According to CALL FOR PROPOSALS, in order to be eligible for a grant, an applicant must: be legally constituted as a non-governmental organisation in Ukraine. Each application shall contain among other things, Certificate(s) of registration as a non-profit organisation (in Ukrainian and/or in English). CALL FOR PROPOSALSdoes not contain any other restrictions on the non-governmental organisation.

Відповідно до CALL FOR PROPOSALS, для того, щоб мати право на отримання гранту, заявник повинен: бути юридично зареєстрованим як неурядова організація в Україні. Кожна заявка повинна містити, серед іншого, Свідоцтво (свідоцтва) про реєстрацію як неприбуткової організації (українською та/або англійською мовою). CALL FOR PROPOSALS не містить інших обмежень щодо неурядової організації.

According to CALL FOR PROPOSALS, in order to be eligible for a grant, an applicant must: be legally constituted as a non-governmental organisation in Ukraine. Each application shall contain among other things, Certificate(s) of registration as a non-profit organisation (in Ukrainian and/or in English). CALL FOR PROPOSALSdoes not contain any other restrictions on the non-governmental organisation.

Projects completed prior to the date of submission of the applications will be automatically excluded. As regard projects started prior to the date of submission of the applications, or prior to the date of signature of the grant agreement, only those costs incurred after the date of submission of the grant application could be eligible (provided the agreement concerned so provides).

Each Grantee shall also be required to contribute to the project either by way of its own resources or by contribution from third parties. Co-financing may take the form of financial or human resources, in-kind contributions or income generated by the action or project.

Відповідно до CALL FOR PROPOSALS, для того, щоб мати право на отримання гранту, заявник повинен: бути юридично зареєстрованим як неурядова організація в Україні. Кожна заявка повинна містити, серед іншого, Свідоцтво (свідоцтва) про реєстрацію як неприбуткової організації (українською та/або англійською мовою). CALL FOR PROPOSALS не містить інших обмежень щодо неурядової організації.

Проекти, завершені до дати подання заявок, будуть автоматично виключені. Що стосується проектів, розпочатих до дати подання заявок, або до дати підписання грантової угоди, то прийнятними можуть бути лише ті витрати, які виникли після дати подання заявки на грант (за умови, що це передбачено відповідним договором).

Fondazione in Ukraine, is registered in Ukraine as a branch of Fondazione Italia. Could this be considered as legally constituted as a non-governmental organization in Ukraine?

Фундація в Україні, зареєстрована в Україні як філія Фундації Італії. Чи можна це вважати неурядовою організацією в Україні?

Відповідно до Закону України «Про громадські об'єднання», «4. Неурядові організації інших держав, міжнародні неурядові організації (далі - іноземні неурядові організації) діють на території України, у тому числі через утворені на території України філії та представництва, відповідно до цього Закону та інших законів України, міжнародних договорів України, згода на обов’язковість яких надана Верховною Радою України».

Відповідно до CALL FOR PROPOSALS, для того, щоб мати право на отримання гранту, заявник повинен: бути юридично зареєстрованим як неурядова організація в Україні. Кожна заявка повинна містити, серед іншого, Свідоцтво (свідоцтва) про реєстрацію як неприбуткової організації (українською та/або англійською мовою). CALL FOR PROPOSALS не містить інших обмежень щодо неурядової організації.

According to the Law of Ukraine "On Public Associations", "4. Non-governmental organizations of other states, international non-governmental organizations (hereinafter referred to as foreign non-governmental organizations) operate on the territory of Ukraine, including through branches and representative offices established on the territory of Ukraine, in accordance with this Law and other laws of Ukraine, international treaties of Ukraine, consent to be bound by which has been granted by the Verkhovna Rada of Ukraine."

What is the budget (did not see the amount that the applicant can apply for)?

Is it possible to plan a minimum humanitarian aid package for IDPs (hygiene products and food) within the framework of the project, among other things?

According to Call for Proposals, The indicative available budget under this call for proposals is 40,000€ (forty thousand Euros). The Council of Europe intends to award 4 grants of a maximum amount of 10,000 € (ten thousand Euros) or equivalent in Hryvnias each.

According to Call for Proposals, Projects may include

•              organisation of events (workshops, forums, seminars, study visits etc.); 

•              provision of services and consultations;

•              community-based actions and activities;

•              trainings;

•              implementation of awareness raising campaigns, development of information materials and media products, online content and tools;

•              creation or enhancing of referral mechanisms, multi-stakeholder working groups and/or platforms etc;

•              provision of equipment and other supplies.

Згідно з Call for Proposals, орієнтовний доступний бюджет у рамках цього конкурсу проєктів становить 40 000 євро (сорок тисяч євро). Рада Європи має намір надати 4 гранти максимальною сумою по 10 000 євро (десять тисяч євро) або еквівалент у гривнях.

