The Deputies
1. instructed the Secretariat to prepare a draft interim resolution under Article 46 § 3 of the Convention stating that the Committee of Ministers considers that the supervision of the execution of the final judgment of the Court in this case is hindered by a problem of interpretation of the judgment, and referring the matter to the Court for a ruling on the question of the interpretation of paragraph 63 of the Cyprus v. Turkey (just satisfaction) judgment of 12 May 2014, for consideration by the Committee at their June 2027 meeting (DH);
2. deplored the absence of response to Interim Resolutions CM/ResDH(2021)201 and CM/ResDH(2026)36 concerning the payment of the just satisfaction awarded by the European Court in the judgment Cyprus v. Turkey of 12 May 2014 and urged Türkiye to pay the sums awarded, together with the default interest accrued, without further delay.
