Deputies
The Deputies are invited to take note of the abridged report of the 42nd meeting of the CDMG and to consider the relevant draft decisions with a view to their adoption.
The European Committee on Migration (CDMG) held its 42nd meeting in Strasbourg from 3 to 5 May 2000. The abridged report of the meeting is set out in document CM(2000)123. 1. It is recalled that the Deputies considered the abridged report of the CDMG for the first time at their 720th meeting (13 September 2000) and on that occasion adopted Recommendation Rec(2000)15 of the Committee of Ministers to member States concerning the security of residence of long-term migrants. 2. At their 720th meeting, the Deputies also considered the request from the Belarus authorities to the Chair of the CDMG regarding restoration of its observer status with the CDMG. They agreed to come back to this issue at their 730th meeting (22 November 2000) on the basis of the conclusions reached by their Rapporteur Group on democratic stability (GR‑EDS), in the framework of its work on relations between the Council of Europe and Belarus. However this issue has not, for the time being, been considered by GR-EDS. The Deputies might wish, therefore, to postpone consideration of the question of the restoration of Belarus' observer status with the CDMG to one of their forthcoming meetings. 3. The other issues on which the Deputies are invited to take a decision at the present meeting are set out below: a. At the meeting, the CDMG adopted an opinion on Parliamentary Assembly Recommendation 1449 (2000) on clandestine migration from the south of the Mediterranean into Europe (see Appendix III to CM(2000)123), of which the Deputies are invited to take note. b. The CDMG took note of the proposals for the 2001 intergovernmental programme of activities, which include cancelling the CDMG's second annual meeting, and considered that this cancellation should be offset with an additional meeting of its Bureau, which should also have its membership increased to 9. c. The Deputies are invited to take note of this proposal, to approve the increase to the membership of the CDMG Bureau, subject to the decisions on the draft intergovernmental programme of activities for 2001 to be examined at their 734th meeting on the Budget (12-14 December 2000 and to adopt the revised specific terms of reference of the CDMG as they appear in the Appendix to the present Notes on the Agenda. 4. A list of the other items discussed and decisions taken is reproduced in the abridged report of the 42nd meeting of the CDMG (CM(2000)123), of which the Deputies are invited to take note as a whole. 3-5 May 2000) (CM(2000)123) Decisions The Deputies 1. took note of the opinion of the European Committee on Migration (CDMG) concerning Parliamentary Assembly Recommendation 1449 (2000) on clandestine migration from the south of the Mediterranean into Europe (see Appendix III to CM(2000)123) and agreed to resume consideration of this Recommendation at one of their forthcoming meetings, in the light of a draft reply to be prepared by the Secretariat; 2. took note of the proposal of the CDMG to compensate, in the Intergovernmental Programme of Activities for 2001, the suppression of the second annual meeting of the CDMG by holding an additional meeting of its Bureau and approved increasing the Bureau's membership to 9, subject to the decisions concerning the Intergovernmental Programme of Activities for 2001, which will be examined at their 734th meeting, Budget (12-14 December 2000); 3. agreed to resume consideration of the question of restoration of Belarus' status of observer with the CDMG at one of their forthcoming meetings, in the light of the conclusions reached by their Rapporteur Group on democratic stability (GR-EDS); 4. adopted the revised specific terms of reference of the CDMG as they appear at Appendix … to the present volume of Decisions; [see Appendix of the present Notes of the Agenda] 5. taking account of decisions 1. to 4. above, took note of the abridged report of the 42nd meeting of the CDMG, as a whole (CM(2000)123 and Corrigendum).

major lines of intergovernmental action set out in the Declaration on
the future role of the Council of Europe and Resolution (89) 40,

to develop European co-operation on migration, on the situation and
social integration of populations of migrant origin and refugees and
on community relations; ii.
to prepare the Conferences of European Ministers responsible for
Migration Affairs and ensure the follow-up to them, having regard to
the relevant decisions of the Committee of Ministers; iii.
having regard to the Secretary General's co-ordinating role, to
co-operate with other steering committees or ad hoc committees,
notably CAHAR as regards matters of
common interest, in the implementation of projects involving several
fields of activity. 5.
Membership of the committee: a. The governments of
all member States are entitled to appoint members with the following
desirable qualifications: senior national officials with policy-making
responsibilities in the field of international migration, the
situation of migrants and community relations. The Council of
Europe's budget bears travelling and subsistence expenses for one
expert per member State (two in the case of the State whose expert has
been elected Chairman). b. The Parliamentary Assembly may send a representative to the meetings of the
committee. c. The CAHAR may send
a representative to the meetings of the Committee. d.
The
Congress of Local and Regional Authorities of Europe may be
represented at the meetings of the committee.(2) e.
The
Council and Commission of the European Union may send a
representative, without the right to vote or defrayal of expenses, to
meetings of the committee. f. The following observers with the Council of Europe
may send a representative without the right to vote or defrayal of

the Committee may send representatives, without the right to vote or
