At their 1271st meeting (16 November 2016) (CM/Del/Dec(2016)1271/1.7), the Deputies took note of the state of preparation of their 1271bis meeting to be held on 22 November 2016 for the transfer of the chairmanship of the Committee of Ministers between the outgoing and the incoming Chairs.  They also took note of the draft annotated agenda of their 1271bis meeting.

At their 1271st meeting (16 November 2016) (CM/Del/Dec(2016)1271/1.5), the Deputies took note of the information memorandum prepared by the Secretariat (CM(2016)145) drawing up a review of the follow-up given by the Committee of Ministers to recommendations adopted by the Parliamentary Assembly to which replies are still pending, up to and including Recommendation 2095 (2016) adopted at the fourth part of its 2016 Session (Strasbourg, 10-14 October 2016).  They agreed to forward CM(2016)145 to the Parliamentary Assembly for information.

At their 1266th meeting (28 September 2016) (CM/Del/Dec(2016)1266/1.4), the Deputies noted that an electronic volume of decisions is now made available with a view to replacing the printed volume as from 1 January 2017.

At their 1266th meeting (28 September 2016) (CM/Del/Dec(2016)1266/1.4), the Deputies approved the Committee of Ministers’ meeting schedule for 2017.

At their 1262nd meeting (6 July 2016) (CM/Del/Dec(2016)1262/1.7), the Deputies, in accordance with paragraph 3 of Resolution CM/Res(2010)26 on the establishment of an Advisory Panel of Experts on Candidates for Election as Judge to the European Court of Human Rights, as amended by Resolution CM/Res(2014)44, agreed that Ms Nina Vajić (Croatia) will be re‑appointed as a member of the Panel for a second full term of three years ending on 7 May 2019.

At their 1262nd meeting (6 July 2016) (CM/Del/Dec(2016)1262/1.6), the Deputies authorised the live-streaming of the Council of Europe 2016 Exchange on the religious dimension of intercultural dialogue (9-10 November 2016, Strasbourg) and afterwards making available a video recording on the Council of Europe website.

At their 1262nd meeting (6 July 2016) (CM/Del/Dec(2016)1262/1.3), the Deputies authorised the Secretary General to use €150 000 from the “Reserve for field missions” to finance activities of the Special Representative of the Secretary General on Migration and Refugees.

At their 1262nd meeting (6 July 2016) (CM/Del/Dec(2016)1262/1.3), the Deputies took note of the intention of the Secretary General to appoint his Special Representative for Roma Issues as member of the Board of Trustees of the European Roma Institute for Arts and Culture.

At their 1261st meeting (29 June 2016) (CM/Del/Dec(2016)1261/13.1), the Deputies adopted the Declaration by the Committee of Ministers on the terrorist attack at Istanbul international airport.

At their 1261st meeting (29 June 2016) (CM/Del/Dec(2016)1261/1.4), the Deputies agreed to hold an exchange of views with Mr Stavros Lambrinidis, the European Union's Special Representative for Human Rights, at their 1273bis meeting (14 December 2016), which is thereby confirmed.

At their 1253rd meeting (13 April 2016) (CM/Del/Dec(2016)1253/1.6), the Deputies decided to hold the 2016 Exchange on the religious dimension of intercultural dialogue from 9 November (afternoon) to 10 November 2016 in Strasbourg.  They noted that the theme and sub-themes of the 2016 Exchange will be the following:

Education for democratic citizenship in the context of cultural and religious diversity

Sub theme 2:

Empowering women and the role of the family in countering radicalisation and violent extremism.

At their 1253rd meeting (13 April 2016) (CM/Del/Dec(2016)1253/1.4), the Deputies approved the new modalities for the general functioning of their thematic debates (CM/Bur/Del(2016)1).

At their 1252nd meeting (30 March 2016) (CM/Del/Dec(2016)1252/1.6), the Deputies approved the Council of Europe Strategy on Internet Governance 2016-2019 (CM(2016)10-final).  They invited the TC-INF to follow closely the implementation of the Strategy and noted that the Secretary General would provide them with a mid-term report on its implementation and a final assessment of the Strategy.

