1.         Implications of the discontinuation of Turkey in the category of major contributors

1.1       At the 1304th meeting (17 January 2018),  the Deputies took note of the implications of the discontinuation of Turkey’s major contributor status and decided to reduce Turkey’s contributions to the Programme and Budget 2018-2019 with effect from 1 January 2018 resulting in a decrease of Turkey’s contributions of a total of €19.6M across all budgets concerned.

1.2       It is recalled that a detailed discussion on the implications of the Deputies’ decision was held at the GR-PBA meeting on 6 February 2018 on the basis of options contained in document GR-PBA(2018)1 and draft guidelines prepared by the Chair of the GR-PBA (DD(2018)89) and was continued at the Deputies’ 1307th meeting (14 February 2018). The Deputies concluded by recalling the agreement on parameters of the Programme and Budget for the biennium 2018-2019 and by inviting the Secretary General to present in March 2018 draft proposals for sustainable measures and adjustments to the Programme and Budget 2018-2019, taking as well into account the orientations contained in document DD(2018)89 and the comments made by delegations.

1.3       The Group is invited to examine document CM(2018)42 setting out the Secretary General’s proposals for sustainable measures and adjustments to the Programme and Budget 2018-2019, with a view to recommending the following draft decisions to the Deputies for adoption at their 1312th meeting (4 April 2018), without further debate. Comments from the Budget Committee will be distributed following its meeting which will take place on 16 March 2018.

            Draft decisions:

a. General budget: Ordinary budget, Pension Reserve Fund, Extraordinary budget, European Youth Foundation

The Deputies

1.         approved the Secretary General’s proposals for sustainable measures and adjustments to the Programme and Budget 2018-2019 as set out in document CM(2018)42;

2.         welcomed the roadmap for accelerating and deepening the reform as set out in Appendix 2 of that document and asked their Rapporteur Group on Programme, Budget and Administration (GR-PBA) to follow its implementation;

3.         authorised the Secretary General to finance indemnities for loss of job by way of an internal loan of € 4.938 million, to be reimbursed over a six-year period from 2018, in annual instalments of € 0.823 million.


b. For each enlarged/partial agreement

The Deputies, in their composition restricted to representatives of States members of [name of the enlarged/partial agreement], approved the Secretary General’s proposals for sustainable measures and adjustments to the Programme and Budget 2018-2019 as set out in document CM(2018)42.

2.         Peer Assessment of the Evaluation Function of the Council of Europe

a.         Peer Assessment report

b.         Exchange of views with Mr Peter Bieler, Head of SCD Evaluation and Corporate Controlling Division, Federal Department of Foreign Affairs, Switzerland

2.1       The Group is invited to hold an exchange of views with Mr Bieler, in the light ofthe Peer Assessment report on the Evaluation Function of the Council of Europe, with a view to taking note of the follow-up to be given to its recommendations as set out in GR-PBA(2018)7.

3.         Directorate of Internal Oversight

a.         Annual report 2017

3.1.      The Group is invited to hold an exchange of views with Mr Colin Wall, the Director of Internal Oversight, in the light of his annual report for 2017, as set out in document CM(2018)39, with a view to recommending the following draft decision to the Deputies, for adoption at their 1312th meeting (4 April 2018), without further debate.

Draft decision:

The Deputies took note of the annual report 2017 of the Directorate of Internal Oversight, as it appears in document CM(2018)39, and agreed to transmit it to the Parliamentary Assembly for information.

b.         Work programme 2018-2019

3.2.      The work programme of the Directorate of Internal Oversight is presented in document

GR-PBA(2018)5 for information. The Group is invited to take note of the work programme.

4.         Follow-up to the implementation of the External Auditor’s recommendations

4.1       The Group is invited to take note of the state of implementation of the External Auditor’s recommendations, in the light of document GR-PBA(2018)4, which summarises the follow-up to outstanding recommendations.

5.         Unpaid contributions and interest on late payments

a.         prior years – update of situation as at 9 March 2018

5.1       This is a regular item on the agenda of the GR-PBA. The situation as at 9 March 2018 is presented in document CM(2018)49.


b.         Contributions 2018: situation as at 28 February 2018

5.2.      The Secretariat will distribute, in document CM(2018)50, information as to those member States which have not paid at least one third of their 2018 contributions in the course of the first two months of the year in accordance with Article 10 of the Financial Regulations.

5.3.      The Group is invited to examine both sub items, with a view to recommending the following draft decisions to the Deputies for adoption at their 1312th meeting (4 April 2018), without further debate.

1.         took note of the situation concerning prior years unpaid contributions to the various budgets and funds of the Council of Europe as at 9 March 2018, as set out in document CM(2018)49;

2.         took note of the situation concerning payment by member States of their 2018 contributions as at 28 February 2018, as set out in document CM(2018)50.
