Abridged report of the 15th plenary meeting (Strasbourg, 19-21 November 2025)

Opening of the meeting and adoption of the agenda

The Council of Europe Committee on Counter-Terrorism (CDCT) held its 15th plenary meeting on 19‑21 November 2025, under the presidency of Mr Nicola PIACENTE (Italy).

List of items for decision by the Committee of Ministers

-               The CDCT approved the draft Recommendation on countering terrorism, violent extremism and the underlying radicalisation on the internet and the draft Guidelines on support services and other measures for victims of terrorism and will submit them to the Committee of Ministers for adoption once legal and editorial checks have been completed.

List of items for information of the Committee of Ministers

The CDCT:

-               took note of progress on implementation of the Council of Europe Counter-Terrorism Strategy (2023 – 2027), initiated Activity 1.6 “Drafting of an instrument on measures to enhance the prevention of trafficking of and illicitly acquiring firearms, including small arms, and explosives by terrorist and violent extremist groups”, Activity 2.6 “Providing guidance on the use of e-evidence and open-source information in criminal proceedings for terrorist offences”, Activity 2.7 “Analysis of the status and developments regarding foreign terrorist fighters” and Activity 3.3 “Preparation of a model Strategy on the whole-of-society approach to disengagement and social reintegration”, with the deadline of the end of 2026 or beginning of 2027, and postponed Activity 1.8 “Revise or supplement terrorist offences under the Convention on the Prevention of Terrorism (CETS 196) and its Additional Protocol (CETS 217) to cover the changed terrorist modus operandi” to the next Counter-Terrorism Strategy;

-               held an exchange of views with the expert, Professor Paul GILL (University College London), on the findings of the Report on drivers of violent extremism into terrorism (Activity 1.1 of the Strategy) and approved the Report;

-               held an exchange of views with the President of the CDCT-RAD Working Group, in charge of producing the draft Recommendation on countering terrorism, violent extremism and the underlying radicalisation process on the internet (Activity 1.2 of the Strategy), Ms Ileana VIŞOIU (Romania), and the expert, Mr David WELLS, on the the drafting process and the substantive aspects of the draft Recommendation and approved it;


-               took note of the information provided by the co-Presidents of the CDCT-IHL Working Group, tasked with preparing the draft Recommendation on prosecuting terrorist offences, serious violations of international humanitarian law and other core international crimes committed in the context of a non‑international armed conflict (Activity 2.4 of the Strategy), Mr Nicola Piacente and Ms Päivi KAIRAMO (Finland), regarding the results of the second meeting held in Paris on 23-24 September 2025;

-               took note of the draft concept note and the information provided by the Secretariat on the preparation of the draft Recommendation on non-criminal law measures that may be applied against violent extremist groups and networks whose activities are conducive to terrorism (Activity 1.3 of the Strategy);

-               took note of the information provided by the Secretariat concerning the status and activities of the Network of Single Contact Points for the exchange of procedural information regarding the legal standing of victims of terrorism and the 24/7 Network of Contact Points on foreign terrorist fighters;

-               took note of the information provided by the President of the Consultation of the Parties (CoP) to the Convention on the Prevention of Terrorism (CETS No. 196) and its Additional Protocol (CETS No. 217), Ms Ileana VIŞOIU, on the outcomes of the 10th meeting of the CoP;

-               took note of the presentation by Mr Piotr KOSIERADZKI (Poland) of the updated Polish country profile and examined and adopted this country profile; and

-               elected Ms Ileana Vişoiu as President of the CDCT, Mr Nicola Piacente as Vice-President of the CDCT and Mr Marc RUPERD (France), Ms Anja SCHÜLLER (Germany) and Ms Dalma HEGEDŰS

(Hungary) as members of the CDCT Bureau, with a mandate starting from 1 January 2026.
