Action – Item proposed for adoption without debate To adopt the draft decisions below setting the deadline for submitting candidates to the Management Board of the Pension Reserve Fund at noon on 28 February 2022. |
1. The Management Board of the Pension Reserve Fund is currently composed of the following members:[2]
a) four specialists with expertise in the management of investment funds nominated by the Committee of Ministers on the proposal of member States:
- Mr Atilla Benli, upon the proposal of Turkey, for a term of office of 3 years,
(9 October 2019 – 23 May 2022 – a call for candidacy is currently ongoing);
- Mr Werner Schön, upon the proposal of Germany, for a term of office of 3 years
(10 February 2021 – 30 May 2023 – resigned as of 10 February 2022 with immediate effect);
- Mr Tørres Trovik, upon the proposal of Norway, for a term of office of 3 years
(22 November 2020 – 21 November 2023);
- Mr Karol Czarnecki, upon the proposal of Poland, for a term of office of 3 years
(14 April 2021 – 10 September 2024);
b) one person nominated by the Committee of Ministers on the proposal of the Secretary General:
- Ms Alison Sidebottom, for a term of office of 3 years
(24 May 2021 – 23 May 2024); and
c) one person nominated by the Committee of Ministers on the proposal of the Staff Committee:
- Mr Yannick Troadec, for a term of office of 3 years
(24 May 2019 – 23 May 2022 – a call for candidacy is currently ongoing).
2. Mr Schön, nominated on the proposal of Germany, resigned his position on 10 February 2022 with immediate effect. The Deputies are therefore invited to proceed to his replacement for the remainder of his mandate as one of the four specialists nominated by the Committee of Ministers on the proposal of member States. The other two upcoming vacancies highlighted above are already subject to an ongoing call for candidacy with a deadline set at 12 noon on 28 February 2022.[3]

DRAFT DECISION
The Deputies invited member States to submit, by noon on 28 February 2022, candidatures of specialists with expertise in the management of investment funds for the nomination of one member of the Management Board of the Pension Reserve Fund in accordance with Article 5, paragraph 1.a of Resolution Res(2006)1, for a term of office beginning on the date of appointment until 30 May 2023.
Appendix: Information on the call for candidatures[4] for nomination to the Management Board of the Council of Europe Pension Reserve Fund
Function: [1] member of the Management Board of the Council of Europe Pension Reserve Fund.
Required qualifications: specialist with expertise in the management of investment funds (Article 5 of Resolution Res(2006)1-consolidated on the Statute of the Pension Reserve Fund of the Council of Europe).
Term of office: remainder of a three-year term until 30 May 2023 and may be renewed (Article 5 of Resolution Res(2006)1-consolidated on the Statute of the Pension Reserve Fund of the Council of Europe). The term of office shall begin on the date of appointment.
Allowances: Members of the Management Board are reimbursed travel and subsistence costs in accordance with Council of Europe rules for the reimbursement of travel and subsistence expenses of government experts; they receive no remuneration (Articles 5 and 7 of Resolution Res(2006)1-consolidated on the Statute of the Pension Reserve Fund of the Council of Europe). The daily subsistence allowance has been set for each meeting day at €175 for 2022 (50% for hotel accommodation, 15% for each main meal and 20% for miscellaneous expenses). Travel expenses are reimbursed under certain conditions.
Department/authority responsible for receiving candidatures: the Secretariat of the Committee of Ministers of the Council of Europe.
Deadline for receipt of candidatures: Candidatures must reach the Secretariat of the Committee of Ministers by 28 February 2022 at noon (Central European Time: CET) at the latest.
Gender balance: Recommendation Rec(81)6 on the participation of women and men in an equitable proportion in committees and other bodies set up in the Council of Europe should be borne in mind when submitting candidates.

The admissibility deadline for candidatures for posts or functions open to all member States or to several of them to be filled by means of elections in the Committee of Ministers must be strictly complied with.
The deadline is deemed to have been met if the date on which the candidature was received at the Council of Europe, as attested by the stamp of the responsible department, is at the latest on the date of the stipulated deadline.
The candidature may also reach the Council of Europe by electronic mail to the Secretariat of the Committee of Ministers ([email protected]). In this case, the date of the electronic mail will constitute a sufficient indication of compliance with the deadline. The Secretariat will provide the sender with an electronic receipt for the mail concerned. However, the original of the letter of candidature will have to reach the Council of Europe as soon as possible, and, at all events, prior to the holding of the election.
Any member State is at liberty to replace a candidature already submitted with another, prior to expiry of the deadline.
Nevertheless, the Committee of Ministers may decide, by a majority as provided by Article 20 (b) of the Statute, to prolong the deadline for receipt of candidatures in the case where a member State wishes to replace a candidature which has reached the Council of Europe by the stipulated deadline with another candidature after expiry of the deadline, provided that the State in question can put forward objective reasons for forgoing the initial candidature (death, illness, change to another function incompatible with the duties of the function concerned…). The prolongation of the deadline would apply to all member States invited to submit candidatures.
