At their 1272nd meeting (30 November 2016) (CM/Del/Dec(2016)1272/6.1), the Deputies approved the Council of Europe Disability Strategy 2017-2023 (CM(2016)155) and took note of the abridged report of the 5th meeting of the Ad hoc Committee on the Rights of Persons with Disabilities (CAHDPH) (CM(2016)154). At their 1257th meeting (25 May 2016) (CM/Del/Dec(2016)1257/1.5), the Deputies instructed the Ad hoc Committee for the Rights of the Child (CAHENF) to make proposals to protect unaccompanied and other children affected by the migrant and refugee crisis, in particular concerning standards on legal guardianship, age assessment and protective measures against trafficking in human beings.

At their 1255th meeting (4 May 2016) (CM/Del/Dec(2016)1255/6.1), the Deputies adopted the reply to Parliamentary Assembly Recommendation 2078 (2015) on “Countries of transit: meeting new migration and asylum challenges”.

At their 1249th meeting (2 and 3 March 2016) (CM/Del/Dec(2016)1249/6.3), the Deputies adopted the reply to Congress Recommendation 382 (2015) on “Championing children’s rights in times of austerity”.
At their 1267th meeting (5 October 2016) (CM/Del/Dec(2016)1267/6.1), the Deputies took note of the abridged report of the 1st meeting of the European Social Cohesion Platform (PECS) (CM(2016)132). At their 1246th meeting (3 February 2016) (CM/Del/Dec(2016)1246/6.3), the Deputies took note of the abridged report of the 4th meeting of the CDDECS (CM(2015)172).

At their 1258th meeting (1 June 2016) (CM/Del/Dec(2016)1258/6.2), the Deputies took note of the abridged report of the High-level Launching Conference: “Reaching the heights for the rights of the child” (Sofia, 5-6 April 2016) (CM(2016)71). At their 1249th meeting (2 and 3 March 2016) (CM/Del/Dec(2016)1249/6.4), the Deputies approved the Council of Europe Strategy for the Rights of the Child (2016-2021) (CM(2015)175-final). They adopted the terms of reference of the Ad hoc Committee for the Rights of the Child (CAHENF) (CM(2015)171-final). At their 1246th meeting (3 February 2016) (CM/Del/Dec(2016)1246/6.1a), the Deputies took note of the implementation report on the Council of Europe Strategy for the Rights of the Child (2012-2015) (CM(2015)174). At their 1262nd meeting (6 July 2016) (CM/Del/Dec(2016)1262/1.3), the Deputies authorised the Secretary General to use €150 000 from the “Reserve for field missions” to finance activities of the Special Representative of the Secretary General on Migration and Refugees.

At their 1262nd meeting (6 July 2016) (CM/Del/Dec(2016)1262/6.1), the Deputies took note of the abridged report of the 11th meeting of the CAHROM (CM(2016)92). They also took note of the intention of the Secretary General to appoint his Special Representative for Roma Issues as member of the Board of Trustees of the European Roma Institute for Arts and Culture (CM/Del/Dec(2016)1262/1.3). At their 1257th meeting (25 May 2016) (CM/Del/Dec(2016)1257/6.1), the Deputies welcomed the invitation of the German Government to locate the European Roma Institute for Arts and Culture (ERIAC) in Berlin. They took note of the draft Statutes and of the draft Act of Foundation of the European Roma Institute for Arts and Culture (ERIAC) (CM(2016)46-final), and authorised the Secretary General to sign the Act of Foundation. The Deputies agreed that the financial contribution – amounting to €200 000 – foreseen in the 2016 Ordinary Budget shall include the Council of Europe’s share of the initial capital required upon the foundation of ERIAC. They took note that the initial budget would benefit from annual contributions from the Council of Europe and the Open Society Institute of €200 000 each per year for 2016 and 2017 and that sustained fund-raising efforts would be undertaken by ERIAC’s organs to supplement the budget. The Deputies also took note that the Secretary General would appoint a member of the Board of Trustees after having consulted the Committee of Ministers on each occasion and took note that the Committee of Ministers would be consulted on possible modifications to the definition of the thematic sections of the membership charter. Finally, the Deputies took note of the draft text of the memorandum of understanding concerning co-operation between the Council of Europe and the ERIAC, as it appears in document CM(2016)47-final, and authorised the Secretary General to sign the memorandum of understanding in due course. At their 1249th meeting (2 and 3 March 2016) (CM/Del/Dec(2016)1249/6.5), the Deputies approved the Thematic Action Plan on the Inclusion of Roma and Travellers (2016-2019) (SG/Inf(2015)38-final). At their 1262nd meeting (6 July 2016) (CM/Del/Dec(2016)1262/6.2), the Deputies took note of the abridged report of the 17th meeting of the CD-P-TO (CM(2016)84). At their 1258th meeting (1 June 2016) (CM/Del/Dec(2016)1258/6.3), the Deputies adopted Resolution CM/Res(2016)1 on quality and safety assurance requirements for medicinal products prepared in pharmacies for the special needs of patients, and Resolution CM/Res(2016)2 on good reconstitution practices in health care establishments for medicinal products for parenteral use. They also took note of the abridged report of the 11th meeting of the CD-P-PH (CM(2016)72). At their 1258th meeting (1 June 2016) (CM/Del/Dec(2016)1258/6.1), the Deputies took note of the abridged report of the 8th meeting of the CD‑P‑SC (CM(2016)60). At their 1272nd meeting (30 November 2016) (CM/Del/Dec(2016)1272/6.2), the Deputies agreed to invite Mexico to accede to the Enlarged Partial Agreement on the Co-operation Group to Combat Drug Abuse and Illicit Trafficking Drugs (Pompidou Group).
