RESOLUTION (49) 23 (4 November 1949) - Admission of the German Federal Republic

The Committee was in favour of admitting Western Germany to the Council

of Europe as an Associate Member as soon as possible.

On account, however, of certain questions which must first be settled

regarding the occupation of Germany, a final decision could not be taken at the

time.

Meanwhile, the Committee decided to apply the procedure adopted at the

meeting of 3 November 1949 and invite the views of the Standing Committee

on the question of admitting Western Germany to the Council of Europe as an

Associate Member.