At their 1252nd meeting (30 March 2016) (CM/Del/Dec(2016)1252/1.5), the Deputies, in accordance with paragraph 3 of Resolution CM/Res(2010)26 on the establishment of an Advisory Panel of Experts on Candidates for Election as Judge to the European Court of Human Rights, as amended by Resolution CM/Res(2014)44, agreed that Mrs Maria Gintowt-Jankowicz will be appointed as a member of the Panel for a full term of three years.

At their 1251st meeting (15-16 March 2016) (CM/Del/Dec(2016)1251/1.6), the Deputies took note of the final report by the Secretary General on the Council of Europe Strategy on Internet Governance (2012-2015) (CM(2016)9).

At their 1251st meeting (15-16 March 2016) (CM/Del/Dec(2016)1251/1.4), the Deputies agreed to invite Mr Jacques Boureima KI, Secretary General of the Conference of Ministers of Education of French-speaking States and Governments (CONFEMEN), to participate in the 25th Session of the Council of Europe Conference of Ministers of Education (Brussels, Belgium, 11-12 April 2016), as observer.

At their 1244th meeting (13 January 2016) (CM/Del/Dec(2016)1244/1.4), the Deputies approved the Bureau’s recommendations to hold an exchange of views with :

-       representatives of the Consultative Council of European Judges (CCJE) and the Consultative Council of European Prosecutors (CCPE) at their 1245th meeting (20 January 2016);

-       Ms Karima Bennoune, UN Special Rapporteur in the field of cultural rights, at their 1247th meeting (10-11 February 2016);

-       Ms Irina Bokova, Director-General of UNESCO, at their 1252nd meeting (30 March 2016).

Thematic debates

At their 1249th meeting (2 and 3 March 2016) (CM/Del/Dec(2016)1249/1.4), the Deputies agreed to invite to their thematic debate on “Rising extremism, radicalisation and xenophobia in the fight against terrorism: Building inclusive societies as a cure/The need for collective action” (1251st meeting, 15 March 2016): Ms Saliha Ben Ali, founder of the “S.A.V.E Belgium” association (Society Against Violent Extremism) and a representative from the European Network Against Racism (ENAR).

At their 1246th meeting (3 February 2016) (CM/Del/Dec(2016)1246/1.4), the Deputies approved the Bureau’s recommendation to hold the thematic debate on 15 March 2016 (1251st meeting) on the theme of “Rising extremism, radicalisation and xenophobia in the fight against terrorism: Building inclusive societies as a cure/The need for collective action”.

Sessions of the Committee of Ministers

At their 1257th meeting (25 May 2016) (CM/Del/Dec(2016)1257/1.5), the Deputies decided to declassify the Minutes of the formal part of the Session which will appear in document CM/PV(2016)126-final.

On the item “Democratic security for all in Europe in challenging times”, the Deputies agreed to hold an exchange of views on the Secretary General’s report on the “State of democracy, human rights and the rule of law – a security imperative for Europe” at their 1261st meeting (29 June 2016).

The Deputies also instructed the CODEXTER to take the necessary measures to enable the expeditious designation of the 24/7 contact points to facilitate the timely exchange of information prior to the entry into force of the Additional Protocol to the Council of Europe Convention on the Prevention of Terrorism (CETS No. 217). They instructed the CDDH to update the Council of Europe guidelines on the protection of victims of terrorist acts.  They instructed their relevant steering and ad hoc committees to expedite their respective work in the framework of the Council of Europe Action Plan on the fight against violent extremism and radicalisation leading to terrorism.

The Deputies instructed the Ad hoc Committee for the Rights of the Child (CAHENF) to make proposals to protect unaccompanied and other children affected by the migrant and refugee crisis, in particular concerning standards on legal guardianship, age assessment and protective measures against trafficking in human beings.

On the item “Securing the long-term effectiveness of the supervisory mechanism of the European Convention on Human Rights”, the Deputies instructed the GR-H to follow closely the implementation of the decisions adopted by the Committee of Ministers at its 126th Session in order to report back at the 127th Ministerial Session.

