Parliamentary Assembly – in general
At their 1243bis meeting (16 December 2015) (CM/Del/Dec(2015)1243bis/3.2b), the Deputies instructed the Chair to inform the President of the Parliamentary Assembly that, “owing to a lack of consensus it has not been possible to adopt a reply” to Written Questions No. 690 and 693 by Mr Pushkov. Also at their 1243bis meeting (16 December 2015) (CM/Del/Dec(2015)1243bis/3.2c), the Deputies instructed the Chair to inform the President of the Parliamentary Assembly that, “owing to a lack of consensus it has not been possible to adopt a reply” to Written Question No. 688 by Ms Lundgren. At their 1243bis meeting (16 December 2015) (CM/Del/Dec(2015)1243bis/3.1), the Deputies adopted the following reply to the texts adopted by the Standing Committee of the Parliamentary Assembly (Sofia, 27 November 2015): “The Committee of Ministers took note of Recommendation 2082 (2015) and Resolutions 2081 (2015) to 2084 (2015) adopted by the Standing Committee of the Parliamentary (Sofia, 27 November 2015). The Committee of Ministers entrusted Recommendation 2082 (2015) to the competent committees of experts for information and possible comments and to the relevant Rapporteur Group with a view to preparing a draft reply for adoption at an early date.” At their 1242nd meeting (1-2 December 2015) (CM/Del/Dec(2015)1242/3.1a), the Deputies adopted the reply to Written Question No. 692 by Mr Nikolaj Villumsen on ““Pushbacks” at Bulgaria’s border”. At their 1238th meeting (14 October 2015) (CM/Del/Dec(2015)1238/3.1), the Deputies adopted the following reply to the texts adopted by the Parliamentary Assembly at the 4th part of the 2015 Session (Strasbourg, 28 September – 2 October 2015): “The Committee of Ministers took note of Recommendations 2078 to 2081 (2015) and Resolutions 2071 to 2080 (2015) adopted by the Parliamentary Assembly at its 4th part of the 2015 Session (Strasbourg, 28 September – 2 October 2015). The Committee of Ministers entrusted Recommendations 2078 to 2081 (2015) to the competent organs and/or committees of experts for information and possible comments and to the relevant Rapporteur Groups with a view to preparing draft replies for adoption at an early date.” At their 1237th meeting (7-8 October 2015) (CM/Del/Dec(2015)1237/3.1b), the Deputies took note of the report of Mr Igor Crnadak, Minister for Foreign Affairs of Bosnia and Herzegovina and Chairman of the Committee of Ministers, to the Parliamentary Assembly (CM/AS(2015)7) and of his statement (CM/AS(2015)8). They took note of the replies given to parliamentary questions by the Chairman of the Committee of Ministers (AS(2015)CR28). At their 1237th meeting (7-8 October 2015) (CM/Del/Dec(2015)1237/3.2a), the Deputies adopted the reply to Written Question No. 685 by Mr Valeriu Ghiletchi on “The practice of prenatal selection by sex”. At their 1235th meeting (15-16 September 2015) (CM/Del/Dec(2015)1235/3.2a), the Deputies adopted the reply to Written Question No. 684 by Mr Ángel Pintado on “Prevention of abortions”. At their 1234th meeting (10 September 2015) (CM/Del/Dec(2015)1234/3.1b), the Deputies instructed the Chair to inform the President of the Parliamentary Assembly that, “owing to a lack of consensus it has not been possible to adopt a reply to Written Question No. 678 by Mr Pieter Omtzigt”. At their 1234th meeting (10 September 2015), the Deputies adopted replies to Written Question No. 682 by Mr Krzysztof Szczerski on “The fight against the sale of children produced through surrogacy” (CM/Del/Dec(2015)1234/3.1c) and to Written Question No. 683 by Ms Tülin Erkal Kara on “Combating violence against women through the Istanbul Convention” (CM/Del/Dec(2015)1234/3.1f). At their 1233rd meeting (8 and 9 July 2015), the Deputies adopted replies to Written Question No. 680 by Mr Alexey Pushkov on the “Ukrainian authorities’ actions to limit freedom of the media” (CM/Del/Dec(2015)1233/3.2a) and Written Question No. 686 by Mr Alexey Pushkov on “Systemic violations of journalists’ rights by the authorities of the Republic of Moldova” (CM/Del/Dec(2015)1233/3.2b). At their 1233rd meeting (8 and 9 July 2015) (CM/Del/Dec(2015)1233/3.1), the Deputies adopted the following reply to the texts adopted by the Parliamentary Assembly at the 3rd part of the 2015 Session (Strasbourg, 