8.1 European Steering Committee for Youth (CDEJ), Advisory Council on Youth (CCJ) and Joint Council on Youth (CMJ)

Abridged reports of the 60th meeting of the CDEJ, 39th meeting of the CCJ and 38th meeting of the CMJ

(Budapest, 26-28 March 2018)

I.          60th meeting of the European Steering Committee for Youth (CDEJ)

The European Steering Committee for Youth (CDEJ), chaired by Miriam Teuma (Malta):

1.         held its 60th meeting on 26-28 March 2018 at the European Youth Centre Budapest, in conjunction with the meetings of the Advisory Council on Youth (CCJ) and the Joint Council on Youth (CMJ). The agenda of the meeting appears in Appendix I;

2.         elected for a term of office from 26 March 2018 until 31 December 2019:

-     Miriam Teuma (Malta) as its Chair for her first term of office;

-     Ivan Hromada (Slovak Republic) as its Vice-Chair for his first term of office;

-     Andrei Salikau (Belarus) as its Bureau member for his second term of office;

-     Annamaria Vuga (Croatia) as its Bureau member for her first term of office;

-     Menelaos A. Menelaou (Cyprus) as its Bureau member for his first term of office;

-     Peter Paczuk (Hungary) as its Bureau member for his first term of office;

3.         elected the following members to sit on the Programming Committee on Youth (CPJ) for its 2018-19 term of office:

-     Farhad Hadjiev (Azerbaijan) for the first term of office;

-     Thierry Dufour (Belgium) for the first term of office;

-     Juozas Meldziukas (Lithuania) for the second term of office;

-     Francisco Pedro Torrao (Portugal) for the second term of office;

-     Rok Primožič (Slovenia) for the first term of office;

-     Ignacio Sola Barleycorn (Spain) for the first term of office;

-     Aleksandra Dichevska (“the former Yugoslav Republic of Macedonia”) for the first term of office;

-     Nataliia Radchuk (Ukraine) for the second term of office;

4.         held an exchange of views on youth policy in member States, on the implementation of the recent Committee of Ministers’ recommendations in the field of youth and on the implementation of the No Hate Speech Movement Campaign;

5.         took note of the information on the implementation of the youth policy assistance measures in Ukraine and “the former Yugoslav Republic of Macedonia” organised at the end of 2017 (documents CDEJ(2018)1 and CDEJ(2018)2), of the updated information on the implementation of the youth policy assistance measures in 2018 (document CDEJ(2017)19rev) and of the progress report of the Council of Europe Quality Label for Youth Centres (document CDEJ(2018)5).


II.         39th meeting of the Advisory Council on Youth (CCJ)

The Advisory Council on Youth, chaired by Anja Olin Pape (Swedish Youth Council – LSU):

1.         held its 39th meeting on 26-28 March 2018 at the European Youth Centre Budapest. The agenda of the meeting appears in Appendix II;

2.         elected its Bureau for its 2018-19 term of office:

-     Anja Olin Pape (Swedish Youth Council – LSU), Chair;

-     Georgios Chatzigeorgiou (European Democrat Students), Vice-Chair;

-     Luis Bekteshi (Youth Centre “Perspektiva”), Bureau member;

-     David Neuber (Austrian Youth Council – ÖJV), Bureau member;

-     Andrea Ugrinoska (International Federation of Liberal Youth – IFLRY), Bureau member;

3.         elected the following members to sit on the Programming Committee on Youth (CPJ) for its 2018-19 term of office:

-     Nato Antia (Youth Social Rights Network – YSRN);

-     Matic Germovsek-Znidarsic (Youth of European Nationalities);

-     Matej Manevski (Youth for Exchange and Understanding – YEU);

-     Pegah Moulana (National Youth Council of the United Kingdom – BYC);

-     Theofano Papakonstantinou (Alternative Innovative Development);

-     Katarina Pavlovic (Federation of Young European Greens – FYEG);

-     Natascha Skjaldgaard (World Organisation of the Scout Movement – WOSM);

-     Carly Walker-Dawson (International Falcon Movement-Socialist Educational International –
IFM-SEI);

4.         elected the following substitutes to the Programming Committee on Youth (CPJ) for its 2018-19 term of office:

-     Valentin Dupouey (Erasmus Student Network – ESN);

-     Emin Mammadli (Voices of Young Refugees in Europe – VYRE);

-     Charlotte Klinting (European Federation for Intercultural Learning – EFIL);

5.         took note of recent developments in the Youth Department and the Council of Europe, including the budgetary situation;

6.         agreed to consult youth NGOs and networks on their needs and expectations of the Council of Europe youth sector’s priorities for the next biennium 2020-21.


