The Council of Europe 2017 Exchange on the religious dimension of intercultural dialogue was held on 6 and 7 November 2017, in Strasbourg, under the Co-Chairmanship of Ambassador Erdoğan İŞCAN, Permanent Representative of Turkey, Chair of the Rapporteur Group on Education, Culture, Sport, Youth and Environment and Ambassador Keith MCBEAN, Permanent Representative of Ireland, Chair of the Rapporteur Group on Human Rights.
The main theme of this year’s Exchange was “Migrants and refugees: challenges and opportunities – What role for religious and non-religious groups?” with two sub-themes: “From reception to integration: the role of religious and non-religious groups” and “The role of religious and non-religious groups in the development of migration policy”. Mr Tomáš BOČEK, Special Representative of the Secretary General on Migration and Refugees provided a discussion paper in support of the debate (cf. document RENC(2017)3-final).
The Exchange was filmed and live streamed on Internet. The video of the Exchange as well as speeches and documentation provided by participants are available on the Committee of Ministers website (https://www.coe.int/en/web/cm/-/2017-exchange-france).
The Programme of the 2017 Exchange and the list of participants are set out below (cf. Appendices 1 and 2 of this document).
At the Closing Session, the Co-Chairs have presented preliminary concluding remarks inspired by the Exchange, which they submit below to the Deputies for their information.

PRELIMINARY CONCLUDING REMARKS BY THE CO-CHAIRS

We would like to thank all those who participated in this 10th annual Exchange for their valuable contributions.
Particular thanks to the moderators, His Eminence Metropolitan Emmanuel of France and Professor Bülent ŞENAY, and the panel members, Mr Yahya PALLAVICINI, Mr Jean FONTANIEU, Ms Valérie RÉGNIER and Mr Nikita KONOPALCEV, who played an important role in ensuring our discussions were focused and relevant.
And we would also like to thank the Council of Europe Secretariat, whose excellent work ensured the smooth running of the meeting, in particular the Special Representative of the Secretary General on Migration and Refugees and his staff for their contribution, and of course the interpreters.
Participation and organisation
We welcome the success of this Exchange, the large number of persons who have attended, and the diversity and quality of the participants and their contributions.
We note that participants remain much attached to the event, and consider it particularly relevant in the context of the challenges facing us in today’s Europe.
This year the Exchange has once again been held in conjunction with the World Forum for Democracy, whose main theme will be “Is populism a problem?”, a subject which is also linked to what we have discussed during this event. Indeed one of the panels will address the issue of “What responses to anti-migrant populist rhetoric and action?” - we shall follow that panel discussion of the World Forum for Democracy with particular interest in the light of our debates over the last couple of days.
The theme of the Exchange
The theme of our exchange was - “Migrants and refugees challenges and opportunities – What role for religious and non-religious groups?”. The sub-themes focused on the role of religious and non-religious groups firstly with regard to reception and integration and secondly with regard to the development of migration policy. Our discussions have illustrated that our success in protecting and integrating migrants and refugees is largely based on ensuring our respect for human rights, democracy and the rule of law.
The debates
In this context, and without claiming to give a very detailed report of our discussions, we would like to raise some of the points which seemed to us to be particularly noteworthy. I would point out that when I use the term migration, that it also includes refugees.
Firstly, we can clearly note that there is a general consensus as to the need and responsibility of welcoming refugees and migrants.
There was also consensus with regard to the fact that whilst the current migrant situation presents challenges, involving human and financial efforts, it also offers opportunities. Diversity is enriching for everyone, and immigrants and refugees can integrate and actively contribute to economic and social development.
However, we must acknowledge negative developments such as populism, racism, xenophobia and violent extremism. Also a sense of insecurity and fear, which leads to the rejection of the other. Rising nationalism cultivates division and hate, at a time when what we really need is solidarity and understanding.
