1.         recalled that in this case the European Court found a violation of Article 14 of the Convention taken in conjunction with Article 8 on account of discriminatory denial to the applicants as a same-sex couple of any form of legal recognition and protection in Ukraine;

As regards individual measures

2.         noted that the individual measures required to bring the violation found by the Court to an end are linked to the adoption of the general measures and the introduction of a legal framework for adequate recognition and protection of same-sex couples;

As regards general measures

3.         noted with interest the Draft Law No. 9103 aiming to provide legal recognition and protection for same-sex couples and other draft legislation complementing its provisions; underlined the importance of the prompt adoption of the relevant legislation and invited the authorities to establish a clear timeline for the legislative process ahead;

4.         encouraged the authorities to make use of the cooperation activities and expertise available through the Council of Europe while working on the adoption of the necessary measures to implement the present judgment;

5.         invited the authorities to present updated information on the progress achieved by 1 October 2025.
