RESOLUTION (55) 1 (12 January 1955) - (Adopted by the Ministers' Deputies)
Adjustments to salary scales of staff of the Secretariat-General
The Committee of Ministers,
Considering it to be desirable that certain adjustments be made in the salary
scales established for permanent staff of the Secretariat-General, as laid down in
the Resolutions of the Committee of Ministers of 15th January, 1951, 22nd September,
1951 and 2nd May, 1952;
Having regard to the Report of the Budget Committee of 7th October, 1954;
On the proposal of the Secretary-General,
Resolves as follows:
Article 1. - The Table contained in Article 1 of Resolution (51) 1 of 15th January,
1951 shall be amended as follows:

Article 2. - The last paragraph of Article 1 of Resolution (51) 1 of 15th January,
1951 shall be deleted and replaced by the following:
"Members of the staff of the grade of Secretary, however, may only be granted
the last three increments of their grade by a special decision of the Secretary-
General, stating his reasons."
Article 3. - The Table contained in Article 4 of Resolution (51) 1 of 15th January,
1951, as amended by Article 4 of Resolution (52) 28 of 2nd May, 1952, shall
be replaced by the following Table:

Article 4. - The entertainment allowance for which provision was made in
Article 2 of Resolution (51) 1 of 15th January, 1951 and which was finally fixed
by Article 2 of Resolution (52) 29 of 5th May, 1952 shall be increased to 1,050,000 francs
in respect of the Deputy Secretary-General and the Director of Assembly Services
with the rank of Deputy Secretary-General.
Article 5. -
1. In paragraph 3 of Article 3 of Resolution (51) 1 of 15th January, 1951, as
amended by Article 3 of Resolution (52) 28 of 2nd May, 1952, delete the words
"legitimate, illegitimate or adopted person under 15 years of age" and insert the
words "legitimate, illegitimate or adopted children of under 15 years of age of the
member of the staff or of his wife."
2. Paragraph 5 of the same Article shall be deleted and replaced by the following:
"By a special decision taken on the basis of the relevant certificates and stating
his reasons, the Secretary-General may grant family allowances subject to the
same conditions:
1) to female married staff who are de facto separated from their husbands with
one or more dependent children within the meaning of the present
Article;
2) to members of the staff responsible for a grandchild;
3) to members of the staff responsible for providing a home for and maintaining
a child.
If members of the staff referred to in the three foregoing cases do not rank as
heads of family within the meaning of Article 2 at the time of the decision, they
shall rank as such for the period during which they are entitled to the family
allowances. Such members of the staff are required to report any change of civil
status liable to entail an amendment to this decision."
Article 6. - The terms of Article 1 above shall not affect the amount of the
supplementary cost-of-living allowance granted under the terms of Article 1 of Resolution
(52) 28 of 2nd May, 1952.
Article 7. - These provisions shall come into effect as from 1st January, 1954.
They shall not, however, apply to staff having left the Secretariat-General before the
date of this Resolution.
Provisional clause
Article 8. - In order to meet the costs of the foregoing provisions for 1954,
the appropriations contained in the Budget for the Financial Year 1954 shall be
increased by means of supplementary credits to be requested by the Secretary-
General.
