SPECIAL ADJUSTMENT OF SALARIES AT 1 OCTOBER 2018 FOR TURKEY

260^th Report

1.            Introduction

1.1          Article 7 of the 244^th Report by the Co-ordinating Committee on Remuneration (CCR) relating to the remuneration adjustment method for staff of the Co-ordinated Organisations [CCR/R(2016)7[2]] stipulates that the CCR shall send to Governing bodies of the Co-ordinated Organisations a recommendation providing for a special adjustment of salaries when the relevant consumer price index in a country shows an increase of more than 7% over three consecutive months since the beginning of the reference period of 1 July of a given year to 1 July of the following year.

1.2          Each time the threshold of 7% is exceeded, the special adjustment shall be equivalent to the threshold, i.e. 7%, and shall take effect the month following the first month when the threshold is exceeded.

2.            Results of the application of the procedure

2.1          In Turkey, the increase in the official cost-of-living index, measured for the purposes of the 244^th Report by the Harmonised Index of Consumer Prices (HICP), since 1 July 2018 has passed the threshold of 7% for three consecutive months: September 2018 (9.3%), October 2018 (12.3%) and November 2018 (10.6%), rising from the HICP value of 136.99 to 149.79, 153.79 and 151.57, respectively. The resulting special adjustment equals the amount of the threshold, which is 7%.

2.2          Therefore, the CCR recommends to Governing bodies that the salaries for all categories of staff in Turkey be adjusted by 7% with effect from 1 October 2018.

3.            Conclusions

3.1       Position of the CRSG

The CRSG welcomes the application of Article 7 of the 244^th Report on the special adjustment of remuneration at 1 October 2018 in Turkey.

3.2       Position of the CRP

The CRP notes the 7% increase in salaries for Turkey in the form of a special adjustment, with effect from 1 October 2018, pursuant to Article 7 of the 244^th Report by the Co-ordinating Committee on Remuneration (CCR). However, the CRP has general reservations about the application of Article 7.3 of the said Report, in particular the start date for the new measurement of the 7% threshold in the event that a special adjustment has already been granted within the reference period in question.

4.            Recommendation

The Co-ordinating Committee on Remuneration recommends Governing bodies:

a)         to decide that, as a special adjustment, the salaries, as adjusted at 1 March 2018, be increased by 7% for Turkey with effect from 1 October 2018;

b)         to note that salaries, as adjusted at 1 January 2019, shall be increased by 7% for Turkey;

c)         to note that, in pursuance of Article 36 of the 132^nd Report by the CCR [CCR/R(2001)10[3]], pensions paid under the Co-ordinated Scheme shall be adjusted in the same proportions and at the same date as the salary of staff in relation to which they are calculated;

d)         to note that, in accordance with the interpretation given to paragraph 3 of the 34^th Report by the CCG [CCG(65)5], the salaries of auxiliary staff serving in the Co‑ordinated Organisations, if applicable, will be adjusted in accordance with the provisions of this Report.

AJUSTEMENT EXCEPTIONNEL DES SALAIRES AU 1^er OCTOBRE 2018 POUR LA TURQUIE

260^e Rapport

1.            Introduction

1.1          L’article 7 du 244^e Rapport du Comité de coordination sur les rémunérations (CCR) relatif à la méthode d’ajustement des rémunérations des Organisations coordonnées [CCR/R(2016)7[4]] prévoit que le CCR adresse aux Organes directeurs des Organisations coordonnées une recommandation prévoyant un ajustement exceptionnel des salaires lorsque, dans un pays, l’indice des prix à la consommation pertinent fait apparaître une hausse supérieure à 7 % pendant trois mois consécutifs depuis le début d’une période de référence donnée allant du 1^er juillet d’une année au 1^er juillet de l’année suivante.

1.2          Chaque fois que le seuil de 7 % est dépassé, l’ajustement exceptionnel octroyé est égal au seuil, soit 7 %, et prend effet le mois suivant le premier mois au cours duquel le seuil est dépassé.

2.            Résultats de l’application de la procédure

2.1          En Turquie, la hausse de l’indice officiel du coût de la vie, mesuré pour les besoins du 244^e Rapport par l’indice des prix à la consommation harmonisé (IPCH), a depuis le 1^er juillet 2018 dépassé le seuil de 7 % pendant trois mois consécutifs : septembre 2018 (9,3 %), octobre 2018 (12,3 %) et novembre 2018 (10,6 %), passant de la valeur de l’IPCH de 136,99 à 149,79, 153,79 et 151,57, respectivement. L’ajustement exceptionnel qui en résulte est égal au montant du seuil, soit 7 %.

2.2          Le CCR recommande par conséquent aux Organes directeurs que les salaires de toutes les catégories de personnel en poste en Turquie soient ajustés de 7 % au 1^er octobre 2018.

3.            Conclusions

3.1       Position du CRSG

Le CRSG accueille avec satisfaction l’application de l’Article 7 du 244^e Rapport sur l’ajustement exceptionnel des salaires au 1^er octobre 2018 pour la Turquie.

3.2       Position du CRP

Le CRP prend note de l’augmentation des salaires de 7 % pour la Turquie à titre d’ajustement exceptionnel, avec effet au 1^er octobre 2018, conformément à l’Article 7 du 244^e Rapport du Comité de coordination sur les rémunérations (CCR). Cependant, le CRP émet des réserves d’ordre général quant à l’application de l’article 7.3 dudit Rapport, en particulier la date qui est prise en compte pour le démarrage de la nouvelle mesure du seuil de 7 % dans l’hypothèse où un ajustement exceptionnel a déjà été accordé pendant la période de référence concernée.

4.         Recommandation

Le Comité de coordination sur les rémunérations recommande aux Organes directeurs :

a)         de décider que, à titre d’ajustement exceptionnel, les salaires, tels qu’ajustés au 1^er mars 2018, soient augmentés de 7 % pour la Turquie, avec effet au 1^eroctobre 2018 ;

b)         de noter que les salaires, tels qu’ajustés au 1^er janvier 2019, seront augmentés de 7 % pour la Turquie ;

c)         de noter, qu'en application de l'article 36 du 132^e Rapport du CCR [CCR/R(2001)10[5]], les pensions servies au titre du Régime coordonné seront ajustées dans les mêmes proportions et à la même date que les salaires des agents par rapport auxquels elles sont calculées ;

d)         de noter que, conformément à l’interprétation qui a été donnée au paragraphe 3 du 34^e Rapport du CCG [CCG(65)5], les salaires du personnel auxiliaire servant dans les Organisations coordonnées, le cas échéant, seront ajustés conformément aux dispositions du présent Rapport.
