Foreword

At the CDLR meeting of November 2006, the Secretariat presented ideas for new forms of intergovernmental co-operation in the field of local and regional democracy (CDLR(2006)53). Amongst these proposals was a new tool called "rapid response questionnaire" aimed at complementing the reports on broad topics with quick access to specific information from other member States - in short: a tool for "specific questions requiring a quick response".

Following an urgent request for information received from the Ministry of Interior and Health of Denmark in March 2007, a first "rapid response questionnaire" has been disseminated to all CDLR members on 30 March by fixing the deadline for replies on 18 April 2007, thus almost three weeks later. The objective of the exercise was firstly to supply the responses wished to the Danish Ministry, then also to test this kind of questionnaire as a new tool of intergovernmental co-operation with regard to its future use for other urgent questions coming from different member States.

More precisely, the Danish Ministry was, as rapidly as possible, in search of key figures (number, size etc.) concerning local and regional authorities in Council of Europe member States, in order to undertake comparisons in the context of ongoing local government reforms in Denmark. The present document compiles all answers given to the “rapid response questionnaire” as transmitted by each delegation.

Further to the responses given to the Danish Ministry, the results of the survey have, partly, also been used to complete the two European practice reports on “relationships between central and local authorities” (CDLR(2007)16) and on “intermunicipal co-operation” (CDLR(2007)17).

Action required

CDLR members are invited to comment on the employed method of the “rapid response questionnaire” as a new form of intergovernmental co-operation aimed at completing more global reports and which could be used each time that a member State is at the research of specific information within the shortest possible delay.

CDLR members having participated in this first survey are invited to check if all data supplied has been reproduced in a correct way and to send their possible corrections to the Secretariat.

Delegations not having contributed to this exercise yet, are invited to do so after the CDLR meeting, because this would allow to complete the first basis of key figures on local and regional authorities with regard to a possible publication of the information via the CDLR website and/or the LOREG database.

We add also some essential information:

Public administration in the Slovak Republic has been organized on what is called a principle of duality. The public administration on the above-municipality level is provided by state administration authorities and bodies of territorial self-government. In addition to their tasks associated with self-government, municipalities and self-governing regions also provide tasks related to delegated powers of state administration.

In addition, some public tasks are also provided by public institutions, such as Social Insurance Agency, and interest groups in self-government, for example professional chambers of doctors, lawyers, etc.

The territorial and administrative units were created to execute the administration. Municipalities and self-governing regions are the territorial units which execute self-government. Regions and districts are the administrative units of the Slovak Republic. They represent the areas where the powers of state authorities are carried out. The municipalities and military districts are also administrative units, provided they carry out state administration according to special laws.

The territory of the self-governing region is the same as territory of the region. A military district does not represent a part of municipality nor a part of self-governing region. The public administration in military districts is carried out by state (Ministry of Defence).
