The European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) was set up by EEC Regulation 302/93 of 8 February 1993. Its terms of reference are summarised in section 1 of the draft Memorandum of Understanding. A number of its areas of activity parallel those of the Pompidou Group and in particular its work on national data collection draws heavily on the work carried for many years at city level by the Pompidou Group.
Under Article 12 of EEC Regulation 302/93, the Pompidou Group has a seat as observer on the management board of the EMCDDA. The latter similarly participates as observer at meetings of Pompidou Group Permanent Correspondents. In addition considerable
co-operation has been built up in terms of reciprocal representation on technical meetings, joint conferences or projects and regular contacts between secretariats.
It was however felt on both sides that it would be advantageous to conclude a Memorandum of Understanding to systematise and make more visible this co-operation.
The text in CM(99)88 was unanimously adopted by the Pompidou Permanent Correspondents at their 43rd meeting on 28-30 April 1999.
