11.1 Unpaid contributions and interest on late payments –

update of situation as at 19 September 2019

Payment of contributions

1.         The payment of contributions by Governments shall be made before the end of the six-month period provided in Article 39 of the Statute of the Council of Europe. The Committee of Ministers shall be notified of contributions which remain unpaid at the end of this period.

2.         It should be noted that according to Article 10 of the Financial Regulations, member States that have not paid their entire contribution before the end of the period of six months shall be required to pay simple monthly interest of 0.5% on amounts remaining unpaid on the first day of each of the following six months, and 1% on amounts remaining unpaid on the first day of each month thereafter.

3.         It is also recalled that at the 95th Session of the Committee of Ministers (10 November 1994), the following decision was adopted: “... apart from exceptional circumstances having prevented a member State from fulfilling its obligation, Article 9[2] of the Council of Europe’s Statute will be applied to any State which has failed to fulfil all or a substantial part of its financial obligation for a period of two years.”

4.         For 2019, unpaid contributions and interest on late payments to the various budgets due as at 19 September 2019, amounted to €363 734.71 of which €15 860.24 from member States and €347 874.47 from non-members of the Council of Europe. The details of the 2019 unpaid contributions and interest on late payments are presented at Appendix I.

 

5.         The details of the unpaid contributions and interest on late payments for the years prior to 2019 are presented at Appendix II.

6.         Contributions paid between 1 July 2019 and the date of preparation of this document amounting to a total of €85 844 644.57 are detailed at Appendix III.

7.         The situation regarding the obligatory contributions and interest on late payments due by the Russian Federation for the financial years 2017-2019 is presented at Appendix IV.

As at 19 September 2019, total accrued unpaid interest on late payments for all budgets amounts to approximately €8 800K.
