10.2 Council of Europe Committee on Counter-Terrorism (CDCT)

a. Abridged report of the 7th plenary meeting (Strasbourg, 22-24 November 2021)

Opening of the meeting and adoption of the agenda

The Council of Europe Committee on Counter-Terrorism (CDCT) held its 7th plenary meeting in hybrid format on 22-24 November 2021, chaired by Ms Ileana VIŞOIU (Romania).

The agenda of the meeting is contained in Appendix 1. The full report of the meeting outlining the decisions taken is available here.

List of items for decision by the Committee of Ministers

The CDCT:

-               approved the draft Recommendation on risk assessment of individuals indicted or convicted for terrorist offences, and the draft Explanatory Memorandum thereto (see documents CM(2022)27-add1 and CM(2022)27-add2), and submitted the draft Recommendation to the Committee of Ministers for adoption.

The CDCT:

-               welcomed the ratification of the Additional Protocol to the Convention on the Prevention of Terrorism (CETS No. 217) by the Netherlands and information provided by the delegation of Finland, which announced that the Government of Finland is preparing a bill to submit to Parliament for the ratification of the Additional Protocol to the Council of Europe Convention on the Prevention of Terrorism (CETS No. 217);

-               took note of the adoption of the CDCT terms of reference by the Committee of Ministers;

-               held an exchange of views on the current status of implementation of the Council of Europe Counter-Terrorism Strategy (2018 - 2022), noting the progress made in this regard; approved initiation of remaining activities: 1.1 (preventing and countering terrorist public provocation, propaganda, radicalisation, recruitment and training); 1.2 (preventing and countering terrorist public provocation, propaganda, radicalisation, recruitment and training on the internet); and 2.2 (gathering of e-evidence), while deciding to propose to the Committee of Ministers discontinuation of activity 2.4 (mutual legal assistance in criminal matters, extradition and the use of joint investigative teams in relation to terrorism) due to an overwhelming number of efforts already implemented in this area by partner organisations and the technical assistance leg of the Council of Europe; 

-               decided to initiate work on the preparation of the new Council of Europe Counter-Terrorism Strategy;


-            held an exchange of views on the draft Report on emerging terrorist threats and progress made in this respect;

-            took note of the first steps taken towards producing a Compilation of best practices with regard to deradicalisation, disengagement and social reintegration (activity 3.1 of the Counter-Terrorism Strategy), and the review of the Council of Europe financing of terrorism standards (activity 1.5 of the Counter-Terrorism Strategy);

-            considered information provided regarding the organisation of the International Conference on the Roles of Women and Children in Terrorism, held on 15 – 16 December 2021, and the event on Law enforcement and emergency services responses during and in the immediate aftermath of terrorist attacks, tentatively scheduled for the first quarter of 2022;

-            examined the preliminary findings regarding country capacities to address bioterrorist attacks and instructed the Secretariat to produce a more detailed report based on the information provided by CDCT members;

-            decided to continue the stay of work on the production of a definition of terrorism due to continuing inability to hold meetings fully in person;

-            held an exchange of views on latest developments and possible synergies with Assistant Secretary General Michèle CONINSX, Executive Director of the United Nations Counter-Terrorism Committee Executive Directorate (UN CTED) and Mr Anton AREFIEV, Deputy Head of Department of the Commonwealth of Independent States (CIS) Anti-Terrorism Center (CIS ATC);

-            elected:

Ms Päivi KAIRAMO (Finland) as Chair of the CDCT

Mr Nicola PIACENTE (Italy) as Vice-Chair of the CDCT

Mr Pascal-Hervé BOGDAÑSKI (Switzerland) as Member of the Bureau

Ms Ileana VIŞOIU (Romania) as Member of the Bureau

and renewed the mandates of the Members of the Bureau Mr Mario JANEČEK (Bosnia and Herzegovina) and Mr Georgy MIKHNO (Russian Federation);    

-               examined the status and activities of the Network of Contact Points for the exchange of procedural information regarding the legal standing of victims of terrorism and the 24/7 Network of Contact Points on foreign terrorist fighters.

Resource implications

The financing of the activities described in this report is assured.

Evaluation of completed activities

The CDCT expressed satisfaction with the continuing good work on the production of key legal instruments, namely the draft Recommendation on the risk assessment of individuals indicted or convicted for terrorist offences, and regretfully took note of the continuing impasse regarding the adoption of the draft Recommendation on the use of information collected in conflict zones as evidence in criminal proceedings for terrorism offences at the level of the Committee of Ministers.
