Meeting report

Strasbourg, 13 January 2020

 

The following items were discussed by the Bureau at its meeting on 13 January 2020.

1.            Preparation of the informal meeting between the Presidential Committee of the Parliamentary Assembly and the Bureau of the Ministers’ Deputies (Paris, 16 January 2020)

The Bureau prepared the informal meeting between the Presidential Committee of the Parliamentary Assembly and the Bureau of the Ministers’ Deputies, which will take place in Paris on 16 January 2020.

2.            Use of the Committee of Ministers’ meeting room

The Bureau was informed of a request from the Group of States against corruption (GRECO) to use the Committee of Ministers’ meeting room on Friday, 14 February 2020, from 9 a.m. to 11 a.m.

The Bureau recommended acceding to this request.

3.            Use of the Foyer of the Committee of Ministers

The Bureau was informed of a request from:

-        Ambassador Mårten Ehnberg, Permanent Representative of Sweden, to organise an exhibition “To me there’s no other choice” in the framework of the Raoul Wallenberg Prize Ceremony from 16 to 20 January 2020.

-      Ambassador Irakli Giviashvili, Permanent Representative of Georgia, to organise a luncheon reception on the occasion of the adoption of the Council of Europe Youth Sector Strategy 2030 on Thursday

       23 January 2020 at 1 p.m.

-      Ambassador Irakli Giviashvili, Permanent Representative of Georgia, to organise a photo exhibition on Georgia’s tourism potential from 27 to 31 January 2020 as well as a reception in honour of the Minister for Foreign Affairs of Georgia, Mr David Zalkaliani, on Monday 27 January 2020 at 1 p.m.

-      Ambassador Corina Călugăru, Permanent Representative of the Republic of Moldova, to organise an exhibition dedicated to the spring symbol – Mărțișor - from 1 to 6 March 2020.

-        ODGP to hold its annual "Open Day" for the Permanent Representations on Thursday 19 March (setting up) and Friday 20 March 2020.

-       Ambassador Ivan Soltanovsky, Permanent Representative of the Russian Federation, to organise an exhibition on the “History of Anti-Nazism Resistance in Europe” between 15 June and 3 July 2020.

The Bureau recommended acceding to these requests.


4.            Other business

The Bureau suggested to contact the Secretariat of the Lanzarote Committee after the nomination of their new Chair in March to organise an exchange of views with the Deputies in the course of this year.

The Bureau took note that the Thematic Co-ordinator on Information Policy (TC-INF) will invite the internet companies listed in Appendix 2 for an exchange of views on 6 February 2020, at the next TC-INF meeting.

Appendix 1

State of preparation of the 1364th (15 January 2020) and 1365th (22 January 2020) meetings

The Bureau took note of the state of preparation of the above meetings.

With regard to the 1364th (15 January 2020)meeting, the Bureau recommended that

- the following items and sub-items be added:

4.3       Steering Committee for Human Rights (CDDH) – Continuation of the ad hoc terms of reference for the CDDH to finalise the legal instruments setting out the modalities of accession of the European Union to the European Convention on Human Rights

4.4       “Unlimited access to member States, including “grey zones”, by Council of Europe and United Nations human rights monitoring bodies” –  Parliamentary Assembly Recommendation 2140 (2018)

3.2       Written Questions by members of the Parliamentary Assembly to the Committee of Ministers

b. Written Question No. 743 by Mr Manuel Vescovi: “Turkish military operations on the territory of Syria”

c. Written Question No. 742 by Mr Attila Tilki: “The illegal occupation of the military cemetery in Valea Uzului/Úz-völgye”

- the following item be postponed to one of the forthcoming meetings of the Ministers’ Deputies:

Proposal for an informal thematic debate in 2020

With regard to the 1365th (22 January 2020)meeting, the Bureau recommended that
