1.         Action Plan on Building Inclusive Societies (2016-2019) – State of implementation

            SG/Inf(2017)7

1.         It is recalled that, at their 1251st meeting (15-16 March 2016), the Ministers’ Deputies instructed the Secretariat to implement the Action Plan on Building Inclusive Societies (2016-2019), as it appears in document CM(2016)25, and to report back to their Rapporteur Group on Democracy (GR‑DEM) in one year’s time. In line with this decision, the Secretariat has prepared a report on the state of implementation of the main measures of the Action Plan (cf. document SG/Inf(2017)7).

2.         The Group will be invited to examine this report with a view, if appropriate, to forwarding the draft decisions below to the Ministers’ Deputies for adoption, without debate, at their 1283rd meeting (5 April 2017).

Draft decisions

The Deputies

1.         took note of the report on the state of implementation of the main measures of the Action Plan on Building Inclusive Societies (2016-2019), as it appears in document SG/Inf(2017)7;

2.         instructed the Secretariat to continue with the implementation of the Action Plan and to report back to their Rapporteur Group on Democracy (GR-DEM);

3.         instructed the Secretariat to explore the ways and means of supplementing the funding currently available for the Action Plan and invited member and observer States to consider making voluntary contributions to this end.

2.         Action Plans of the Council of Europe - Update (Item for information)

4.         It is recalled that at the meeting of the Group of 1 December 2016, a large number of delegations invited the Secretariat to provide the Group with oral information on important developments which would arise in the implementation of the various Action Plans adopted by the Committee of Ministers. The Secretariat will provide such information at the present meeting.
