Framework Convention for the Protection of National Minorities Comments of the Government of Malta on the Fourth Opinion of the Advisory Committee on the implementation of the Framework Convention by Malta For consideration by the Rapporteur Group on Human Rights (GR-H) |
“Ever since 2010, the National Commission for the Promotion of Equality (NCPE) has been working on a National Action Plan Against Racism and Xenophobia (NAPARX)1. This came about because of some experiences and quality of housing critical to the sense of ownership and empowerment of ethnic minorities’ (NCPE, 2010a:33). In this regard, Malta has managed to eliminate the sense of distrust that existed between ethnic minorities, and landlords. Today, there has developed a clear picture of the experiences of immigrants or persons of ethnic minorities when accessing or inhabiting housing or accommodation, as well as a clear identification of the needs and concerns of landlords/landladies and/or their representatives. Today, equal treatment in housing (for immigrants and property owners respectively) stands on solid ground.
Other than the above, it is to be pointed that Malta has no other substantial national minorities in its territory, and that any substantive obligations lately mentioned in the Conclusions of the Advisory Committee are not within the remit of the Framework Convention on National Minorities.
