SPECIAL ADJUSTMENTS AT 1 OCTOBER 2025 FOR TÜRKIYE

CCR Report (357^th Report)

1.            Introduction

1.1          In Türkiye, the increase since 1 June 2025 in the official cost-of-living index, measured by the Harmonised Index of Consumer Prices (HICP), has exceeded the threshold of 7% for three consecutive months: September 2025 (7.5%), October 2025 (10.3%) and November 2025 (11.2%), rising from the HICP value of 1,201.39 to 1,291.88, 1,325.08 and 1,336.38, respectively.

2.            Results of the application of the procedures

2.1          Each time the threshold of 7% is exceeded over three consecutive months, within a reference period of 1 July of a given year to 1 July of the following year or further to a previous special adjustment, special adjustments shall be recommended to Governing bodies. In particular:

a)         Article 8 of the salary adjustment method for staff of the Co-ordinated Organisations, as recommended by the 348^th Report by the Co-ordinating Committee on Remuneration (CCR) [CCR/R(2024)8[2]], foresees a notification to the CCR by the ISRP and to the Co-ordinated Organisations by the CCR Chair that the conditions for a special adjustment of salaries are met;

b)         Article 6 of the method of adjustment for the allowances/supplements expressed in absolute value, as recommended by the 242^nd and the 305^th CCR Reports [CCR/R(2016)5 and CCR/R(2022)23/COR[3]] and amended by the 355^th CCR Report [CCR/R(2025)6[4]], foresees a similar procedure for a special adjustment of the allowances/supplements expressed in absolute value;

c)         Article 8 of the regulations governing the installation allowance, as recommended by the 229^th Report by CCR [CCR/R(2014)4[5]] and amended by the 355^th CCR Report [CCR/R(2025)6], foresees a similar procedure for special adjustments of the ceilings of the installation allowance.

2.2          The recommended special adjustments shall be equivalent to the threshold, id est 7%, and shall take effect the month following the first month when the threshold is exceeded, which took place in September 2025.

3.            Conclusions

Position of the CRSG

3.1          The CRSG welcomes the application of the relevant provisions (Article 8 of the 348^th Report on the special adjustment of salaries; Article 6 of the 242^nd and the 305^th Reports on the special adjustment of the allowances/supplements expressed in absolute value and Article 8 of the 229^th Report on the special adjustment of the ceilings of the installation allowance, as amended by the 355^th Report) at 1 October 2025 for Türkiye.

3.2          The CRP notes the application of the relevant provisions (Article 8 of the 348^th Report on the special adjustment of salaries; Article 6 of the 242^nd and the 305^th Reports on the special adjustment of the allowances/supplements expressed in absolute value and Article 8 of the 229^th Report on the special adjustment of the ceilings of the installation allowance, as amended by the 355^th Report) at 1 October 2025 for Türkiye.

4.            Recommendations

The Co-ordinating Committee on Remuneration recommends Governing bodies to decide that, as a special adjustment and with effect from 1 October 2025:

a)         the salaries be increased by 7% for Türkiye; and to note that, in accordance with the interpretation given to paragraph 3 of the 34^th Report by the CCG [CCG(65)5], the salaries of auxiliary staff serving in the Co‑ordinated Organisations, if applicable, will be adjusted in accordance with the provisions of this report;

b)         the monthly amounts for the allowances/supplements expressed in absolute value be increased by 7% for Türkiye;

c)         the ceilings of the installation allowance be increased by 7% for Türkiye.

AJUSTEMENTS EXCEPTIONNELS AU 1^ER OCTOBRE 2025 POUR LA TÜRKIYE

1.            Introduction

1.1          En Türkiye, la hausse depuis le 1^er juin 2025 de l’indice officiel du coût de la vie, mesuré par l’indice des prix à la consommation harmonisé (IPCH), a dépassé le seuil de 7 % pendant trois mois consécutifs : septembre 2025 (7,5 %), octobre 2025 (10,3 %) et novembre 2025 (11,2 %), passant de la valeur de l’IPCH de 1201,39 à 1 291,88, 1 325,08 et 1 336,38, respectivement.

2.            Résultats de l’application de la procédure

2.1          Chaque fois que le seuil de 7 % est dépassé pendant trois mois consécutifs, dans une période de référence donnée allant du 1^er juillet d’une année au 1^er juillet de l’année suivante ou à la suite d’un précédent ajustement exceptionnel, des ajustements exceptionnels sont recommandés aux Organes directeurs. En particulier :

a)         L'article 8 de la méthode d'ajustement des salaires du personnel des Organisations coordonnées, telle que recommandée par le 348^e Rapport du Comité de coordination sur les rémunérations (CCR) [CCR/R(2024)8[6]], prévoit une notification au CCR par le SIRP et aux Organisations coordonnées par le président du CCR que les conditions pour un ajustement spécial des salaires sont remplies ;

b)         L'article 6 de la méthode d'ajustement des allocations/suppléments exprimés en valeur absolue, telle que recommandée par les 242^e et 305^e Rapports du CCR [CCR/R(2016)5 et CCR/R(2022)23/COR[7]] et amendée par le 355^e Rapport du CCR [CCR/R(2025)6[8]], prévoit une procédure similaire pour l’ajustement spécial des allocations/suppléments exprimés en valeur absolue ;

c)         L'article 8 du règlement relatif à l'indemnité d'installation, tel que recommandé par le 229^e Rapport du CCR [CCR/R(2014)4[9]] et amendée par le 355^e Rapport du CCR [CCR/R(2025)6], prévoit une procédure similaire pour les ajustements spéciaux des plafonds de l'indemnité d'installation.

2.2          Les ajustements spéciaux recommandés sont équivalents au seuil, id est 7 %, et prennent effet le mois suivant le premier mois où le seuil est dépassé, intervenu en septembre 2025.

3.            Conclusions

3.1.         Le CRSG accueille avec satisfaction l’application des dispositions pertinentes (article 8 du 348^e Rapport sur l'ajustement spécial des salaires ; article 6 du 242^e et 305^e Rapports sur l'ajustement spécial des allocations/suppléments exprimés en valeur absolue et l’article 8 du 229^e Rapport sur l'ajustement spécial des plafonds de l’indemnité d’installation, tels qu’amendés par le 355^e Rapport) au 1^er octobre 2025 pour la Türkiye.

3.2.         Le CRP prend note de l’application des dispositions pertinentes (article 8 du 348^e Rapport sur l'ajustement spécial des salaires ; article 6 du 242^e et 305^e Rapports sur l'ajustement spécial des allocations/suppléments exprimés en valeur absolue et l’article 8 du 229^e Rapport sur l'ajustement spécial des plafonds de l’indemnité d’installation, tels qu’amendés par le 355^e Rapport) au 1^er octobre 2025 pour la Türkiye.

4.            Recommandations

Le Comité de coordination sur les rémunérations recommande aux Organes directeurs de décider que, à titre d'ajustement spécial et avec effet au 1^er octobre 2025 :

a)         les salaires soient augmentés de 7 % pour la Türkiye ; et de noter que, conformément à l’interprétation qui a été donnée au paragraphe 3 du 34^e Rapport du CCG [CCG(65)5], les salaires du personnel auxiliaire servant dans les Organisations coordonnées, le cas échéant, seront ajustés conformément aux dispositions du présent rapport ;

b)         les montants mensuels des allocations/suppléments exprimés en valeur absolue soient augmentés de 7 % pour la Türkiye ;

c)         les plafonds de l’indemnité d’installation soient augmentés de 7 % pour la Türkiye.