There is an urgent need to overcome the negative narratives and fearful perception of migrants and refugees in the media and among local populations. We need, instead, to highlight the opportunities that migration can bring about.
It was also underlined that the issue of migration is here to stay, and will probably become even more acute. And to address the challenge of migration, no single country or government can do it alone; we must do it together.
However, words are not enough. They must be translated into concrete action.
And in this respect, religious or non-religious groups have an important role to play. They significantly contribute to the reception and integration processes to defend the dignity of all persons regardless of their ethnic or religious affiliation. Human dignity is a universal value, which is respected not only in all major religions but also in secular humanist thinking.
Several speakers underlined the need to use religion as a facilitator for social cohesion. Religious and non-religious organisations are increasingly important actors for authorities and municipalities. They need to be seen not as a problem but as part of the solution.
Religious and non-faith based organisations also have the role of exercising moral pressure on governments with the aim of improving the reception and integration of refugees and migrants.
With regard to the first sub-theme “From reception to integration: the role of religious and non-religious groups”,
Reception is not simply a matter of protecting refugees and providing them with shelter and basic material needs. It is also, as some speakers highlighted, the need to enhance safe and legal channels for migrants and refugees, with a simplified process for granting humanitarian visas and for the reunification of families.
Our witnesses clearly underlined the need to pay attention to the identity and history and personality of each individual. Many refugees and migrants have been through very difficult experiences and feel distressed, helpless, hopeless and homesick. It is often not their faith which is of importance, but their extreme vulnerability. In welcoming them, much more needs to be done to take account and address their psychological, emotional and spiritual needs. The provision of both mental and physical health care was crucial. Religious or non-convictional organisations can play a major role in this respect.
Refugees must be empowered to take back control of their lives, of their destinies.
Much of what needs to be done, is done at the local level, where different cultures and religions live together, and where tensions and conflicts between different cultural and religious groups tend to arise.
The integration of refugees rests on the promotion of mutual respect and knowledge of host communities and migrants.
Several participants referred to initiatives taken to help provide accommodation for refugees and migrants.
However it was stressed that successful integration is largely helped if migrants and refugees are accompanied along the way. Our witnesses provided clear evidence on how religious or non-faith organisations can play a major role in accompanying refugees throughout the integration process. Such accompanying measures can help migrants in obtaining legal and social aid from their host countries
Arrangements such as guardianships, sponsor families and sponsor communities – also found through the initiatives of religious or non-faith based organisations - were given as examples of effective means of assisting migrants and refugees to integrate.
To foster integration, the importance of helping migrants to learn how the host community functions and its social and civic values was underlined. On the other hand host societies must also be aware of the cultural, religious and individual resources which migrants can bring. Again, some good practices to this end were given by participants.
In a similar context, certain speakers referred to the importance of “encounter” – and the need to increase opportunities for intercultural exchange, documentation and disseminating best practices of integration. Whilst such spaces could be provided by local authorities, religious organisations can be facilitators of such encounters. Such spaces can also be created to allow refugees to meet each other and exchange experiences, which can be beneficial to the healing process.
Another participant pointed out that encounters between different religious groups need not to be reduced to a dialogue about religious traditions, but can also address other topics of common interest; it was also pointed out that often difficulties in integration are not due to religious differences but cultural ones.
Religious faith is often regarded as a private matter, an activity to be tolerated alongside other cultural activities. The role of religious ministers for affected communities, places for worship and the ability to respect religious practices should be promoted. It was suggested that forcing migrants and refugees to practice their faith in an almost clandestine way, can lead to increased frustrations and even to resentment that widens the gap between refugees or migrants and the local population.
The identity and human dignity of each individual migrant or refugee must be duly respected. More efforts must be given to ensure that all migrants and refuges are empowered to achieve their potential. Many migrants have abilities and professional skills which should be recognised and valued. Efforts must be made to promote the social and professional inclusion of migrants and refugees. As one witness said, we must help refugees to reach their full potential and be the best version of themselves.