On the item “Policy of the Council of Europe towards neighbouring regions”, the Deputies instructed the GR-EXT to continue following the development of the policy of the Council of Europe towards neighbouring regions in order to report back at the 127th Ministerial Session.

At its 126th Session (18 May 2016) (CM/PV(2016)126-add1 item8), the Committee of Ministers agreed that the 127th Session of the Committee of Ministers will be held in Nicosia, Cyprus, on 19 May 2017 and agreed that the handover of the chairmanship from Estonia to Cyprus will take place on 22 November 2016. 

At its 126th Session (18 May 2016) (CM/PV(2016)126-add1 item5), the Committee of Ministers took note with appreciation of the development in the co-operation between the Council of Europe and the European Union (CM(2016)74).

At its 126th Session (18 May 2016) (CM/PV(2016)126-add1 item4), the Committee of Ministers welcomed the progress made in implementing the Council of Europe policy towards neighbouring regions – North Africa, the Middle East and Central Asia – and expressed its appreciation for the financial contributions made by member States and the European Union in this context.  It expressed its determination to consolidate the implementation of the policy on the basis of the Council of Europe’s principles and instructed its Deputies to take the necessary decisions to this end with a view to reporting back to it at its next Session.

At its 126th Session (18 May 2016) (CM/PV(2016)126-add1 item3), the Committee of Ministers reaffirmed the principles set out in the Interlaken, Izmir, Brighton and Brussels Declarations.  It welcomed the very encouraging results achieved to date in the framework of the reform of the Convention system through the determined action of all relevant stakeholders, notably as regards the situation before the European Court of Human Rights, the national implementation of the Convention, in particular the effectiveness of domestic remedies, and the execution of the judgments of the Court, and welcomed, in particular, the efforts made by the Court to increase the effectiveness of its work, through the implementation of Protocol No. 14 and other measures, and the resulting substantial decrease in the number of pending cases.  In the light of the remaining challenges, such as the continuing high numbers of potentially admissible and well-founded cases (mainly repetitive cases) pending before the Court, as well as the increasing workload of the Committee of Ministers in its function of supervision of the execution of judgments, the Committee of Ministers invited all stakeholders to reinforce their action to implement the above-mentioned declarations. 

The Committee of Ministers invited all relevant stakeholders also to implement the decisions taken by their Deputies in the follow-up to the report of the CDDH on the longer-term future of the system of the European Convention on Human Rights.  It called on those States Parties to the Convention which have not yet done so to sign and ratify Protocol No. 15 amending the Convention as soon as possible and to consider signing and ratifying Protocol No. 16. 

The Committee of Ministers welcomed the contributions made by States Parties to the special account set up by the Secretary General to allow the Court to deal with the backlog of all well-founded cases and to the Human Rights Trust Fund, while encouraging further contributions; welcomed also the achievements of the Court’s translation programme, financed by some members States and by the Human Rights Trust Fund.  The Committee of Ministers welcomed the continued practice of secondments of national judges and high-level lawyers, independent from any external influence, to the Court’s Registry and encouraged States Parties to pursue their efforts in this respect as well as to promote study visits and traineeships at the Court for judges, lawyers and national officials; encouraged States Parties also to consider the secondment of national judges or officials to the Department for the Execution of Judgments.

The Committee of Ministers invited the Secretary General to continue to enhance further synergies within the Council of Europe in order that all the relevant stakeholders take into account to a larger extent issues relating to the execution of judgments in their programmes and co-operation activities as appropriate.  It invited also the Secretary General to continue, on a case-by-case basis, to use his/her authority to facilitate and support the execution of judgments raising complex or sensitive issues at the national level.  The Committee of Ministers instructed its Deputies to continue to give priority to the effectiveness of the European Convention on Human Rights system and to report to it at the next Session on the measures taken.

At its 126th Session (18 May 2016) (CM/PV(2016)126-add1 item2d), the Committee of Ministers took note of the consolidated report on the conflict in Georgia (November 2015 – March 2016) of the Secretary General (SG/Inf(2016)14-rev).

