EUROPEAN STEERING COMMITTEE FOR INTERGOVERNMENTAL CO-OPERATION
IN THE YOUTH FIELD
(CDEJ)

21st meeting

(Strasbourg, 17-19 March 1998)

Abridged Report

 

1. The European Steering Committee for Intergovernmental Co-operation in the Youth Field (CDEJ) held its 21th meeting in Strasbourg from 17 to 19 March 1998. The agenda and the list of participants are appended (Appendices 1 and 2).

2. It has adopted the report of its 20th meeting and has been informed of the changes in national youth policies.

3. As regards the implementation of its programme of activities, the CDEJ was informed of the activities held in the framework of the Partnership Agreement with ERYICA on youth information, of the developments in the field of youth participation, in particular the setting-up of a training course in « education for democracy » in partnership with the « Youth Planet » network, a new structure bringing together municipal councils and youth parliaments at European level. As regards the evaluation of national youth policies, the CDEJ decided that an assessment be carried out after the review of the policy of the Netherlands in order to refine the working methods and tools for defining common European standards which could form the main body of a comprehensive, integrated European youth policy. Lastly, concerning the draft convention on transnational long-term voluntary service, the final text of which, revised by the Directorate of Legal Affairs, was sent to all the Committee Members, the CDEJ took note of the fact that there was no intention of veto on this text to be submitted on 30 March 1998 to the Committee of Ministers for adoption.

4. The Committee also approved the options put forward as a general framework for future activities – participation and citizenship, non-formal education and integration into society and social cohesion – which should be supplemented by specific objectives defined in the terms of reference to be assigned to it after the ministerial conference.

5. The CDEJ approved the draft Final Declaration of the 5th Conference of the European Ministers responsible for youth. It was informed on the state of preparation of the conference by the Romanian authorities. As the Conference should be, at the request of the Secretary General, the venue for launching the « education for citizenship » activity, the Committee heard a member of the Project Group « Education for Citizenship » who will participate in the Conference together with the Chair of this Group, in order to explore the possibilities of co-operation in this field. It recalled that education for citizenship had been a recurrent theme of youth sector activities for 25 years. It was very much in favour of the proposed co-operation but emphasised the need to ensure that youth organisations were closely involved.

6. Informed on the state of preparation of the World Conference of Ministers responsible for Youth, which will be held in Lisbon in August 1998, the Committee decided that the Final Declaration of the Bucharest Conference would be forwarded to Lisbon together with a message.

7. As regards the restructuring of the youth sector of the Council of Europe, after having reviewed the various outstanding issues concerning this item, the Committee declared itself, after a vote, in favour of option C revised. (MEP(97)19, GR-Y(97)22, GR-Y(98)3)

The CDEJ has been informed of the activities of the Youth Directorate, the state of co-operation with the other sectors of the Council of Europe, and with the new member States. It has also been informed of the preparation of a co-operation agreement with DG XII of the Commission of the European Communities on training courses on management and the running of a youth organisation, of the work with disadvantaged and disabled young people, and of the prevention of drug abuse.

Finally, for the celebration of the 50th anniversary of the Council of Europe, the Secretariat contacted the International Union of Railways for the organisation of a train from London to Budapest.

The 22nd CDEJ meeting should take place in Strasbourg from 14 to 16 October1998.
