Le fort taux d’orientation des personnes handicapées, surtout des enfants, vers des systèmes ségrégatifs contrevient à leur droit de vivre dans la communauté et constitue déjà en soi une violence. Dès lors il conviendrait de recenser les catégories de personnes placées en institution et par qui et selon quels critères elles le sont. Pour les PH, communiquer les résultats au DECS-RP qui de son côté peut relever et informer sur les possibilités de vivre en société et les encourager. Faire ensuite une analyse d’impact.

Le placement des enfants constitue un abandon de leur vie de famille et compromet leurs chances d’inclusion dans la société ; cela interpelle le DECS-RPD tout autant que le DECS-ENF. Le CDDECS doit soutenir une stratégie transversale. : conférences, ateliers, publications…

Réaliser une étude européenne : les PH (idem pour les personnes plus âgées) sont-elles soumises à cette règle de diminution et de suppression des allocations de chômage ? Dans l’affirmative, selon quels critères ? Communiquer au CEDS-RPD. b) la violence à l'égard des personnes handicapées Relever les protocoles d’enregistrements et de suivi des plaintes existants et vérifier s’ils sont conformes à l’exercice des droits fondamentaux. Informer le DECS-RPD en vue d’actions ciblées post 2015. c) l'accès à la justice des personnes handicapées, en particulier les victimes de violence Recenser les obstacles que rencontrent les personnes handicapées relativement à l’accès à la justice ; communiquer les résultats au DECS-RPD en vue de l’élaboration de sa Stratégie post 2015. Proposed activities for the priorities you have selected Information sharing and good practices on actions that have been taken in different countries to prevent excluxion. In Finland, preventing poverty, inequality and social exclusion forms one of the three main priorities in Government Programme 2011 - 2015. To put this into practice, the Government has launched a cross-sectoral action plan. It is coordinated by the Ministry of Social Affairs and Health and involves seven other ministries. Proposed activities for the priorities you have selected It would be interesting to go through wheather gender mainstreaming has been succesful in different countries and if, to what extent. In Finland, there is already the second Government Action Plan for Gender Equality that was approved in 2012. The first Action Plan was carried out during 2008 -2011. The Government Action Plan for Gender Equality brings together and coordinates Government actions for promoting gender equality. In this context should be proposed to research and collect good practices how to encourage children and their representatives to report cases of abuse and violence in the family or care institutions to competent authorities and raise awareness of children of their rights and establishing complaints mechanisms within care institutions. It is important to deal with in each member States what kind of services are provided in institutional care for child victims of neglect, abuse and exploitation for their effective rehabilitation. It is need to work out training to professional staff to care for children with behavioural problems.

How to achieve that the child’s views should be given due weight according to his or her age and maturity. It is recommended to collect the experience about practice of legal representative of children in different procedures living in own family or in foster care.
