Recommendation CM/Rec(2025)7 on equal rights for intersex persons Working documents: CM/Rec(2025)07 – Committee of Ministers Recommendation to member States on equal rights for intersex persons Overview of the #EuropeGoesPurple campaign, organised to mark the adoption of the Committee of Ministers’ Recommendation on Equal Rights for Intersex Persons and to raise awareness of intersex rights across Europe. Members will be invited to share their planned activities and contributions to the campaign. Discussion on the next steps for promoting, disseminating, and implementing the Recommendation, including members’ national plans as well as suggestions for how the Council of Europe could assist member States in supporting its effective implementation. The ADI-SOGIESC is invited to: - Take note of the information provided by the Secretariat on the #EuropeGoesPurple campaign and dissemination activities related to the Recommendation - Share planned activities and contributions within the framework of the #EuropeGoesPurple campaign - Present national plans and initiatives for implementing the measures set out in the Recommendation. - Suggest ways in which the Council of Europe could further assist member States in supporting the effective implementation of the Recommendation. |

Study on the risks and impediments to the full access to rights resulting from discrimination and violence on grounds of gender expression Working documents: ADI-SOGIESC(2025)16 Study on the risks and impediments to full access to rights resulting from discrimination and violence on the ground of gender expression – Initial Draft Concept Note, Working methods and Timeline Presentation by Council of Europe Consultant Finn McKay introducing the topic and providing an overview of the subject area, followed by the presentation of the initial scope and objectives of the study. Members and participants will then be invited to exchange views on the proposed approach. The session will also include a presentation of the proposed working methods and the functioning of the Working Group responsible for drafting the study, as well as the appointment of its members. The ADI-SOGIESC is invited to: - take note of the presentation of the initial concept note for the study - provide initial feedback on its scope, methodology, and areas of focus - express their interest in participating as members of the Working Group. |

ADI-SOGIESC members, participants, and observers who are also part of the European Focal Points Network (EFPN) are additionally invited to an EFPN roundtable meeting on 27 October from 10:00 to 12:30 at the same location (Palais de l’Europe, Room 7).
On 27 October 2025, ADI-SOGIESC members, participants, and observers are invited to a High-Level Event - Launch of the Council of Europe Committee of Ministers Recommendation CM/Rec(2025)7 to member States on Equal Rights for Intersex Persons, under the Maltese Presidency of the Council of Europe. The high-level event is scheduled to take place from 15:00 to 17:30 in the Committee of Ministers' room, with the lighting of the Palais de l'Europe following thereafter. The event will feature performances by the Pelicanto Choir, an exhibition on intersex lives and rights, and a reception offered by the Maltese Government.