At its 126th Session (18 May 2016) (CM/PV(2016)126-add1 item2c), the Committee of Ministers took note of the Secretary General’s report on the Council of Europe’s responses to the migrant and refugee crisis (cf. CM(2016)78-final). 

The Committee of Ministers welcomed the preparation before the end of the year of adequate measures to provide member States with concrete tools to prevent and fight people smuggling.  It encouraged the Secretary General to propose further priority actions to ensure that special measures and safeguards are in place to protect unaccompanied and other children affected by the migrant and refugee crisis, in particular concerning standards on legal guardianship, age assessment and protective measures against trafficking in human beings.

The Committee of Ministers invited member States to ensure the wide dissemination of the General Policy Recommendation No. 16 of the ECRI on safeguarding irregularly present migrants from discrimination among competent authorities and stakeholders and take appropriate account of the principles set out in the recommendation when reviewing relevant legislation and practice.

At its 126th Session (18 May 2016) (CM/PV(2016)126-add1 item2b), the Committee of Ministers welcomed the progress made in the implementation of the Council of Europe Action Plan on the fight against violent extremism and radicalisation leading to terrorism (cf. CM(2016)64).  It called for the swift signature and for the ratification of the Council of Europe’s conventions in the field of terrorism and their protocols by those member States which have not yet done so and by the European Union and called for the expeditious designation of the 24/7 contact points to facilitate the timely exchange of information, as provided for by the Additional Protocol to the Council of Europe Convention on the Prevention of Terrorism (CETS No. 217), pending its entry into force.

The Committee of Ministers welcomed the launch by the Council of Europe Standing Conference of Ministers of Education of the Council of Europe Reference Framework of Competences for Democratic Culture and of the rollout of a large scale pilot project, with a view to the Framework’s full use in member States, and invited member States to ensure the dissemination of the Guidelines on the protection and promotion of human rights in culturally diverse societies and of the Guidelines for prison and probation services regarding radicalisation and violent extremism among competent authorities and stakeholders and take appropriate account of the principles set out in these guidelines when reviewing relevant legislation and practice.  It invited member States to ensure the dissemination of General Policy Recommendation No. 15 of the ECRI on combating hate speech among the competent authorities and stakeholders and take appropriate account of the principles set out in this recommendation when reviewing relevant legislation and practice.

The Committee of Ministers underlined the necessity to reinforce the protection of victims of terrorist acts and called for updating the relevant Council of Europe guidelines and invited the Ministers’ Deputies and Secretary General to expedite work on the ongoing actions in the framework of the Action Plan on the fight against violent extremism and radicalisation leading to terrorism.

At its 126th Session (18 May 2016) (CM/PV(2016)126-add1 item2a), the Committee of Ministers expressed its appreciation to the Secretary General for his third report on the “State of democracy, human rights and the rule of law – a security imperative”, which highlights a number of challenges to democratic security throughout the continent and identifies priority areas for action.  It tasked the Ministers’ Deputies and the Secretary General to give appropriate follow-up to the report after thorough examination.

At their 1256th meeting (11 May 2016) (CM/Del/Dec(2016)1256/1.5), the Deputies agreed to submit to the Ministers the draft decisions on the Secretary General’s report on the “State of democracy, human rights and the rule of law – a security imperative for Europe”; on the Secretary General’s report on the “Fight against violent extremism and radicalisation leading to terrorism – implementing the Action Plan”; and on the Secretary General’s report on the Council of Europe’s responses to the migrant and refugee crisis, for adoption without debate at the Session. 

They also agreed to submit to the Ministers the draft decision “The Committee of Ministers took note of the consolidated report on the conflict in Georgia (November 2015 – March 2016) of the Secretary General (SG/Inf(2016)14-rev).”  Under item 3 of the draft agenda, the Deputies approved the report on the measures taken to secure the long-term effectiveness of the system of the European Convention on Human Rights (CM(2016)40-final) and agreed to submit to the Ministers the draft decisions for adoption without debate at the Session.  Under item 4 of the draft agenda, the Deputies approved the report on the implementation of the Council of Europe policy towards neighbouring regions (CM(2016)23-final) and agreed to submit to the Ministers the draft decisions for adoption without debate at the Session.  Under item 5 of the draft agenda, the Deputies approved the summary report on co-operation with the European Union (CM(2016)74) and agreed to submit to the Ministers the draft decision for adoption without debate at the Session.  Finally, the Deputies took note of the annotated draft agenda of the 126th Session (CM(2016)OJ-prov2).

