Granting and withdrawal of consultative status to international non-governmental organisations

 

Communication of the

Secretary General

1. In accordance with Committee of Ministers Resolution (93) 38 on relations between the Council of Europe and international non-governmental organisations, the Secretary General communicated to the Committee of Ministers and the Parliamentary Assembly, on 26 March 1999, the names of the international non-governmental organisations to which he had decided to grant consultative status.

2. In the absence of any objection founded on the conditions set out in paragraph 9 of the appendix to Resolution (93) 38, the decision of the Secretary General should be considered as a decision of the Committee of Ministers after a period of three months following this communication.

3. As no objection has been raised either by the Committee of Ministers or by the Parliamentary Assembly during this period, the following ten international non-governmental organisations have been granted consultative status with the Council of Europe from 26 June 1999:

* Alzheimer Europe;

* European Action of the Disabled (AEH);

* European Blind Union (EBU);

* European Roma Rights Center;

* International Council of Environmental Law (ICEL);

* International Movement for the Apostolate in the Independent Social Categories (MIAMSI);

* International Save the Children Alliance – Europe Group (ISCA);

* Project on Ethnic Relations (PER);

* The Marangopoulos Foundation for Human Rights (MFHR);

* Oxfam.

4. Since the last communication of 26 March 1999 to the Committee of Ministers and the Parliamentary Assembly, referred to in paragraphs 1 and 4 above, the Secretary General has also been informed that the European Union of Local Authority Staffs (EULAS), and the International Catholic Union of Social Service (UCISS), appearing on the list of NGOs enjoying consultative status, have ceased their activities. Accordingly, the Secretary General has removed these NGOs from the list.

5. At present, 387 NGOs enjoy consultative status with the Council of Europe.