III.        38th meeting of the Joint Council on Youth (CMJ)

The Joint Council on Youth (CMJ), chaired by Miriam Teuma, chair of the CDEJ:

1.         held its 38th meeting on 27 and 28 March 2018 in the European Youth Centre in Budapest. The agenda of the meeting appears in Appendix III;

2.         appointed Alice Barbieri (World Association of Girl Guides and Girl Scouts - WAGGGS) as its Gender Equality Rapporteur for 2018-19 and Matic Germovsek-Znidarsic (Youth of European Nationalities) as its Rapporteur on Roma[2] Issues for 2018-19;

3.         took note of 2017 annual report of the European Youth Foundation;

4.         took note of the implementation of the 2018 programme of activities of the Partnership between the European Commission and the Council of Europe in the field of youth, as it appears in CMJ(2018)3;

5.         discussed the following policy issues related to the 2018-19 “Youth for Democracy” Programme:

•           Priority 1: Access to rights

Implementation of Committee of Ministers’ Recommendation CM/Rec(2015)3 (Enter! Recommendation)

-           tasked the secretariat with planning the upcoming review process of Committee of Ministers’ Recommendation CM/Rec(2015)3 (Enter! Recommendation), to be presented at the next meeting of the CMJ (October 2018). In addition to the existing indicators, the review process should:

-          include a collection of best practice examples;

-          explore the link between youth organisations and local authorities on how they work together;

-          identify the remaining challenges for implementation;

-          consult young people/youth organisations to provide input;

-          present the data gathered from the requests for supportive measures.

Implementation of Recommendation CM/Rec(2016)7 of the Committee of Ministers to member States on young people’s access to rights

-           agreed to resume the examination of the guidelines on the implementation of Recommendation CM/Rec(2016)7 on young people’s access to rights at the 39th meeting;

-           agreed to review the impact and implementation of the Recommendation in 2021, focusing on discriminatory practices faced by young people and on obstacles to the right to freedom of assembly, including forming and joining associations and trade unions;

-           invited the secretariat to include in the next biennial programme of activities measures which prepare the review to be carried out by member States and youth organisations.

•           Priority 2: Youth participation and youth work

Implementation of Recommendation CM/Rec(2017)4 on youth work

-           took note of the report of the first meeting of the ad hoc high-level task force on youth work (7‑8 February 2018), as in CMJ-YWTF(2018)PV1;

-           endorsed the task force’s proposal for a common European youth work agenda, to be drafted by 2020;

-           welcomed the translation of Recommendation CM/Rec(2017)4 on youth work into Bosnian, Dutch, Finnish and Swedish and encouraged further translations into non-official languages;

-           adopted the updated roadmap for the implementation of Recommendation CM/Rec(2017)4, as in CMJ(2017)17 rev;

-           adopted the revised terms of reference of the task force, as in CMJ(2017)18 rev.


Follow-up to the study on new and innovative forms of youth participation

-           agreed that the proposals for follow-up addressed to the Council of Europe Youth Department were being implemented to as great an extent possible in view of the current budgetary situation;

-           agreed that the Programming Committee on Youth (CPJ), when examining applications for pilot activities, should pay particular attention to activities that experiment with youth participation in order to enhance it;

-           agreed that the CMJ members would strive to implement the proposals for follow-up in their work.

•           Priority 3: Peaceful and inclusive societies

Young refugees and migrants in transition to adulthood

-           examined the consolidated text (draft 3) of the draft recommendation CM/Rec(2018)… of the Committee of Ministers to member States on supporting young refugees and migrants in transition to adulthood, as in CMJ(2017)22 rev3;

-           took note of the contribution of the secretariat of the Special Representative of the Secretary General on Migration and Refugees, as appears in the Appendix to the 38th CMJ meeting report;

-           in view of the on-going consultations on draft 3 in some countries, decided to extend the deadline for written comments to 25 May 2018 to allow all CDEJ members to complete their round of consultations of authorities responsible for youth issues and other pertinent ministries as necessary;

-           tasked the drafting group with developing a consolidated draft text (draft 4), after having considered the comments made in the 38th CMJ meeting as well as any additional written comments received by 25 May 2018, for consideration by the joint meeting of the CDEJ and CCJ Bureaux;

-           agreed that draft 4 would be sent to all CMJ members for written comments by 27 August 2018;

-           agreed to resume the examination of this item at its 39th meeting.

6.         discussed the following policy issues related to the Council of Europe youth sector strategy:

-           adopted the revised roadmap for the development of a Council of Europe strategy of the youth sector “Youth Agenda 2030”, as in CMJ(2017)4 final 2;

-           took note of the concept note for the consultative meeting on “Youth Agenda 2030” (15 and 16 May 2018, Strasbourg), as in CMJ(2018)4.

7.         took note of the guidelines for translation of official Council of Europe texts into non-official languages, as set out in CMJ(2018)10.

8.         agreed to hold:

-           its first meeting of 2019 in Budapest on 18-20 March 2019;

-           its second meeting of 2019 in Strasbourg on 14-16 October 2019.

[2] The term “Roma and Travellers” is used at the Council of Europe to encompass the wide diversity of the groups covered by the work of the Council of Europe in this field: on the one hand a) Roma, Sinti/Manush, Calé, Kaale, Romanichals, Boyash/Rudari; b) Balkan Egyptians (Egyptians and Ashkali); c) Eastern groups (Dom, Lom and Abdal); and, on the other hand, groups such as Travellers, Yenish, and the populations designated under the administrative term “Gens du voyage”, as well as persons who identify themselves as Gypsies.
