11.8 Pension Reserve Fund – Nomination to the Management Board

Call for candidacy

To adopt the draft decision below.

1.         The Management Board of the Pension Reserve Fund is currently composed of the following members:[2]

a)         four specialists with expertise in the management of investment funds nominated by the Committee of Ministers on the proposal of member States:

- Mr Karol Czarnecki, upon the proposal of Poland, for a term of office of 3 years

(14 April 2021 – 10 September 2024);

- Mr Mehmet Akif Eroğlu, upon the proposal of Türkiye, for a term of office of 3 years,

(24 October 2023 – 23 May 2025) (resigned);

- Mr George Pumffrey, upon the proposal of the United Kingdom, for a term of office of 3 years
(1 June 2023 – 30 May 2026);

- Mr Patrick Uelfeti, upon the proposal of Switzerland, for a term of office of 3 years
(22 November 2023 – 21 November 2026);

b)         one person nominated by the Committee of Ministers on the proposal of the Secretary General:

- Ms Alison Sidebottom, for a term of office of 3 years

(24 May 2021 – 23 May 2024); and

c)         one person nominated by the Committee of Ministers on the proposal of the Staff Committee:

- Mr Yannick Troadec, for a term of office of 3 years
(24 May 2022 – 23 May 2025).

2.         Mr Eroğlu, nominated on the proposal of Türkiye, informed the Secretariat of the Fund orally of his resignation from his position with immediate effect and has failed to participate in three consecutive meetings or written procedures. As a result, in application of Article 5 §3 of the Statute of the Pension Reserve Fund (cf. Resolution Res(2006)1-consolidated), Mr Eroğlu may be replaced by the Committee of Ministers.

3.         In addition, the mandate of Mr Czarnecki, nominated on the proposal of Poland, will come to an end on 10 September 2024.


4.         In light of the above, the Deputies are invited to open the call for candidacy for two members of the Management Board as two of the four specialists nominated by the Committee of Ministers on the proposal of member States.

Financing assured: YES

DRAFT DECISION

The Deputies invited member States to submit, by 8 April 2024 at noon, candidatures of specialists with expertise in the management of investment funds for the nomination of two members of the Management Board in accordance with Article 5, paragraph 1.a of Resolution Res(2006)1, for a term of appointment of three years beginning on the date of appointment and 9 September 2024, respectively.


Appendix: Information on the call for candidatures[3] for nomination to the Management Board of the Council of Europe Pension Reserve Fund

Function: [2] members of the Management Board of the Council of Europe Pension Reserve Fund.

Required qualifications: specialist with expertise in the management of investment funds (Article 5 of Resolution Res(2006)1-consolidated on the Statute of the Pension Reserve Fund of the Council of Europe).

Term of office: a three-year term of office from the date of appointment and 9 September 2024 respectively and renewal possible (Article 5 of Resolution Res(2006)1-consolidated on the Statute of the Pension Reserve Fund of the Council of Europe).

Allowances: Members of the Management Board are reimbursed travel and subsistence costs in accordance with Council of Europe rules for the reimbursement of travel and subsistence expenses of government experts; they receive no remuneration (Articles 5 and 7 of Resolution Res(2006)1-consolidated on the Statute of the Pension Reserve Fund of the Council of Europe). The daily subsistence allowance has been set for each meeting day at €186 for 2024 (50% for hotel accommodation, 15% for each main meal and 20% for miscellaneous expenses). Travel expenses are reimbursed under certain conditions.

Department/authority responsible for receiving candidatures: the Secretariat of the Committee of Ministers of the Council of Europe.

Deadline for receipt of candidatures: Candidatures must reach the Secretariat of the Committee of Ministers by 8 April 2024 at noon (Central European Time: CET) at the latest.

Gender balance: Recommendation Rec(81)6 on the participation of women and men in an equitable proportion in committees and other bodies set up in the Council of Europe should be borne in mind when submitting candidates.

The admissibility deadline for candidatures for posts or functions open to all member States or to several of them to be filled by means of elections in the Committee of Ministers must be strictly complied with.

The deadline is deemed to have been met if the date on which the candidature was received at the Council of Europe, as attested by the stamp of the responsible department, is at the latest on the date of the stipulated deadline.

The candidature may also reach the Council of Europe by electronic mail to the Secretariat of the Committee of Ministers ([email protected]). In this case, the date of the electronic mail will constitute a sufficient indication of compliance with the deadline. The Secretariat will provide the sender with an electronic receipt for the mail concerned. However, the original of the letter of candidature will have to reach the Council of Europe as soon as possible, and, at all events, prior to the holding of the election.

Any member State is at liberty to replace a candidature already submitted with another, prior to expiry of the deadline.

Nevertheless, the Committee of Ministers may decide, by a majority as provided by Article 20 (b) of the Statute, to prolong the deadline for receipt of candidatures in the case where a member State wishes to replace a candidature which has reached the Council of Europe by the stipulated deadline with another candidature after expiry of the deadline, provided that the State in question can put forward objective reasons for forgoing the initial candidature (death, illness, change to another function incompatible with the duties of the function concerned … ). The prolongation of the deadline would apply to all member States invited to submit candidatures.