22-26 June 2015): “The Committee of Ministers took note of Recommendations 2073 to 2077 (2015) and Resolutions 2060 to 2070 (2015) adopted by the Parliamentary Assembly at its 3rd part of the 2015 Session (Strasbourg, 22-26 June 2015). The Committee of Ministers entrusted Recommendations 2073 to 2077 (2015) to the competent organs and/or committees of experts for information and possible comments and to the relevant Rapporteur Groups with a view to preparing draft replies for adoption at an early date.” At their 1232nd meeting (1 July 2015), the Deputies adopted replies to Written Question No. 677 by Mr Michael McNamara on the “Compatibility of national defamation legislation with the European Convention on Human Rights” (CM/Del/Dec(2015)1232/3.2d) and to Written Question No. 679 by Mr Vladimir Gjorchev on “The obligation to offer a legal status to same-sex couples” (CM/Del/Dec(2015)1232/3.2e). At their 1232nd meeting (1 July 2015) (CM/Del/Dec(2015)1232/3.1b), the Deputies took note of the report of Mr Igor Crnadak, Minister for Foreign Affairs of Bosnia and Herzegovina and Chairman of the Committee of Ministers, to the Parliamentary Assembly (CM/AS(2015)5) and of his statement (CM/AS(2015)6). They took note of the replies given to parliamentary questions by the Chairman of the Committee of Ministers (AS(2015)CR20). At their 1231st meeting (17 June 2015) (CM/Del/Dec(2015)1231/3.3a), the Deputies adopted the reply to Written Question No. 676 by Mr Michael McNamara on the “Lack of legislation on spent convictions in Ireland”. At their 1231st meeting (17 June 2015) (CM/Del/Dec(2015)1231/3.2), the Deputies marked their agreement with the draft agenda as proposed by the Bureau of the Parliamentary Assembly. The Deputies invited their Chair to reply accordingly to the letter of the President of the Parliamentary Assembly dated 26 May 2015. At their 1229th meeting (3 June 2015) (CM/Del/Dec(2015)1229/3.1), the Deputies adopted the following reply to the texts adopted by the Standing Committee of the Parliamentary Assembly (Sarajevo, 22 May 2015): “The Committee of Ministers took note of Recommendations 2071 (2015) and 2072 (2015), and Resolutions 2056 (2015) to 2059 (2015) adopted by the Standing Committee of the Parliamentary Assembly (Sarajevo, 22 May 2015). The Committee of Ministers entrusted Recommendation 2071 (2015) to the competent committee of experts for information and possible comments and to the relevant Rapporteur Group with a view to preparing a draft reply for adoption at an early date. Finally, in response to Recommendation 2072 (2015), the Committee of Ministers adopted Resolution CM/Res(2015)7 amending Article 26 of the Statute.” At their 1228th meeting (27 May 2015) (CM/Del/Dec(2015)1228/3.1b), the Deputies adopted the reply to Written Question No. 674 by Mr Michael McNamara on “Lobbying in the Council of Europe”. At their 1227th meeting (12-13 May 2015) (CM/Del/Dec(2015)1227/3.1), the Deputies adopted the following reply to the texts adopted by the Parliamentary Assembly at the 2nd part of the 2015 Session (Strasbourg, 20-24 April 2015): “The Committee of Ministers took note of Opinions 288 (2015) and 289 (2015), Recommendations 2067 to 2070 (2015) and Resolutions 2045 to 2055 (2015) adopted by the Parliamentary Assembly at its 2nd part of the 2015 Session (Strasbourg, 20-24 April 2015). The Committee of Ministers entrusted Recommendations 2067 to 2070 (2015) to the competent organs and/or committees of experts for information and possible comments and to the relevant rapporteur groups with a view to preparing draft replies for adoption at an early date.” At their 1226th meeting (28 and 29 April 2015) (CM/Del/Dec(2015)1226/3.2b), the Deputies adopted the reply to Written Question No. 681 by Mr Pieter Omtzigt on “The Minsk-II agreement and flight MH17”. At their 1226th meeting (28 and 29 April 2015) (CM/Del/Dec(2015)1226/3.1b), the Deputies took note of the report of Mr Didier Reynders, Minister for Foreign and European Affairs of Belgium and Chairman of the Committee of Ministers, to the Parliamentary Assembly (CM/AS(2015)3) and of his statement (CM/AS(2015)4). They took note of the replies given to parliamentary questions by the Chairman of the Committee of Ministers (AS(2015)CR14). At their 1225th meeting (15 April 2015), the Deputies