Opening of the 35th Session by a Vice-President of the Chamber Breda PECAN, Vice-President of the Chamber, declared the 35th Session of the Chamber of Local Authorities open at 14.12. |

Election of the President of the Chamber The Vice-president informed the Chamber that the Executive Secretary of the Chamber had received the name of only one candidate for the office of President of the Chamber, that of Xavier CADORET, France (SOC) and this candidature complied with rule 14.3 of the Rules and Procedures of the Congress. Xavier CADORET addressed the Congress. Following the vote, Ms PECAN announced the election of Xavier CADORET as President in accordance with Rule 15.3 of the Rules of Procedure: For: 87 Against: 3 Abstentions: 2 Xavier CADORET, President of the Chamber, took the Chair at 14.17 |

Adoption of the draft agenda of the Chamber The draft agenda of the Chamber, contained in Document CPL35(2018)OJ, was adopted. |

Election of the 7 Vice-Presidents of the Chamber The President informed the Chamber that the Executive Secretary of the Chamber received the names of seven candidates for the seven posts of Vice-President in accordance with Rule 14.4 of the Rules of Procedure. The candidates were, in alphabetical order: Michalis ANGELOPOULOS, Greece (EPP/CCE) Liisa ANSALA, Finland (ILDG) Gaye DOGANOGLU, Turkey ( EPP/CCE) Clemens LAMMERSKITTEN, Germany (EPP) Cristina MORENO MORENO, Spain, (SOC) Barbara TOCE, Italy (SOC) John WARMISHAM, United Kingdom (SOC) The President invited the candidates to address the Chamber. The candidates, except Cristina MORENO MORENO, addressed the Chamber. The President reminded members of the rules relating to the election of Vice-Presidents. Majlinda BUFI, Albania (SOC) and Wilma DELISSEN VAN TONGERLO, Netherlands (ILDG) were appointed as tellers by drawing of lots. The President declared the vote open and invited the members of the Chamber to cast their ballot. |

Statement of the outgoing President of the Chamber Anders KNAPE, the outgoing President, presented his statement contained in Document CPL35(2018)01. Piero FASSINO Italy(SOC) intervened. |

Local democracy in Lithuania The rapporteur, Sigurdur Bjorn BLONDAL, Iceland (R, ILDG), on behalf of the Monitoring Committee, presented Document [CPL35(2018)02]. The debate was opened. Speakers: Kateryna MARCHENKO, Ukraine (SOC); Gintautas GEGUZINSKAS, Lithuania (EPP/CCE); Tomas MARTINAITIS, Lithuania (Youth Delegate); Brigitte VAN DEN BERG, Netherlands (ILDG) and Jakob WIENEN, Netherlands (EPP/CCE). The rapporteur, Sigurdur Bjorn BLONDAL, replied to the debate. The Chair of the Monitoring Committee, Leendert VERBEEK, Netherlands (SOC), replied to the debate. The debate was closed. The Chamber proceeded to vote on the draft recommendation contained in Document CPL35(2018)02. The draft recommendation was adopted. The President welcomed Darius URBONAS, Vice-Minister, Ministry of the Interior, Lithuania, and invited him to address the Chamber. Darius URBONAS made a statement to the Congress and answered oral questions from the following members: Liisa ANSALA, Finland (ILDG) and Henrik HAMMAR, Sweden (EPP/CCE). |

Local democracy in Slovenia The rapporteur, Gaye DOGANOGLU, Turkey (EPP/CCE), on behalf of the Monitoring Committee, presented Document [CPL35(2018)03]. The debate was opened. Speakers: Bernardka KRNC, Slovenia (ILDG); Zdenek BROZ, Czech Republic (ECR); Rosaleen O'GRADY, Ireland (ILDG); and Samantha BERGA, Latvia (Youth Delegate). The rapporteur, Gaye DOGANOGLU, replied to the debate. The debate was closed. The Chamber proceeded to vote on the draft recommendation contained in Document CPL35(2018)03. The draft recommendation was adopted. |

Information report on the municipal elections in the Netherlands (21 March 2018) The rapporteur, Stewart DICKSON, United Kingdom (R, ILDG), on behalf of the Monitoring Committee on the Information report on the municipal elections in Netherlands on 21 March 2017, presented Document [CPL35(2018)04]. The debate was opened. Speakers: Rafet VERGILI, Turkey (ECR); Peter JOHN, United Kingdom (SOC); Larissa KENNEDY, United Kingdom (Youth Delegate) and Lucia KROON, Netherlands (EPP/CCE). Result of the ballot for the election of the Vice-Presidents of the Chamber The President informed the Chamber of the result of the ballot for the election of the seven vice-presidents. Members voting: 123 Blank or spoilt ballots: 7 Valid votes cast: 116 The President declared that seven Members had duly been elected as Vice-Presidents, and listed them in the following order according to the number of votes that each had received, which determined their precedence: - Barbara TOCE, Italy (SOC) - Liisa ANSALA, Finland (ILDG) - John WARMISHAM, United Kingdom (SOC) - Michalis ANGELOPOULOS, Greece (EPP/CCE) - Clemens LAMMERSKITTEN, Germany (EPP/CCE) - Cristina MORENO MORENO, Spain, (SOC) - Gaye DOGANOGLU, Turkey ( EPP/CCE) The President congratulated the seven vice-presidents. |

Mayors under pressure The President welcomed the following speakers and invited them to make a statement: Jean-Yves CAMUS, Special Advisor to the Delegate General for International Relations, City of Paris, France; Andrzej PORAWSKI, Executive Director, Association of Polish Cities, Poland; and Nebojsa ZELENOVIĆ, Mayor of Šabac, Serbia. The debate was opened.
