Following the decisions taken by the Deputies at their 735th meeting (20 December 2000, item 1.5), the Rapporteur on information policy continued his work on the appropriate action to be taken on Committee of Ministers Resolution (2000)2 on the Council of Europe's information strategy. He worked in close co-operation with the Chair of the Committee of Ministers and the Secretary General and involved the partner bodies of the Committee of Ministers in the implementation of the Council of Europe's information strategy (see the exchange of correspondence between the Chair of the Ministers' Deputies and the Presidents of the Parliamentary Assembly, the Congress of Local and Regional Authorities of Europe and the European Court of Human Rights, reproduced in Addenda 1, 2 and 3 to document RAP-INF(2001)1).
2. Ambassador Warin's report on the work carried out since the start of 2001 is set out in document RAP-INF(2001)15 and covers two subjects:
- the extension to the whole of the Council of Europe of the new policy adopted by the Committee of Ministers since 1 January 2001 on access to its own documents: this question was the subject of wide-ranging consultation with all the Council of Europe bodies, which made it possible to prepare a draft resolution submitted to the Deputies for adoption (see appendix to RAP-INF(2001)15);
- the other aspects of the implementation of Resolution (2000)2: details of these are set out in document RAP-INF(2001)15, which particularly mentions the relaunching of the Council of Europe's archiving policy on the basis of guidelines appended to document RAP-INF(2000)6.
3. The various proposals put forward by the Rapporteur on information policy were discussed and endorsed at the RAP-INF meetings on 22 March and 5 June 2001. They are set out in the draft decisions below.

Decisions
1. on the basis of the report by Ambassador Warin, Rapporteur on information policy (document RAP-INF(2001)15), and in the light of the exchange of correspondence between the Chair of the Deputies and the Presidents of the Parliamentary Assembly, the Congress of Local and Regional Authorities of Europe and the European Court of Human Rights (Addenda 1, 2 and 3 to document RAP-INF(2001)1), adopted Resolution (2001)… of the Committee of Ministers on access to Council of Europe documents, as set out in Appendix … to this volume of decisions (see appendix to RAP-INF(2001)15); 2. invited their Chair to forward the Resolution – together with the report on the basis of which it was adopted – to the Presidents of the Parliamentary Assembly, the Congress of Local and Regional Authorities of Europe and the European Court of Human Rights, and to the Council of Europe's Commissioner for Human Rights;
3. instructed the Secretary General to ensure that the new policy on access to documents set out in the Resolution will be implemented by all Council of Europe bodies and invited him to report back to them on the implementation of Resolution (2001)… before the end of 2002. DRAFT DECISIONS

Decisions
The Deputies
1. took note of document RAP-INF(2001)6 concerning the Council of Europe archives and invited the Secretary General to continue his efforts to review and relaunch the Organisation's archiving policy on the basis of the guidelines appended thereto;
2. decided to declassify documents RAP-INF(2001)1 Addenda 1, 2 and 3, RAP-INF(2001)6 and RAP-INF(2001)15;
3. in the light of their decisions under items a. and b. above, took note of the report by Ambassador Warin, Rapporteur on information policy, as a whole and expressed their appreciation of his work.
