Council of Europe – Mexico Joint Declaration on a Council of Europe-Mexico Strategic Partnership

The Council of Europe and Mexico,

-           Recalling the Committee of Ministers' Statutory Resolution (93)26 of 14 May 1993, on the Observer Status;

-           Having regard to Resolution 1203 (1999) of the Parliamentary Assembly of the Council of Europe granting Observer status to the Mexican Parliament;

-           Recalling the Committee of Ministers decision of 12 July 2006, [adopted at the 971st meeting of Ministers' Deputies, on the Invitation to Mexico as observer State to participate in the regular meetings of the Ministers' Deputies;

-           Recalling that Mexico is signatory to eight Council of Europe treaties opened to non-member States of the Council of Europe;

-           Having regard to Mexico's active membership in two Council of Europe Enlarged Partial Agreements, the Cooperation Group to Combat Drug Abuse and Illicit Trafficking in Drugs (Pompidou Group) and the European Commission for Democracy through Law (Venice Commission);

-           Having regard to Mexico's constructive participation in several Council of Europe intergovernmental committees, notably the Committee of Legal Advisers on Public International Law (CAHDI), the Ad hoc Committee on Artificial Intelligence (CAHAI) and European Committee on Crime Problems (CDPC);

-           Recognising Mexico's contribution to negotiations of relevant Council of Europe treaties;

-           Acknowledging the 70 years of work by the Council of Europe in setting the highest standards on human rights, democracy and the rule of law in Europe;

-           Recognising the contribution of the Council of Europe to the development of international law through the setting of higher global standards on human rights, democracy and the rule of law;

-           Further recognising that the Council of Europe and Mexico have strong historical and cultural links and share a set of fundamental values and common principles, including a commitment to multilateralism and to the promotion and protection of the highest standards in human rights, democracy and the rule of law;

-           Convinced of the necessity of increased dialogue and cooperation between the Council of Europe and non-member States in order to advance shared interests and values;


The Council of Europe and Mexico,

-           Agree to hold technical and political consultations regularly. High level delegations of the Council of Europe and Mexico shall meet on regular basis to exchange views on issues of common interest and discuss areas of cooperation on human rights, democracy and the rule of law;

-           Commit to intensify the collaboration between the Council of Europe and Mexico with a view to facilitating Mexico's ratification of relevant Council of Europe treaties, and to identifying specific areas where implementing co-operation projects could contribute to Mexico's domestic actions on human rights, democracy and the rule of law, subject to the Council of Europe's established procedures and the availability of specifically earmarked funds for these aims;

-           Agree to work together in promoting the entry into force and full implementation of relevant Council of Europe treaties, as well as the accession of non-member States, and in particular Latin American and Caribbean States, to relevant Council of Europe treaties;

-           Agree on the importance of Mexico's continued active participation in the negotiations of relevant Council of Europe treaties, and underscore that the Council of Europe may encourage the participation of observer States in future negotiations of relevant treaties;

-           Commit to initiate the procedures and consultations, as required, to implement this declaration.
