1st meeting

1. Opening of the meeting by the Secretariat
The meeting was opened by the Secretariat, who welcomed the participants. The list of participants appears in Appendix I.
2. Election of the Chair
Mrs. Dorothée ECKLIN (Switzerland) was elected to the Chair.
3. Adoption of the agenda
The agenda ( Appendix II) was adopted.
4. Introduction concerning the intergovernmental work in the field of local and regional democracy
The Secretariat presented the context of the intergovernmental work in the field of local and regional democracy within the Council of Europe.
5. Follow-up to the Budapest Conference
The Secretariat gave information to the LOREG Network members in respect of the organisation the results and the follow-up to be given to the Conference of European Ministers responsible for local and regional government (Budapest, 24-25 February 2005) and of the results of the Third Summit of the Heads of States and Governments (Warsaw, 16-17 May 2005).
6. Presentation of the LOREG database
The Secretariat made a presentation of the operation of the database and of the steps to be taken in order to enter new documents. The participants made several comments as to the operation and user friendliness of the database.
7. Discussions concerning further revision and development of the database
The database should be revised in the autumn 2005. The Network members were invited to road test the database and send their comments and suggestions concerning necessary changes (both corrections and developments) to be made by the end of August 2005. These contributions will be used by the Secretariat when revising the database.
The documentation concerning both the use and the entry of documents should be updated following this revision.
8. Discussions concerning the organisation of the work of the Network
The Network members would be sent Editors’ PIN and passwords by the Secretariat. The member would start entering new laws during the summer period and inform the Secretariat of any possible problems encountered during the data entry process. The Secretariat would try to solve the problems and provide the LOREG members with the necessary instructions.
A report would be made to the CDLR on the work of the Network and on the progression of data entry.
9. Other business
None.
10. Date of the next meeting
The Committee decided to leave the task of setting the date of the next meeting to the CDLR when it plans the meeting schedule for the other committees. However, the Committee members expressed a preference for meeting again the day before or after the spring CDLR meeting in 2006.
