Synopsis

Meeting on 2 May 2017

 

1.         The Rapporteur Group on Legal Co-operation (GR-J) met on 2 May 2017 with Ambassador Eva TOMIČ, Permanent Representative of Slovenia, in the chair. The agenda (GR-J(2017)OJ4-rev) was adopted.

09/17    European Committee on Crime Problems (CDPC) – Draft Council of Europe Convention on Offences relating to Cultural Property and its explanatory report

CM(2017)32, CM(2017)32-addrev, Assembly Opinion No. 293 (2017)

2.         The Group examined the draft Council of Europe Convention on Offences relating to Cultural Property and its Explanatory Report (document CM(2017)32 and CM(2017)32-addrev) in the light of the opinion of the Parliamentary Assembly (Opinion No. 293), and agreed to transmit these documents to the Ministers’ Deputies for the adoption of the relevant decisions at their 1285th meeting (3 May 2017), without further debate.

08/15    Draft Protocol amending the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data (ETS No. 108) and its explanatory report

3.         The Group continued its examination of this item. The delegation that had submitted a position paper introduced it (DD(2017)433) and the EU delegation introduced its response (DD(2017)470). The Chair invited delegations to seek instructions on the latest documents received and indicated that she would organise further informal consultations after the May Ministerial Session.

11/17    Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism (MONEYVAL) – Annual report

4.         The Group examined the annual report for 2016 of the Chair and Executive Secretary of the Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism (MONEYVAL) (document CM(2017)35) and agreed to transmit it to the Deputies for adoption of the relevant decision at their 1286th meeting (10 May 2017), without further debate. It was recalled that the Chair of MONEYVAL had been invited for an exchange of views with the Deputies at that meeting.


12/17    Convention on the Transfer of Sentenced Persons (ETS No. 112) – Request by Brazil to be invited to accede

5.         The Group examined the request by Brazil to be invited to accede to the Convention on the Transfer of Sentenced Persons (ETS No. 112) in light of document GR-J(2017)8, and agreed to transmit it to the Deputies for adoption of the relevant decisions at their 1286th meeting (10 May 2017), without further debate.

13/17    Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse (CETS No. 201) – Request by Tunisia to be invited to accede

6.         The Group examined the request by Tunisia to be invited to accede to Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse (CETS No. 201) in the light of document GR-J(2017)9, and agreed to transmit it to the Deputies for adoption of the relevant decisions at their 1286th meeting (10 May 2017), without further debate.

14/17    Committee of Legal Advisers on Public International Law (CAHDI) – Abridged report of the 53rd meeting (Strasbourg, 23-24 March 2017)

7.         The Group examined the abridged report of the 53rd meeting of the Committee of Legal Advisers on Public International Law (CAHDI) (document CM(2017)45) and agreed to transmit it to the Deputies to take note of it at their 1289th meeting (14 June 2017), without further debate. It was recalled that the Chair of CAHDI had been invited for an exchange of views with the Deputies at that meeting.

15/17    European Charter for Regional or Minority Languages

a.         Sixth report of the Committee of Experts in respect of Sweden

CM(2017)36

8.         The Group examined the sixth report of the Committee of Experts of the European Charter for Regional or Minority Languages in respect of Sweden, as it appears in document CM(2017)36, and agreed to transmit it to the Deputies for adoption of the relevant decisions at their 1286th meeting (10 May 2017), without further debate.

b.         Fourth report of the Committee of Experts in respect of Armenia

CM(2017)49

9.         The Group examined the fourth report of the Committee of Experts of the European Charter for Regional or Minority Languages in respect of Armenia, as it appears in document CM(2017)49, and agreed to transmit it to the Deputies for adoption of the relevant decisions at their 1286th meeting (10 May 2017), without further debate. One delegation made the statement contained in document DD(2017)513.

c.         Election of a member of the Committee of Experts in respect of Germany

CM(2017)37, CM(2017)37-corr

10.       The Group examined the candidatures presented by Germany (documents CM(2017)37 and CM(2017)37-corr) in the light of document GR-J(2004)2-rev, in which the Group established its criteria for the examination of candidatures for the Committee of Experts of the European Charter for Regional or Minority Languages. It agreed that the candidates fulfilled those criteria and that the list could be transmitted to the Deputies for the election to take place at their 1286th meeting (10 May 2017).
