Action To take note of the abridged report of the 26th meeting of the Committee for the Development of Sport and to examine, with a view to their adoption, two draft Recommendations mentioned above. |
1. The Committee for the Development of Sport (CDDS) held its 26th meeting in Strasbourg from 27 – 28 February 2003. The abridged report of the meeting appears in document CM(2003)46.
2. During the meeting, the CDDS held an exchange of views on the World Anti-Doping Code, in preparation for the World Conference on Doping in Copenhagen on 3-5 March 2003. The Committee welcomed the involvement of the T-DO in the drafting process and unanimously supported this text in general.
3. The Committee discussed the preparations for the 10th Conference of European Ministers responsible for Sport to be held in Budapest on 13 and 14 October 2004 and agreed that its main theme should be “Good governance for sport in Europe”.
4. The CDDS agreed to forward to the Deputies for adoption two draft Recommendations of the Committee of Ministers to member states on:
a. improving physical education and sport for children and young people in all European countries. The draft Recommendation is based on the Conclusions agreed upon at the 16th Informal Meeting of European Ministers responsible for Sport in Warsaw on 12 and 13 September 2002. At their 816th meeting (13 November 2002) the Deputies instructed the Committee for the Development of Sport (CDDS) to prepare this draft Recommendation on the basis of those Conclusions;
b. the contribution of sport to alleviating the consequences of humanitarian disasters: “Ballons rouges”.
5. The Committee also discussed concrete proposals for the participation of the Council of Europe in the European Year of Education through Sport 2004, being organised by the European Commission.

Decisions
The Deputies
1. noted that the main theme for the 10th Conference of European Ministers responsible for Sport, to be held in Budapest on 13-14 October 2004, would be “Good governance for sport in Europe”;
2. having regard to the decision above, took note of the abridged report of the 26th meeting of the Committee for the Development of Sport (CDDS), as a whole, as it appears in CM(2003)46.
