8.1 Partial Agreement on the Youth Card -
Appointment of three governmental members of the Board of Co-ordination

Action

The Deputies, in their composition restricted to the representatives of the member states participating in the Partial Agreement on the Youth Card[1], are invited to appoint among themselves three member states, representatives of which will sit on the Board of Co‑ordination of the Partial Agreement in 2002-2003.

The Partial Agreement on the Youth Card was instituted by Resolution (91) 20.  It is aimed at developing the Youth Card scheme with a view to facilitating young people's mobility, particularly at European level, as well as their access to the various goods and services necessary for their personal and cultural development.

Paragraph 2 of Appendix I to Resolution (91) 20 states that the organs of the Partial Agreement are:

-           the Committee of Ministers with its membership restricted to member states of the Council of Europe who are members of the Partial Agreement;

-           the Board of Co-ordination.

The Board of Co-ordination is responsible, in particular, for monitoring the implementation of the Youth Card scheme in all the states concerned, awareness-raising, drawing up the budget and the programme of the Partial Agreement and managing and implementing them as adopted by the Committee of Ministers.

Paragraph 5 of Appendix I to Resolution (91) 20 stipulates that the Board of Co-ordination shall be composed of seventeen members:

-               eight members of the European Conference of Youth Cards appointed by the latter;

-           one representative appointed by the Advisory Council to the European Youth Centre and the European Youth Foundation;

-           eight representatives of member states Parties to the Partial Agreement (i.e. they have national Youth Card bodies) appointed by the Committee of Ministers for a renewable two-year period.  The initial appointments being made, three members shall be appointed for only a one-year period; such members shall be drawn by lot. Consequently, every year membership is renewable: one year three members are renewed, the following year five members are renewed.  In 2001 five member states were appointed who designated their representatives to the Board for two years: Finland, Italy, Luxembourg, Malta and Portugal (752nd meeting, 16 May 2001).  This year 3 member states are to be nominated.  The outgoing countries are: Croatia, Cyprus and Hungary.

Following a call for candidatures, expressions of interest have been received from the following three countries: Cyprus, Hungary and Switzerland (see Appendices I to III).

Consequently, the Ministers' Deputies, in their composition limited to the representatives of the fifteen member states Parties to the Partial Agreement on the Youth Card are now invited to designate the three countries out of the ten member states available (Austria, Cyprus, Croatia, France, Ireland, Hungary, the Netherlands, San Marino, Spain and Switzerland), the representatives of which will sit on the Board of Co-ordination in 2002-2003.

It should also be recalled that the same paragraph of Appendix I to Resolution (91) 20 states that, when appointing members of the Board of Co-ordination, the Committee of Ministers should make a point of ensuring equitable geographical distribution of representatives.