At their 1255th meeting (4 May 2016) (CM/Del/Dec(2016)1255/1.6), the Deputies agreed to include an item entitled “Co-operation with the European Union” on the draft agenda of the 126th Session of the Committee of Ministers.  They also noted that the Chairmanship will issue an invitation to the 126th Session of the Committee of Ministers to the Governor and the Chairman of the Governing Board of the Council of Europe Development Bank.

At their 1254th meeting (27 April 2016) (CM/Del/Dec(2016)1254/1.5), the Deputies noted that, in addition to the President of the Parliamentary Assembly, the Chairmanship would also issue invitations to the President of the European Court of Human Rights, the President of the Congress of Local and Regional Authorities, the President of the Conference of INGOs and the Commissioner for Human Rights.  The Deputies noted that the Chairmanship would also issue invitations to the Secretary General of the OSCE and to the Ministers for Foreign Affairs of the five observer States.

The Deputies approved the draft agenda of the 126th Session of the Committee of Ministers, and took note of the draft programme of the 126th Session of the Committee of Ministers prepared by the Chairmanship.

Migration challenges for Europe

At their 1257th meeting (25 May 2016) (CM/Del/Dec(2016)1257/1.5), the Deputies instructed the Ad hoc Committee for the Rights of the Child (CAHENF) to make proposals to protect unaccompanied and other children affected by the migrant and refugee crisis, in particular concerning standards on legal guardianship, age assessment and protective measures against trafficking in human beings.

At its 126th Session (18 May 2016) (CM/PV(2016)126-add1 item2c), the Committee of Ministers took note of the Secretary General’s report on the Council of Europe’s responses to the migrant and refugee crisis (cf. CM(2016)78-final).

Situation in Ukraine

At their 1254th meeting (27 April 2016) (CM/Del/Dec(2016)1254/1.6), the Deputies, having reviewed the situation in Ukraine on a regular basis, most recently in the light of the reports presented by the Commissioner for Human Rights and by the International Advisory Panel, as well as in the follow-up to a mission on the implementation of the Council of Europe Action Plan for Ukraine, recalling their previous decisions on the situation in Ukraine, underlining that peace and democratic security in Europe are based on the respect for international law and the values and standards of the Council of Europe, reaffirming their commitment to the principle of peaceful settlement of disputes, to the independence, sovereignty and territorial integrity of Ukraine within internationally recognised borders and to the respect for human rights and fundamental freedoms, reiterating their condemnation of the illegal annexation by the Russian Federation of the Autonomous Republic of Crimea and the city of Sevastopol and stressing once again that it cannot form the basis for any alteration of their status, expressed their deep concern at the deterioration of the human rights situation on the Crimean peninsula, including the denial of freedom of expression, freedom of peaceful assembly, freedom of religion and belief, and the repression against persons belonging to minorities, in particular the Crimean Tatars and the Mejlis as their self-governing body; deeply deplored, in this context, that the Mejlis has been qualified as an “extremist organisation”, and its activities prohibited, by the so-called “Highest Court of Crimea”; called for full compliance with international human rights standards and for the investigation of all pending cases of human rights violations.  The Deputies welcomed the decision of the Secretary General to send an ad hoc human rights delegation to Crimea and took note of his presentation thereon.

The Deputies reiterated, also in the light of his presentation, their call for full and unrestricted access to the territories which are beyond the control of the Ukrainian authorities, including on the Crimean Peninsula, to all human rights bodies of the Council of Europe, in order that they can carry out their monitoring activities unimpeded and in accordance with their mandates, as a next step, to urgently address deteriorations of human rights and fundamental freedoms.  They called upon all sides to strictly respect the Minsk Agreements, including the “Package of Measures for the Implementation of the Minsk Agreements” of 12 February 2015, and to take the necessary further steps for their swift and full implementation.  The Deputies called on all sides to ensure the release and exchange of all hostages and unlawfully detained persons, based on the principle “all for all”.

