Decisions

The Deputies, having regard to the Co‑ordinating Committee on Remuneration’s (CCR) recommendations with regard to the 2021 adjustment of remuneration for staff of the Council of Europe and the corresponding monthly basic salary scales as set out in document CM(2020)141, as well as to the severe international economic crisis arising from the COVID-19 pandemic, which has caused significant financial damage all over Europe,

1.         decided, in application of Article 6 – Affordability of the Rules on the remuneration adjustment method,[1] to award the annual salary adjustment recommended by the CCR only partially, amounting to 1.3% for staff in France and equivalent salary adjustments for other countries considering the national levels of inflation. The salary adjustment for the other duty stations will be: Austria 2.2%, Belgium 1.3%, Hungary 4%, Italy 0.7%, Luxembourg 0.7%, Portugal 1.3% and Turkey[2] 6.4%;

2.         noted that, in accordance with the interpretation given to paragraph 3 of the 34th report by the CCG (CCG(65)5) dated 25 October 1965, at its 77th session on 29 June 1966 (cf. CCG/M(66)6), the above decision will apply to salaries of temporary staff serving in the Council of Europe;

3.         noted that under the terms of Article 3 of Resolution CM/Res(2009)5 on the status and conditions of service of judges of the European Court of Human Rights and of the Commissioner for Human Rights, the above decision will apply to the annual remuneration of judges and of the Commissioner for Human Rights;

4.         approved, with effect at 1 January 2021, the amounts of allowances/supplements expressed in absolute value, set out in Annex to the 273rd report of the CCR (document CM(2020)142);

5.         adopted Resolution CM/Res(2020)50 on the revision of the tables appended to the Regulations governing staff salaries and allowances;

6.         adopted Resolution CM/Res(2020)51 on the remuneration of specially appointed officials;

7.         decided, in application of the remuneration adjustment method,[3] the part of the reference index for 2021 above the threshold of 102.0 would be delayed to the first day of 2022 for the determination of the remuneration adjustment of that year.
