11.5 General Accounts of the Council of Europe for
the 1998 financial year

The Deputies are invited to approve the General Accounts of the Council of Europe for 1998 and discharge the Secretary General from his responsibility for financial management for the 1998 financial year, by adopting the draft Resolution which appears in document CM(99)8. The General Accounts of the Council of Europe for the 1998 financial year are set out in document CM(99)8. The report of the Board of Auditors is the subject of document CM(99)13. The Secretary General's comments on the report of the Board of Auditors are to be found in document CM(99)14. In accordance with the decision taken by the Deputies at their 521st meeting (November 1994, Item 11.5), the Rapporteur Group on Administrative and Budgetary Questions (GR-AB) met under the Chairmanship of Ambassador Andrew Carter, Permanent Representative of the United Kingdom, on 21 October 1999 to consider the General Accounts of the Council of Europe for the 1998 financial year. At that meeting, the Chairman and a number of delegations made comments and requested clarification on a number of issues. These and the Secretariat responses are set out in Appendix 1 to the synopsis of that meeting (document GR-AB(99)CB9). The Chairman concluded that, subject to reservations concerning the short term investment of cash balances on the commercial market which would be considered at a future meeting of the GR-AB, the Group recommended that the Deputies approve the accounts for 1998 and discharge the Secretary General from responsibility for the financial management for the financial year 1998. At their 689th meeting, the Deputies agreed to postpone consideration of this item to the present meeting. The Deputies are invited, in the light of the Board of Auditors' report (CM(99)13) and the recommendations of the Rapporteur Group on Administrative and Budgetary Questions, to: - approve the budgetary management accounts, the balance sheet as at 31 December 1998 and the treasury management accounts for the financial year 1998; - carry forward the credit balance of the 1998 Subsidiary budget for Publications; - cancel the unexpended appropriations in the various other budgets for the financial year 1998; - approve the schedules for apportioning the financial results for 1998 among the member States; - determine the allocation of the financial results. Pursuant to the decision of the Committee of Ministers, once they have been approved, the General Accounts, together with the above mentioned documents will be forwarded to the Parliamentary Assembly for information. The apportionment of the financial results between the member States follows the apportionment of contributions to the various budgets in the 1998 financial year. a.
