1. By looking at the results to be achieved, the members of SATURN discussed the results of TF-DEL, especially the Draft Compendium on Timeframes and the Time Management Checklist. 1. define measuring systems and common indicators on judicial timeframes of proceedings in all member States and define appropriate modalities for collecting information through statistical analysis;
1. rely on appropriate networks allowing the integration of the works and reflections of the judicial community, in particular on the network of pilot courts within the member States, to exploit innovative projects aimed at measuring, reducing and adjusting the timeframes operated by courts in member States.
collect necessary information on evaluation systems of the quality of judicial work existing in the member states;
improve tools, indicators and means for measuring the quality of judicial work;
draft concrete solutions for the policy makers and for the courts, allowing to remedy dysfunctions in the judicial activity and balance the obligations of the work of judges and its workload with the obligation to provide a justice of quality for the users.
Mise en place d’une méthodologie permettant au Groupe de travail de :
collecter les informations nécessaires concernant les méthodes d’évaluation de la qualité du travail judiciaire existantes dans les Etats membres;
développer des outils, des indicateurs et des moyens de mesurer la qualité du travail judiciaire ;
élaborer des solutions concrètes à l’attention des décideurs publics et des tribunaux, permettant de remédier aux dysfonctionnements constatés dans l'activité judiciaire et concilier les impératifs inhérents au travail du juge et à sa charge de travail avec l’obligation de fournir à l’usager un service public de la justice de qualité.
analyser les informations disponibles, en particulier le rapport de la CEPEJ sur les "Systèmes judiciaires européens – Edition 2006", les rapports sur "la situation des délais de procédures judiciaires dans le jurisprudence de la CEDH, le rapport sur "la gestion du temps dans les pays de l'Europe du Nord" et le document "gestion du temps: bonne pratiques";
collecter les informations nécessaires relatives aux délais des procédures judiciaires dans les Etats membres;
définir des méthodes de mesure et des indicateurs communs relatifs aux délais des procédures judiciaires pour tous les Etats membres et définir des modalités pertinentes pour collecter l'information à travers l'analyse statistique;
s'appuyer sur les réseaux appropriés permettant d’intégrer les travaux et réflexions de la communauté judiciaire, et en particulier sur un réseau de tribunaux-référents dans les Etats membres, pour valoriser les projets innovants en matière de mesure, de réduction et d’aménagement des délais engagés par lestribunaux des Etats membres.
