e. Special adjustments at 1 March 2023 for Türkiye – 327th report

Item to be considered by the GR-PBA at its meeting on 16 June 2023

 

1.         Introduction

1.1       In Türkiye, the increase since 1December 2022 in the official cost-of-living index, measured by the Harmonised Index of Consumer Prices (HICP), has exceeded the threshold of 7% for three consecutive months: February 2023 (10.0%), March 2023 (12.6%) and April 2023 (15.3%), rising from the HICP value of 432.46 to 475.88, 486.83 and 498.51, respectively.

2.         Results of the application of the procedures

2.1       Each time the threshold of 7% is exceeded over three consecutive months, within a reference period of 1 July of a given year to 1 July of the following year or further to a previous special adjustment, special adjustments shall be recommended to Governing bodies. In particular:

a)      Article 8 of the salary adjustment method for staff of the Co-ordinated Organisations, as recommended by the 280th Report by the Co-ordinating Committee on Remuneration (CCR) [CCR/R(2021)4[2]], stipulates that the CCR shall send to Governing bodies of the Co-ordinated Organisations a recommendation providing for a special adjustment of salaries;

b)      Article 6 of the method of adjustment for the allowances/supplements expressed in absolute value, as recommended by the 242nd and the 305th CCR Reports [CCR/R(2016)5 and CCR/R(2022)23/COR[3]], stipulates that the CCR shall send to the Governing bodies of the Co‑ordinated Organisations a recommendation providing for a special adjustment of the allowances/supplements expressed in absolute value;

c)      Article 8 of the regulations governing the installation allowance, as recommended by the 229th Report by CCR [CCR/R(2014)4[4]], stipulates that the provisions set out in Article 7 of the remuneration adjustment method resulting from the 211st Report and any subsequent revision of these provisions, id est the 280th Report [CCR/R(2021)4], shall be applied mutatis mutandis for the calculation of special adjustments of the ceilings of the installation allowance.

2.2          These adjustments shall be equivalent to the threshold, id est 7%, and shall take effect the month following the first month when the threshold is exceeded.

3.         Conclusions

Position of the CRSG

3.1       The CRSG welcomes the application of the relevant provisions (Article 8 of the 280th Report on the special adjustment of salaries, Article 6 of the 242nd Report on the special adjustment of the allowances/supplements expressed in absolute value and Article 8 of the 229th Report on the special adjustment of the ceilings of the installation allowance) at 1 March 2023 for Türkiye.

3.2    The CRP notes the application of the relevant provisions (Article 8 of the 280th Report on the special adjustment of salaries, Article 6 of the 242nd Report on the special adjustment of the allowances/supplements expressed in absolute value and Article 8 of the 229th Report on the special adjustment of the ceilings of the installation allowance) at 1 March 2023 for Türkiye.

4.         Recommendations

The Co-ordinating Committee on Remuneration recommends Governing Bodies to decide that, as a special adjustment and with effect from 1 March 2023:

a)      the salaries be increased by 7% for Türkiye; and to note that, in accordance with the interpretation given to paragraph 3 of the 34th Report by the CCG [CCG(65)5], the salaries of auxiliary staff serving in the Co‑ordinated Organisations, if applicable, will be adjusted in accordance with the provisions of this report;

b)      the monthly amounts for the allowances/supplements expressed in absolute value be increased by 7% for Türkiye;

a)     the ceilings of the installation allowance be increased by 7% for Türkiye.
