to review the documents drafted by the Secretariat.

2.     The agenda appears in Annex I and the list of participants in Annex II to this report.

I.          Information by the members of the working group and secretariat

3.     The Secretariat informs the Members of the possible modalities for the adoption of the Report (subject to approval by the CEPEJ Bureau), following the cancellation of the CEPEJ plenary meeting initially scheduled in June. To keep the current schedule and avoid postponing the plenary meeting and therefore, the adoption of the Report, it is indeed suggested to submit it to the CEPEJ members for adoption by written procedure. In that view, the Report should be sent electronically to the members two weeks before the members communicate to the Secretariat their decision at the beginning of July. The Working group agree with such a proposal for adoption via electronic means.

4.     The different chapters of the Report will be presented to the members in French and English in the view of its adoption except for some graph/charts and the country fiches that will be translated later. 

5.     The calendar for the preparation of the Report will therefore remain the same:

-       the draft chapters need to be sent to the Secretariat by the end of April

-       the members of the Working group as well as the Secretariat will review the draft in May

-       the translation, maybe with the help of a dedicated team of translators, will be done beginning of June.

 

6.     After the adoption by written procedure, the Report will be subject to a final review during the summer, before its presentation to the Committee of Minister in September.

7.     An event on the occasion of the publication of the Report could be organised at the end of October with all the actors involved (CEPEJ members, National correspondents, CEPEJ-GT-EVAL members and drafting experts).

II.         REVIEW OF THE DRAFT DOCUMENTS (CHAPTER I, COUNTRY PROFILE AND DASHBOARD OF EFFICIENCY)

8.     The Working group examine Chapter 1 of the Report (CEPEJ-GT-EVAL(2020)4rev) which has been drafted by the Secretariat in a reviewed language aiming at

·         making it more concise

·         highlighting some important information for the reader's understanding

·         indicating the period of data collection

·         specifying the origin of data and the role of national correspondents.

9.     The Secretariat invites the GT-EVAL members to check their names and references in the footnotes of Chapter 1.

10.  The Secretariat then presents to the GT-EVAL members the “country fiche” (CEPEJ-GT-EVAL(2019)12rev1) which it is agreed to rename  “Member State/entity or Observer country profile” according to the status of the country.

11.  The Working group agrees that the printed version and the online version of this document could be different. This will be mentioned in the printed version which will concentrate key elements and fit on two pages, while the online version will be more extensive.

12.  Finally, the Working group examines the draft of the Efficiency Dashboard (CEPEJ-GT-EVAL(2019)13Rev1). Changes in form are adopted (use of colours, positions of graphs, better readability of the disposition time and clearance rate indicators on the graphs).

13.  It is agreed that the GT-EVAL members will continue to work in small groups with the Secretariat and the drafting experts to review the chapters of the report. Another meeting will be organised when all the documents are ready.