Відповідно до Call for Proposals, проєкти можуть включати

•              організацію заходів (майстер-класів, форумів, семінарів, навчальних візитів тощо); 

•              надання послуг та консультацій;

•              дії та активності, орієнтовані на громаду;

•              тренінги;

•              реалізацію інформаційно-просвітницьких кампаній, розробку інформаційних матеріалів та медіапродуктів, онлайн-контенту та інструментів;

•              створення або вдосконалення механізмівперенаправлення, багатосторонніх робочих груп та/або платформ тощо;

•              забезпечення обладнанням та іншими витратними матеріалами.

Please tell us, if we are a young foundation and we are a year old, are we eligible to apply for the grant?

According to Call for Proposals, in order to be eligible for a grant, an applicant musthave been active for at least 2 years in the field of work with internally displaced persons.

Відповідно до Call for Proposals, для того, щоб мати право на отримання гранту, заявник повинен бути активним протягом щонайменше 2 років у сфері роботи з внутрішньо переміщеними особами.

Our founding documents are in Ukrainian—do they need to be translated and legally certified?

According to Call for Proposals, the other supporting documents (certificate(s) of registration as a non-profit organisation, Statute of the organisation, Bank certificate confirming the existence of the bank account in EUR in the name of the organisation can be submitted in Ukrainian or English.

Відповідно до Call for Proposals, інші підтверджуючі документи (свідоцтво про реєстрацію як неприбуткової організації, Статут організації, довідка з банку, що підтверджує наявність банківського рахунку в євро на ім'я організації) можуть бути подані українською або англійською мовами.

Would you please explain what it means to "...be legally constituted as a non-governmental organisation in Ukraine."?  Would this status be listed in our Certificate of Registration? We have been doing work through a variety of NGOs in Ukraine for several years but don't know if we are legally constituted in Ukraine.

Поясніть, будь ласка, що означає «... бути законно створеною як неурядова організація в Україні»?  Чи буде цей статус вказаний у нашому Свідоцтві про реєстрацію? Ми вже кілька років працюємо через різні громадські організації в Україні, але не знаємо, чи юридично ми зареєстровані в Україні.

According to the Law of Ukraine "On Public Associations", "4. Non-governmental organizations of other states, international non-governmental organizations (hereinafter referred to as foreign non-governmental organizations) operate on the territory of Ukraine, including through branches and representative offices established on the territory of Ukraine, in accordance with this Law and other laws of Ukraine, international treaties of Ukraine, consent to be bound by which has been granted by the Verkhovna Rada of Ukraine."

The fact of establishing a branch or representative office on the territory of Ukraine must be reflected in the registration documents submitted together with the grant application.

Відповідно до Закону України «Про громадські об'єднання», «4. Неурядові організації інших держав, міжнародні неурядові організації (далі - іноземні неурядові організації) діють на території України, у тому числі через утворені на території України філії та представництва, відповідно до цього Закону та інших законів України, міжнародних договорів України, згода на обов’язковість яких надана Верховною Радою України».

Факт утворення філії або представництва на території України має бути відображеним в реєстраційних документах, які подаються разом з грантовою заявкою.

Yes.  According to CALL FOR PROPOSALS, IV.REQUIREMENTS 1.General objective, The grants will fund projects designed to:

«IІI. Support adaptation and integration of IDPs along with their access to rights and services.»

Support for employment and self-employment is part of support for adaptation and integration.

Так.  Відповідно до CALL FOR PROPOSALS, IV.ВИМОГИ 1.Загальна мета, Гранти фінансуватимуть проєкти, призначені для:

«IIІ. Підтримка адаптації та інтеграції ВПО разом з їхнім доступом до прав та послуг.»

Підтримка зайнятості та самозайнятості є частиною підтримки адаптації та інтеграції.

On your website, a budget of 960,000 Euro is mentioned for a 24 Months project. On the Call for proposal document it is stated that the overall budget would be 40,000 Euro divided into 4 grants for a maximum 6-month project.

Could you please clarify this information please?

На вашому сайті вказано бюджет у розмірі 960 000 євро на проект «24 місяці». У документі «Конкурс пропозицій» зазначено, що загальний бюджет становитиме 40 000 євро, розділених на 4 гранти для максимум 6-місячного проекту.

Support for grantees is one of the activities implemented within the framework of the Council of Europe project "Facilitating access to human rights and essential services for internally displaced persons and returnees at the community level". The budget that each participant of the competition can apply for is 10,000 euros.

Підтримка грантерів є одним з видів активностей, який реалізується в рамках проєкту Ради Європи «Полегшення доступу до прав людини й основних послуг для внутрішньо переміщених осіб та осіб, що повертаються в Україну». Бюджет, на який може претендувати кожен учасник конкурсу – 10  000 євро.
