Meeting report Strasbourg, 4 September 2017 |
1. Subsidiary groups – vacancies
The Bureau noted that the position of Chair of the Rapporteur Group on Education, Culture, Sport, Youth and Environment (GR-C) was now vacant and invited those interested in this position to inform the Chair of the Deputies, in writing, before 5 p.m. on Friday, 15 September 2017.
2. Functioning of the ‘navette’
As part of the streamlining of expenditures, the Bureau noted that, as of 18 September 2017, the ‘navette’ service will be limited to one delivery a day, every morning between 9 a.m. and 12 noon. All Committee of Ministers’ documents will also be sent by email.
3. Use of the Committee of Ministers’ meeting room
The Bureau was informed of a request from the Group of States against corruption (GRECO) to use the Committee of Ministers’ meeting room on Wednesday 29 November 2017 (from 9 a.m. to 10 a.m.). The Bureau recommended acceding to this request.
4. Use of the Foyer of the Committee of Ministers
The Bureau was informed of a request from the Centre for International Studies of Intellectual Property (CEIPI) of the University of Strasbourg to organise a reception on the occasion of its Board of Directors on 15 September 2017 between 12 noon and 3 p.m..
The Bureau was also informed of a request from Ambassador Gerhard Küntzle, Permanent Representative of Germany, together with a number of other delegations, to support, at the request of the Simon Wiesenthal Centre, the organisation of an exhibition entitled “People-Book-Land; The 3.500 year relationship of the Jewish People with the Holy Land" from 16 to 27 October 2017.
The Bureau recommended acceding to these requests.

The Bureau took note of the state of preparation of the above meetings.
With regard to the 1292nd (6 September 2017) meeting, the Bureau recommended that:

With regard to the 1293rd (13 September 2017) meeting, the Bureau recommended that the following items be added:

c. Guide to good and promising practices aimed at preventing and combating female genital mutilation and forced marriage
d. Request for an extension of the delay until 30 June 2018 for the analysis of the national reports regarding the implementation by the member States of the Brussels Declaration
e. Guide to good practice on the implementation of Committee of Ministers’ Recommendation CM/Rec(2008)2 of the on efficient domestic capacity for rapid execution of judgments of the European Court of Human Rights
f. Analysis of the relevant jurisprudence of the European Court of Human Rights and other Council of Europe instruments to provide additional guidance on how to reconcile freedom of expression with other rights and freedoms, in particular in culturally diverse societies
g. Analysis on the impact of current national legislation, policies and practices on the activities of civil society organisations, human rights defenders and national institutions for the promotion and protection of human rights
