1. Introduction

Being an accession country to the European Union, Bulgaria has recently made some high political commitments to all the activities that can support and catalyse the adoption of the “acquis communautaire” and implementation of EC legislation. Establishment of the Emerald Network of Areas of Special Conservation Interest is a major national task, carried out in accordance with the provisions of the Bern Convention and the European Directives for Birds and Habitats.

Practically, such a process has been possible since the Rules for the Emerald Network [T-PVS (98) 4] and the list of species [T-PVS (97) 30 rev] were adopted at the 18th meeting of the Standing Committee. By that time CORINE-Biotopes Programme, which is going to be the core of the special protected areas network, has also been completed.

The experience amassed while working on the Pilot Project helped the Bulgarian Ministry of Environment and Water to prepare Draft Law for Biological Diversity, which is supposed to be adopted by the Bulgarian parliament by the end of the year 2000. It would legalize the establishment of the Emerald network in Bulgaria.

2. Short expose on some basic characteristics of biological diversity in Bulgaria

Conditions in the country allow for existence of a wide-range biota of 94 mammals, 383 birds, 36 reptiles, 16 amphibians, 207 black Sea and fresh water fishes, approximately 27 000 insects and other invertebrates, 3 500 – 3 750 vascular plants and more than 6 500 non-vascular plants and fungi.

More that 700 vascular plants, 567 non-insect invertebrates, more than 1 500 insects, 29 species of black Sea and fresh water fishes, 2 species of snakes, 78 birds and 10 large mammals are considered rare.

2.1. National legislative framework for biodiversity conservation

Special environmental laws, such as Environmental Protection Act, Nature Conservation Act, Protected Areas Act, Medicinal Plants Act, represent the core of the National legislative framework for biodiversity conservation in Bulgaria.

Other laws concerning biodiversity conservation and the sustainable use of the biological resources are Agricultural Land Conservation Act, Agricultural Land Ownership and Use Act, Forests Act, Hunting Economy and Game Animal Protection Act, Fishing Act, Clean Air Act, Water Act, Mineral Resources Act and some others.

The Protected Areas Act introduces the following protected area categories at national level:

· Reserve;

· National Park;

· Nature Monument;

· Maintained Reserve;

· Nature Park;

· Protected Site.

2.2. Global or Pan-European conventions signed and ratified by Bulgaria

Bulgaria has officially ratified the following conventions related to biodiversity conservation:  Convention on Biological Diversity, Bern Convention, CITES, Ramsar Convention, ANTCOM, Convention on the Conservation of the World and Cultural Heritage, Bonn Convention.

3. Main reference documents

The main reference documents that lay down the framework of the Emerald Network are:

4. Steps taken for building up the Pilot Base

The Framework of the pilot project was defined by contract as follows:

· Building up a national Emerald team

· Training the national Emerald team.

· Selection of potential ASCIs

· Description of the potential ASCIs (filling in the Standard Data Form)

· Deposition of the Standard Data Forms with the Secretariat of the Council of Europe

4.1. Building up a national Emerald team and its structure

From the side  of the Ministry of Environment and Water the following people have been working on this pilot project and particularly on its first phase:

· Hristo Bojinov, the Project Leader;

· Valeri Valtchinkov, the Technical Expert;

· Dimitar Dimitrov, the Administrator.

Outside experts formed the Scientific Work Team. The following people have worked on this phase:

· Geko Spiridonov, as regards some organization work, habitats and mammals;

· Zoya Kaneva, as regards working with data base;

· Petar Yankov, as regards birds;

· Tenio Meshinev, as regards habitats;

· Dimitar Peev, as regards plants;

· Vladimir Beshkov, as regards bats, reptiles and amphibians;

· Maria Karapetkova, as regards fishes;

· Hristo Daltchev, as regards Invertebrates;

· Aleksi Popov, as regards Invertebrates;

· Zdravko Hubenov, as regards Invertebrates;

·Stoian Beshkov, as regards Invertebrates.

4.2. Training of the national Emerald team

During the workshop in Sofia held in October 1999 Mrs Katia Skripnichenko from the Council of Europe and Mr. Marc Roekaerts provided to the participants the information on:

· Background of the creation of the Emerald Network;

· Legal basis of the Emerald Network;

· Process of designation of sites;

· Relation of the Emerald Network to other ecological networks;

· Current situation in building up the Emerald Network;

· Future of the Emerald Network.

4.3. Selection of potential ASCIs

On the basis of the results on the presence of species listed in Recommendation No. 16 (1989) and habitats listed in Resolution No. 4 (1996) within each biogeographical region, potential ASCIs were identified.

The following Areas of Special Conservation Interest were identified in Bulgaria:

· Ostritsa;

· Kupena;

· Topchiite;

· Atanassovsko lake;

· Kamchiya;

· Shabla;

· Srebarna.

All those 7 areas are also CORINE-Biotopes sites. In order to It was necessary to gather some additional information on these sites, as well as carry out  field surveys, so that they can become Emerald sites.

4.4. Description of the potential ASCIs

Special Standard Data Form was filled in per each potential ASCI. This form is available in the Emerald software and its detailed explanation exists in the Emerald software version 1.1. User Manual (1999).

A detailed step-by-step explanation of each information entry was provided in the Explanatory notes to the Standard Data Form [Emerald User Manual Version 1.1. (1999)].

5. Emerald network pilot project – challenges and opportunities

Тhe following problems have been identified in the course of project implementation:

· Lack of financial means to continue building up the Emerald network beyond the pilot project lifespan;

· Legislative basis for establishment of the Emerald still is not finally set;

· Some technical software problems have been encountered;

· Need of arising public awareness on what the Emerald network is; such awareness is not enough high at present.

6. Follow-up activities

National lists on habitats and plant and animal species have been drawn up  and include habitats and species as follows (Appendix II, III).

Emerald is a perfect tool for complete preparatory work for Natura 2000: data gathering and management on a national level, selection work, definition of sites, designing of borders, filling in the Standard Data Form, steering scientific work, enhancing public participation, etc.

Despite few software problems that might be met, Emerald software would further be considered as a basic tool for establishment of the database. CORINE Biotopes project data would be basically relied on as well.

In fact, it is necessary to further do, a great deal of work on scientific research, organization and legislative basis  so that the national ecological network Emerald could be established.

According to plan this network is going to be finalized until the year 2006, when Bulgaria may be joining the EU.
