Action To renew the terms of reference of the Council of Europe information offices and centres for a period ending 31 December 2006, and to instruct the Secretariat to proceed with a critical analysis of their current activities and functioning and of prospects for future action. |
1. At their 806th meeting on 4 September 2002, the Deputies renewed the terms of reference of the Council of Europe Information Offices, set up under Resolution (99)9, for a further 3-year period, during which the Secretariat and member states were invited to complete the process of transformation of former Information and Documentation Centres. The Deputies also decided to re-examine the situation at the end of the new terms of reference, on the basis of a Secretariat progress report on activities.
2. At the end of the three-year period, and pending finalisation of the progress report, the Deputies extended the terms of reference of the Information Offices for a total period ending 31 December 2005 (932nd and 938th meetings, 29 June and 22 September 2005 respectively).
3. The Secretariat progress report was issued on 7 November 2005, and presented at the meeting of the Rapporteur on Information Policy (RAP-INF) of 10 November. The discussions held at the meeting are set out in document RAP-INF(2005)CB4.
4. The Rapporteur on Information Policy proposed a draft decision, which was amended following the meeting to reflect the discussions held. The Deputies are invited to adopt the decision overleaf, and to resume their examination of the situation of the Council of Europe Information Offices and Centres following the submission of a new Secretariat report by 1 June 2006, containing a critical analysis of activities and functioning. Decisions
The Deputies
1. took note of the report on progress in the activities of the Council of Europe Information Offices (RAP-INF(2005)3) and of the Digest of Activities of Annual Activity reports 2004 of the Council of Europe Information Offices and Centres (document DGAP(2005)6) and, on this basis:
2. agreed to renew the terms of reference of the information offices and centres as appended to Committee of Ministers’ Resolution Res(99)9 on the status of the Council of Europe information offices, for a period ending 31 December 2006;
3. instructed the Secretariat, as proposed in document RAP-INF(2005)3, to undertake, in close cooperation with each IOCE/IDC, a critical analysis of their current activities and functioning and of prospects for future action, with a view to making recommendations, by 1 June 2006 at the latest, on future orientations and any possible phasing out.

[1] This document has been classified restricted at the date of issue. Unless the Committee of Ministers decides otherwise, it will be declassified according to the rules set up in Resolution Res(2001)6 on access to Council of Europe documents.
[2] A new draft Resolution on the status of the offices was appended to document RAP-INF(2005)3 for submission to the Deputies. As it was agreed to propose the renewal of the terms of reference already contained in the Appendix to Resolution Res(99)9, a new Resolution was not considered necessary for the time being. However, at the meeting, Delegations requested that the list of information offices and centres be appended to the new Resolution: this list is appended to the present Notes on the Agenda for information.