adopted replies to Written Questions No. 669 by Mr Nikolaj Villumsen on “Forced evictions of Roma in Hungary” (CM/Del/Dec(2015)1225/3.2a) and No. 675 by Mr Michael McNamara on “Political prisoners in Azerbaijan” (CM/Del/Dec(2015)1225/3.2b). At their 1225th meeting (15 April 2015) (CM/Del/Dec(2015)1225/3.2c), the Deputies instructed the Chair to inform the President of the Parliamentary Assembly that, “owing to a lack of consensus it has not been possible to adopt a reply to Written Question No. 670 by Mr Nikolaj Villumsen”. At their 1224th meeting (1 April 2015) (CM/Del/Dec(2015)1224/3.1), the Deputies marked their agreement with the draft agenda as proposed by the Bureau of the Parliamentary Assembly and invited their Chair to reply accordingly to the letter of the Secretary General of the Parliamentary Assembly dated 9 March 2015. At their 1223rd meeting (18 and 19 February 2015) (CM/Del/Dec(2015)1223/3.2a), the Deputies adopted the reply to Written Question No. 673 by Mr Andrej Hunko on “Political prisoners in the Republic of Moldova”. At their 1223rd meeting (18 and 19 February 2015) (CM/Del/Dec(2015)1223/3.1), the Deputies adopted the following reply to the texts adopted by the Standing Committee of the Parliamentary Assembly (Paris, 6 March 2015): “The Committee of Ministers took note of Recommendations 2065 (2015) and 2066 (2015), and Resolutions 2040 (2015) to 2044 (2015) adopted by the Standing Committee of the Parliamentary Assembly (Paris, 6 March 2015). The Committee of Ministers entrusted Recommendations 2065 (2015) and 2066 (2015) to the competent committees of experts for information and possible comments and to the relevant rapporteur groups with a view to preparing a draft reply for adoption at an early date.” At their 1221st meeting (4 March 2015) (CM/Del/Dec(2015)1221/3.1a), the Deputies adopted the joint reply to Written Questions No. 668 on the “Lack of extradition of a suspected assassin from Turkey to Denmark” by Mr Martin Henriksen and No. 671 on “Extradition requests of Turkey from Denmark” by Mr Ahmet Kutalmiş Türkeş. They also adopted (CM/Del/Dec(2015)1221/4.3) a reply to Parliamentary Assembly Recommendation 2053 (2014) on “Women’s rights and prospects for Euro-Mediterranean co-operation” (CM/AS(2014)Rec2053-final). At their 1220th meeting (18 February 2015) (CM/Del/Dec(2015)1220/3.1f), the Deputies invited the Chair to hold informal consultations in order to explore the possibility of arriving at a consensual draft reply. At their 1220th meeting (18 February 2015) (CM/Del/Dec(2015)1220/3.1h), the Deputies instructed the Chair to inform the President of the Parliamentary Assembly that, “owing to a lack of consensus, it has not been possible to adopt a joint reply to Written Questions No. 666 on “Political prisoners in Azerbaijan” and No. 667 on “The definition of political prisoner” by Mr Omtzigt”. At their 1220th meeting (18 February 2015) (CM/Del/Dec(2015)1220/3.1i), the Deputies adopted the reply to Written Question No. 672 by Mr Martin Henriksen on the “Arrest of Turkish minor for insulting the President”. At their 1219th meeting (11-12 February 2015) (CM/Del/Dec(2015)1219/3.1), the Deputies adopted the following reply to the texts adopted by the Parliamentary Assembly at the 1st part of the 2015 Session (Strasbourg, 26-30 January 2015): “The Committee of Ministers took note of Recommendations 2060 to 2064 (2015) and Resolutions 2028 to 2039 (2015) adopted by the Parliamentary Assembly at its 1st part of the 2015 Session (Strasbourg, 26-30 January 2015). The Committee of Ministers entrusted Recommendations 2060 to 2064 (2015) to the competent organs and/or committees of experts for information and possible comments and to the relevant Rapporteur Groups with a view to preparing draft replies for adoption at an early date.” At their 1218th meeting (4 February 2015) (CM/Del/Dec(2015)1218/3.1b), the Deputies took note of the report of Mr Didier Reynders, Minister for Foreign Affairs of Belgium and Chairman of the Committee of Ministers, to the Parliamentary Assembly (CM/AS(2015)1) and of his statement (CM/AS(2015)2). At their 1216th meeting (14 January 2015) (CM/Del/Dec(2015)1216/3.1a), the Deputies adopted the reply to Written Question No. 663 by Mr Andreas Gross and Mr Björn von Sydow on “Prisoner’s location in Spain”.