It was also suggested that opportunities should be provided for refugees to contribute and participate in decision making, particularly at local level. To this end, refugees themselves can be used to help other refugees – this can help them to gain confidence and stop seeing themselves as victims.
Knowledge of languages is a basic necessity without which there can be no professional training or integration. Every support must be given to support migrants and refugees to learn the language of the host country, and here again religious or non-faith based organisations can play a concrete role.
Education is key to integration – professional and social education of refugees, migrants and of host communities is crucial. Education can break down stereotypes and
ignorance. It requires an interdisciplinary cross-cutting approach.
It was also suggested that using refugees in education could be particularly effective. Refugees are often well educated and from different backgrounds – they can be trained to teach about cultural differences, thus reducing hate and discrimination. Introducing refugee awareness in schools is crucial for fostering tolerance.
Many speakers underlined the need for special attention to be given to unaccompanied minors or young people and welcomed the Action Plan of the Council of Europe in this area.
One participant underlined that vulnerable migrants have reported they are more open to trust, and therefore to seek support from, a church related organisation rather than a governmental body. They report they feel safer and are less reluctant to speak about their experiences and needs openly with faith-based organisations. For them, faith-based organisations can be perceived as particularly secure and familiar environments.
With regard to the second sub-theme, “The role of religious and non-religious groups in the development of migration policy”, we noted the following points:
It was underlined that whilst responsibility for migration policies lies with public authorities religious and non-religious organisations play an increasingly important complementary role. This role needs to be acknowledged and supported.
Several speakers referred to humanitarian corridors and the potential benefits they bring. In this respect, it was considered a win win situation for public authorities and for migrants and civil society not least with regard to saving lives but also because those supporting the humanitarian corridors projects also accompany the refugees in their integration with the host society.
-The question of state security was also mentioned; it was emphasised that there has to be cooperation and dialogue between civil society and government, to ensure that responsibility for security of the state does not exclude an ethical responsibility towards vulnerable persons
Cooperation with the state can also be difficult when religious groups wish to access refugee camps.
Religious groups and civil society need to work together, exchange and build constructive relations with each other and with public authorities. In this respect, it was suggested that religious leaders should refrain from focusing on their theological background but look to the challenges that society is facing as a whole. Each community should not think to defend its own community – but seek to defend universal values which bring us together.
With regard to policy making, it was once again underlined that refugees themselves can be of a real help – and it would be appropriate to involve refugees in policy making and decision making which concerns refugees.
Several speakers referred to the responsibility of religious leaders - the need to refrain from using messages which can incite violence, to speak out against hate speech and an acknowledgement that violence cannot be justified by prior provocation.
It was pointed out that many commitments and principles have been undertaken by member states as well as religious and non-religious groups. These provide important tools and guidance but we need to look at how we fail in implementing them.
Other speakers insisted on the need to look at the causes of migration such as corruption, inequality, under-development, climate change, the influence of multinational companies or the selective geopolitics adopted with regard to human rights and humanitarian discourse.
Some speakers underlined the importance of addressing gender equality. It was pointed out that for the first time in the migration crisis, women and children on the move outnumber men, and this raises serious concerns regarding their physical security – with many exposed to gender based violence. Due consideration therefore needs to be given to their specific needs and circumstances and measures taken to ensure that the have access to information on their rights and services available. The relevant provisions of the Istanbul Convention were also recalled in this respect.
Several speakers highlighted the fact that there were many different groups of migrants and also IDPs. In this respect, it was pointed out that whilst the bigger religious communities can usually find help and support in most countries, some small religious groups are persecuted and have no-one to help them. These groups should receive particular compassion and assistance from other religious groups.
Finally, a number of participants pointed to the desirability of following up the annual Exchanges in a more structured way. Several participants referred to a previous proposal to create a platform; a further suggestion was made to create a task force which could, as appropriate, assist the Council of Europe on issues related to migration.