The Deputies took note of the reports by the Council of Europe Commissioner for Human Rights following his visits to Ukraine and urged all sides to undertake without further delay proactive and pragmatic steps to address the needs of the civilian populations affected by the conflict, including refugees and IDPs, and in this regard to facilitate humanitarian access to the population in the territories under their control, including to persons in detention.

The Deputies continued to encourage the reform efforts undertaken by the Ukrainian authorities, based, inter alia, upon advice by the Venice Commission and support from the Congress of Local and Regional Authorities, and aiming at strengthening the implementation of Council of Europe standards in the country concerning the constitutional framework, the functioning of democratic institutions, the rule of law and the effective protection of human rights.  They welcomed the adoption by the President of Ukraine of the National Human Rights Strategy followed by the adoption by the Government of Ukraine of the National Action Plan for Human Rights in Ukraine, prepared in co-operation with the Council of Europe and other relevant international organisations, and reiterated its readiness to assist in their implementation, as well as to participate in evaluation of the progress achieved.  The Deputies underlined the importance for Ukraine to rapidly bring to a conclusion and effectively implement all democratic reforms, with special emphasis to be given to decentralisation, the judiciary as well as the fight against corruption, and reiterated the willingness of the Council of Europe to continue to provide assistance to this end under the Action Plan for Ukraine for the period 2015-2017.

The Deputies welcomed the report published by the International Advisory Panel on 3 November 2015 regarding the investigations into the tragic events in Odessa of May 2014, called upon the Ukrainian authorities to fully address the operational and structural deficiencies in the investigative proceedings revealed in the Panel’s report, to take all appropriate action to follow up its conclusions and invited the Secretary General of the Council of Europe to report thereon as appropriate.

Action against radicalisation leading to terrorism

At its 126th Session (18 May 2016) (CM/PV(2016)126-add1 item2b), the Committee of Ministers welcomed the progress made in the implementation of the Council of Europe Action Plan on the fight against violent extremism and radicalisation leading to terrorism (cf. CM(2016)64).  It called for the swift signature and for the ratification of the Council of Europe’s conventions in the field of terrorism and their protocols by those member States which have not yet done so and by the European Union and called for the expeditious designation of the 24/7 contact points to facilitate the timely exchange of information, as provided for by the Additional Protocol to the Council of Europe Convention on the Prevention of Terrorism (CETS No. 217), pending its entry into force.

Internal functioning

 

At their 1262nd meeting (6 July 2016) (CM/Del/Dec(2016)1262/1.4), the Deputies entrusted the position of Chair of the GR-J to Ambassador Eva Tomič, Permanent Representative of Slovenia, for a term of office from 1 September 2016 until 31 August 2018.

At their 1261st meeting (29 June 2016) (CM/Del/Dec(2016)1261/1.4), the Deputies entrusted the chairmanships of Rapporteur Groups as follows:

- GR-DEM: Ambassador Laima Jureviciene, Permanent Representative of Lithuania (from 9 July 2016);

- GR-C: Ambassador Esther Rabasa Grau, Permanent Representative of Andorra (from 18 September 2016);

- TC-INF: Ambassador Corina Călugăru, Permanent Representative of the Republic of Moldova (from 1 September 2016);

and whose mandates would end on 31 August 2018.

At their 1260th meeting (15 June 2016) (CM/Del/Dec(2016)1260/1.4), the Deputies entrusted the position of Chair of the GR-PBA to Ambassador Torbjörn Haak, Permanent Representative of Sweden, until 31 December 2017.

At their 1246th meeting (3 February 2016) (CM/Del/Dec(2016)1246/1.4), the Deputies entrusted the position of Chair of the GR-EXT to Ambassador Markus Börlin, Permanent Representative of Switzerland, until 31 August 2017.

