Action The Deputies are invited to consider the proposal to set up a European Commission for Efficiency of Justice (CEPEJ) as a plenary committee with special status, as well as the draft Resolution Res(2002)… establishing the European Commission for the Efficiency of Justice (CEPEJ), with a view to its adoption. |
1. At its 77th meeting, held in Strasbourg from 27 to 31 May 2002, the European Committee on Legal Co-operation (CDCJ) approved a draft resolution establishing the European Commission for the Efficiency of Justice (CEPEJ) as an enlarged partial agreement of the Council of Europe and submitted it to the Committee of Ministers (see document CM(2002)88).
2. The Secretary General, while welcoming the proposal of the CDCJ, considered that such an activity should not be confined to the limited membership of a partial agreement and therefore proposed to submit to the Committee of Ministers a draft resolution establishing the CEPEJ not as an enlarged partial agreement, but rather as a plenary committee with special status. The substance of the draft Resolution remained untouched.
3. For the convenience of Delegations, the text of the CEPEJ is presented first in a version highlighting the modifications to the CDCJ proposal, then in a "clean" version (CM(2002)119).
4. The Ministers’ Deputies are invited to consider this proposal as well as the draft Resolution Res(2002)… establishing the European Commission for the Efficiency of Justice (CEPEJ), as set out in document CM(2002)119), with a view to its adoption.
