1. The CDEJ held its meeting on 25-27 October 2000 at the European Youth Centre in Budapest. The Agenda appears in Appendix to this document and the list of participants is published on line at the following URL: http://www.coe.fr/youth/english/intergovernmental/cdejlist.htm
2. The CDEJ elected its Chair, Vice-Chairs and two Bureau members. It elected 8 representatives to the Programming Committee, and approved the nomination of Mr Augustaitis (Lithuania) as Chair of the Programming Committee. It also chose ten members of the working group on “Participation and education to democratic citizenship” and ten members of the working group on “Non-formal education and social integration” and elected their Chairs.
3. It heard the reports of the Bureau meetings of 12 June 2000 and of 24 October 2000 and adopted the report of its 25th meeting.
4. The CDEJ was informed of the implementation of its programme of activities and finalised the 2001 programme. It took note of the report of the Joint Coordinating Committee ERYICA/CDEJ and appointed Mr Vanhee (Belgium) to replace Mrs Verdyck who has resigned. It took note of the Conclusions of the Summer University (Andorra, 25-28 August 2000).
5. It took note of the conclusions of the Round Table on Participation (Biel, 3-5 May 2000) and of the report of the meeting of the working group on “Participation and active democratic citizenship” (27-28 September 2000). It adopted its final activity report and the report on youth mobility. It approved the proposals for activities for the next group. It adopted the final activity report of the working group on “Non-formal education and social integration” and took note of the provisional report of the symposium on non-formal education organised on 13-15 October 2000 and the report of its meeting on 23 and 24 October 2000.
6. The CDEJ agreed to the Greek proposal to organise the 6th Conference of European Ministers responsible for Youth in Thessaloniki at the end of 2002. It also approved the proposed theme and sub-themes:
Theme: “Youth constructing Europe”
Sub-theme: “Towards a policy integrating the youth of South-East Europe”
Three round tables: Active citizenship and democracy
Peace, solidarity and tolerance
Stability and development.
A group of senior civil servants will be responsible for its preparation. The first meeting should be held on 5-6 February 2001. The Conference should be organised during the second week of October 2002, the final dates should be confirmed.

7. The committee attended the hearings on youth policies in Romania and Estonia and adopted the documents on new guidelines for the evaluation of national youth policies. It wished to be informed of the results of the consultative meeting in Luxembourg on 16-17 December 2000 to further develop the method of the national youth policy reviews. For the evaluation of youth policy in Luxembourg, the committee appointed Mr Frasa (Switzerland) to chair the international team. As Norway cannot present its evaluation in 2001 as planned, it was proposed that another country might take its place.
8. The Committee also prepared the meeting of the Joint Council (28 October 2000), which focused principally on implementing the four priorities: “participation”, “non-formal education”, “human rights education” and “Stability in South East Europe”. It agreed on a course on participation for local authorities and young members of local youth councils. It proposed including in the “human rights education programme” a course on mediation in place of the seminar for specialists on violence and trafficking in young women; it nevertheless recommended that activities for equality between men and women, particularly in the context of participation, should not be dropped, that the title of the seminar of youth specialists against violence should be renamed “youth seminar against violence and social exclusion”, and that the proposal for a “training course to be held in Armenia or Azerbaijan for youth organisation leaders and officials responsible for youth questions” should be replaced by a “seminar in Azerbaijan on rehabilitation of refugees by non-formal methods of education”.
9. The Committee heard the reports of the chairs of the working groups on the Co-operation with the other sectors of the Council of Europe, in particular with the Directorate of Education and the Directorate of Social and Economic Affairs, and the report of Ms Milewski (Austria) on the co-operation with the Directorate of Human Rights in the framework of equality between women and men and that of Mr Salamon (Slovenia) with the Directorate of Social and Economic Affairs, in the framework of the Forum for Childhood. The Committee also confirmed Mr Salamon as its representative to this Forum.
10. The CDEJ was informed by the Secretariat on the Co-operation with the European Union, in particular on the work of the Curriculum and Quality Development Group and wished to be more informed on the developments of the implementation of the covenant with the Union.
11. The Committee gave its support to the Secretariat's study group in charge of the feasibility of Renovating of the European Youth Centre in Strasbourg and asked for a report for its next meeting. The CDEJ decided that the LICRA (International League against Racism and anti-Semitism) could be invited either to present its written comments or to participate in the meetings of the working groups for items concerning racism problems. The Committee approved the Swedish proposal to organise the first meeting of the group of national correspondents of the “European Network of national youth centres” in Eksjö on 1-2 December 2000, where a European youth centre was opened in May 2000.
12. The CDEJ retained as date and place of the next meeting 11-15 June 2001 in Strasbourg.