At their 1244th meeting (13 January 2016) (CM/Del/Dec(2016)1244/1.4), the Deputies entrusted the position of Chair of the GR-H to Ambassador Guido Bellatti Ceccoli, Permanent Representative of San Marino, until 31 August 2017.

At the same meeting, the Deputies agreed to prolong Ambassador Miroslav Papa, Permanent Representative of Croatia, in the Chair of the Rapporteur Group on Legal Co-operation (GR-J), until 31 August 2016.

 

 

Appointments to high-level Council of Europe posts

 

At their 1272nd meeting (30 November 2016) (CM/Del/Dec(2016)1272/1.3), the Deputies took note of the Secretary General’s intention to appoint Mr Francis Dangel on the post of Director General of Administration (Grade A7), in accordance with Article 25.5b of the Regulations on Appointments (Appendix II to the Staff Regulations), with effect from 1 December 2016.

Also at their 1272nd meeting (30 November 2016) (CM/Del/Dec(2016)1272/1.3), the Deputies took note of the Secretary General’s intention to appoint Ms Alison Sidebottom on the post of Director of Programme and Budget (Grade A6), in accordance with Article 25.5b of the Regulations on Appointments (Appendix II to the Staff Regulations), with effect from 1 January 2017.

At their 1272nd meeting (30 November 2016) (CM/Del/Dec(2016)1272/1.3), the Deputies took note of the Secretary General’s intention to confirm the nomination of Mr Matjaž Gruden on the post of Director of Policy Planning (Grade A6), and his re-appointment for a further three years, in accordance with Article 25.5b of the Regulations on Appointments (Appendix II to the Staff Regulations), with effect from 1 January 2017.

At their 1267th meeting (5 October 2016) (CM/Del/Dec(2016)1267/1.3), the Deputies took note of the Secretary General’s intention to appoint Mr Jean-Philippe Bozouls to the post of Director of the Congress of Local and Regional Authorities (Grade A6), in accordance with Articles 25.5b and 26.2.c of the Regulations on Appointments (Appendix II to the Staff Regulations), with effect from 1 October 2016.

At their 1267th meeting (5 October 2016) (CM/Del/Dec(2016)1267/1.3), the Deputies took note of the intention to confirm the nomination of Mr Stephen Phillips on the post of Section Registrar (Grade A6) in the Registry of the European Court of Human Rights, and his re-appointment for a further three years, in accordance with Article 61bis of the Staff Regulations and with Article 25.5b of the Regulations on Appointments (Appendix II to the Staff Regulations), with effect from 1 November 2016.

At their 1260th meeting (15 June 2016) (CM/Del/Dec(2016)1260/1.3), the Deputies took note of the Secretary General’s intention to confirm the nomination of Mr Jeroen Schokkenbroek on the post of Executive Secretary of the Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) (Grade A6), and his re-appointment for a further three years, in accordance with Article 25.5b of the Regulations on Appointments (Appendix II to the Staff Regulations), with effect from 1 July 2016.

At their 1252nd meeting (30 March 2016) (CM/Del/Dec(2016)1252/1.3), the Deputies took note of the Secretary General’s intention to create a Programme and Budget Directorate reporting directly to the Secretary General and approved the transfer of the corresponding A6 post from the Directorate General of Administration.

At their 1249th meeting (2 and 3 March 2016) (CM/Del/Dec(2016)1249/1.3), the Deputies took note of the intention to appoint Ms Maria Tsirli and Mr Abel Chaves de Campos on two posts of Section Registrar (Grade A6) in the Registry of the European Court of Human Rights, in accordance with Article 61bis of the Staff Regulations and with Article 25.5b of the Regulations on Appointments (Appendix II to the Staff Regulations), with effect from 16 March 2016.

At their 1244th meeting (13 January 2016) (CM/Del/Dec(2016)1244/1.3), the Deputies took note of the Secretary General’s intention to appoint Mr Matthew Johnson on the post of Director of Democratic Citizenship and Participation (Grade A6), in accordance with Article 25.5a of the Regulations on Appointments (Appendix II to the Staff Regulations).
